"SCHOOL'S OPEN- SAFETY WEEK"
AUGUST25-29, 2003
WHEREAS, children in the Village of Mount Prospect and all across the state and
nation are beginning a new school year; and
WHEREAS, students will be walking or biking to school in neighborhoods on
sidewalks and streets, approaching or waiting at school bus stops, and boarding or
exiting from buses; and
WHEREAS, while the school year is in session, it is extremely important for
Mount Prospect motorists to take extra precautions to drive carefully, and to
observe and follow the rules of the road as they apply to school zones; and
WHEREAS, motorists can help protect children by being especially careful near
schools and in residential areas, being mindful of their speed, and observing traffic
control devices; and
WHEREAS, it is equally as important for motorists to respect school safety patrol
members as they perform their duties, and adhere to their instructions.

proclaim August 25-29, 2003

in the Village of Mount Prospect and I encourage all motorists to make this a safe
year for all students throughout the Village of Mount Prospect and surrounding

REQUEST FOR CLASS MH LIQUOR LICENSE
COUNTRY INN AND SUITES

On Tuesday, July 22, 2003, the Village Manager met with owner Moti Agarwal and
bookkeeper Emil Corona to discuss Mr. Agarwal's request for the issuance of a new
Class MH Liquor License to be utilized in conjunction with the operation of the existing
Country Inn and Suites Hotel. The Class MH designation provides for a hotel to serve
complimentary beer and wine only to registered guests between the hours of 4:00 p.m.
and 7:00 p.m. Hors'doeuvres or other food must be served continually during these
complimentary service hours. Additionally, the service must take place in a room or
area separate and apart from the lobby of the hotel and the designation specifically
prohibits room service. This is the first request for this Liquor License classification.
Country Inn a nd Suites is a 9 4-room hotel which opened for operation in October of
2001. Amenities include a pool, workout room and a complimentary breakfast buffet.
The owners feel that the ability to offer complimentary beer and wine as a late
afternoon/evening amenity will enhance the marketability of the hotel. As noted above,
there are very specific guidelines for service of alcohol under this License classification.
The Village Manager discussed at length with the applicant the Village's particular
sensitivities to the sale of alcohol to minors and over-service to clearly intoxicated
individuals. The Village Manager also indicated that the applicant was responsible for
the actions of all employees and managers. Mr. Agarwal indicated that he had read the
Village's rules a nd regulations in t his regard a nd understood a II of o ur requirements.
The Village Manager is recommending, and Mr. Agarwal has agreed, that the hotel
managers will be required to complete a certified liquor servers' training course as a
condition of issuing the Class MH License.

and other documentation. Mr. Agarwal and the hotel manager have submitted to
fingerprinting and background checks.
If the Village Board considers this request favorably, adoption of an Ordinance creating
a new Class MH Liquor License would be appropriate.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class MH. Liquor Licenses by One (1) Country Inn
and Suites, 2200 South Elmhurst Road. Said Fist is as follows:
