SUBJECT: PROPOSED WATER AND SEWER RATE INCREASE
PURPOSE:
To present for the Board's consideration an ordinance increasing the Village's water and sewer
rates.
BACKGROUND:
Since 1990 the Village has followed the practice of approving moderate annual increases in
water and sewer rates, as opposed to implementing large increases periodically. The 2013
Budget included an anticipated 9.5% increase in the combined water and sewer rate. Results
from an updated five -year rate study prepared in response to the City of Chicago water rate
increase indicate a need for this higher than typical adjustment to village rates for billings after
January 1, 2013.
DISCUSSION:
The following table illustrates the recommended rates as reflected in the proposed ordinance.

For sewer users not connected to the Village's water system, whether located inside or outside
the Village, the monthly charge per dwelling unit does not change from the current rate of $4.58.
No increase is proposed for the $5.00 per month sewer construction fee.

For sewer users not connected to the Village's water system, whether located inside or outside
the Village, the monthly charge per dwelling unit does not change from the current rate of $4.58.
No increase is proposed for the $5.00 per month sewer construction fee.

If a Mount Prospect household uses 8,000 gallons of water during a one -month period, their
monthly water and sewer usage fee would be $67.36, an increase of $5.84 from the current
rate.
No increase is being proposed for the monthly availability charge assessed customers outside
of Special Service Area No. 5. For most customers, those with a 5/8" water line, the charge will
remain at $10.
RECOMMENDATION:
It is recommended the Village Board approve the attached ordinance increasing water and
sewer rates effective for bills rendered on or after January 1, 2013,

AN ORDINANCE TO AMEND WATER RATES SET FORTH IN
APPENDIX A, DIVISION 11 OF THE VILLAGE CODE
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION That Section 22.504.2 entitled "Water Rates" of Appendix A, Division 11 of the Village Code,
as amended, is hereby further amended in its entirety; so that hereinafter said Section 22.504.2 of Appendix A,
Division II shall be and read as follows:
" Sec. 22.504.2 WATER RATES:
A. All village users within the village, having a direct or indirect connection with village water mains or
pipes: $6.71 per 1,000 gallons of water consumed or portion thereof.
All village users outside the corporate limits of the village having a direct or indirect connection with
village water mains or pipes: $13.42 per 1,000 gallons of water consumed or portion thereof.
All village users located outside the boundaries of Special Service Area Number 5 shall pay an
additional monthly availability charge based upon the size of the water meter as follows:

SECTION TWO: That the fees set forth in this Ordinance shall be applied to all water bills rendered on or after
January 1, 2013.
SECTION THREE: That this Ordinance shall be in full force and effect from and after its passage, approval and
publication in pamphlet form in the manner provided by law.

SUBJECT: IMRF RESOLUTION 6.74 - TAXABLE ALLOWANCES
As you may recall the Village Board approved a resolution on November 7, 2012,
considering the auto allowance for the Village Manager as compensable wages for
IMRF purposes. This resolution came as result of a random audit by an IMRF auditor.
The other items previously identified by the auditor have been addressed
administratively. However, staff determined that there are a few other employees that
have auto allowances that should be included as compensable wages by a similar
resolution. Therefore, the attached resolution includes the auto allowance for the
Director of Human Services, Deputy Director of Human Services, Social Workers,
Public Health nurse, and the Community Connection Center Coordinator as
compensable wages.
The attached resolution was recommended by the IMRF auditors to consider the auto
allowance as IMRF earnings.
