ROLL CALL ACCEPTANCE OF MINUTES OF APRIL 24, 1990 III CITIZENS TO BE HEARD DISCUSSION OF INSURANCE REPORT AND PROPOSAL FOR ONGOING RISK MANAGEMENT SERVICES The study of the Village's seff-msurance by Corporate Pohcyholders Counsel, Lac (CPC) indicates this program has been effective but suggested these areas should be strengthened 1 The Village should consider purchasing msarance to protect the sales and property tax revenues from Randhurst Mall 2 The Village should consider obtatmng insurance coverage for catastrophic claxms m excess of the current $6 rmlhon coverage 3 The Village should estabhsh aumform procedure to requare that ail contractors woflang for the Village must obtain an acceptable, nummum level of insurance before begmmng work. Since the Village does not have a professional risk manager on staff, CPC was asked to subtmt a proposal for ongmng risk management serwces The proposal includes a one-nme charge of $2,500 to develop procedures for obtmnmg proper certificates of insurance from Village contractors and prowdmg input on various leases regarding Melas Park It also includes a flat monthly charge of $500 as a ret;uner for momtormg day-to-day insurance questions and an hourly rate of $100 to momtor el;ams and the Village's safety acuvW Staff recommends accepUng the proposal for setting up guidelines for Insurance ($2,500) and the $500 monthly retmner V DISCUSSION OF THE POLICE AND FIRE PENSION FUND ACTUARIAL The Pohce and Fire Pension Fund Actuarial Valuation Reports as of May 1, 1989 prepared by Miller, Mason and Dlckenson, Lac, show a strong financial postuon for these Funds The Police Pension ~s funded at 122 9% and the F~re Pension at 133 3% The average Statewade funding for Pohce Pension Funds is 72% and for Fare 74% VI DISCUSSION OF THE PARKING STUDY The Parlang Demand Study for th~ Central Business DLStnct prepared by Rich and Assocmtes shows a deflect of 40 spaces m the overall study area (w~th a defiot of 215 spaces atmbutable to the commuter parking demand) The problem m most of the study area exclusive of the commuter parlong ~s employee parlong The individual businesses must momtor and superbase thetr own parlang situation. One way to solve the employee parkang problem ~s more wgorons enforcement of the two-hour spaces Addtuonal parking Is needed in the core area Posslblht:es Include 1 The consolidation of the Village Hall parking lots, Fanme May property and Kelly Orthoucs would add 29 spaces Although d~scusszons With Fanme May have not been successful, we Will continue to attempt reaching an agreement 2 The consolidation of the Semor Center lot, V&G lot, the vacant property and the doctor's office lot would add 38 spaces 3 A table top parking structure, which consists of ground level parking and second story parking, over the V&G lot and the vacant property would generate 166 spaces 4 First Chicago Bank (deficit of 47 spaces) could consider expanding their lot on block 7 (Emerson Street between Busse and Central) or attempt to buy or lease spaces that could be bmlt as part of the Pubhc Safety Building project We have had discussions with First Chicago Bank, and they have indicated ~helr willingness to pamc~pate subject to cost Commuter parking is a major problem Some options to address the problem include to sell pernuts to commuters to park m on-street spaces, prowde spaces on the widened area of Prospect Avenue past Maple and use a cash box system, or sell pernuts to park in the Village lot on Wflle Street In the Prospect Avenue area, appropriate s~gnage could do a better .lob in promoting parlang spaces on side streets and next to and behind businesses Staff makes the following recommendations I Continue attempung to reach an agreement to consolidate the Village Hall parking lot, the Fan_me May property and Kelly Orthotics 2 Proceed immediately with the consolidation of the Semor Center lot, V&G lot, the vacant property and the doctor's office lot, subject to deterrmnatlon of cost 3 Cotumue discussions ',,nth first Chicago Bank to see what arrangement can be worked out 4 Put cash boxes on the widened area of Prospect Avenue Money is available in the budget for this purpose $ Set up a cooperative venture w~th the Chamber of Commerce to help educate employees to use parking spaces on side streets or behind businesses 6 Install s~gnage to pubhc and private parking areas to ensure the most efficient usage of available parking VIII ANY OTHER BUSINESS IX ADJOUENMENT Sidewalk Policy on Major Roadways Crime Stausucs/Preventlon
