N ORDINANCE DECLARING A MORATORIUM ON THE
PROCESSING AND ENFORCEMENT OF PROVISIONS OF
THE VILLAGE CODE OF ~0U~ PROSPECT, ILLINOIS
PERTAINING TO COIN-OPERATED AND ELECTRONIC
G~E MACHINES
WHEREAS, the coin-operated and electronic game industry has
recently experienced a rapid growth through6ut the United States; and
~HEREAS, concurrently with such growth there have ari§en numerous
requests and inquiries to the Community Development Department of the
Village of Mount Prospect regarding the estab!ishment and operation
of such games and game rooms within this municipality; and
WHEREAS, an examination by the Community Development Department
of the ~illage of Mount Prospect with respect to current regulations
of such games and game rooms in the Village and in other communities
discloses that there is a need to establish additional regulations in
the Village of Mount Prospect; and
WHEREAS, it is deemed to be in the best interest of this community
that a moratorium be declared on all applications or other requests
pertaining to the processing, licensing and regulation of coin-operated
and electronic games and game rooms, as hereinafter provided, for the
purpose of allowing time to accomplish a thorough study on the regulation
of such g~mes and game rooms by the Community Development Department of
the Village of Mount Prospect and to take action with respect to any
proposed regulations recommended by such study.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT· COOK COUNTY, ILLINOIS:
SECTION 1: A moratorium ib hereby declared upon the acceptance
and processing of any applications or petitions and upon the issuance
of any permits pursuant to the provisions of the Village Code of Mount
Prospect, Illinois with regard to coin-operated and electronic games
and game rooms.
SECTION 2: The Community Development Depart/nent of the Vil!a~e of
Mount Prospect is hereby authorized and directed to accomplish a study
of the regulation of all aspects of coin-operated and electronic cames
and game rooms and to recommend to this Board the adoption of regulations
pertaining %hereto.
SECTION 3: The moratorium declared herein shall remain in 'full
force and effect until completion of the study directed herein and any
action pertaining thereto, and until rescinded by further action of
this Board; and in any event, said moratorium shall terminate 120
days from the date hereof unless othe~.;ise extended by Ordinance.
SECTION 4: This Ordinance shall be in full force and effect upon
its passage, approval and publication in pamphlet form in accordance with
law.
