AN ORDINANCE TO AMEND SECTION 18.1324 ENTITLED
"VEHICLES OF PHYSICALLY HANDICAPPED PERSONS" OF THE
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
iE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
'ILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
iECTION ONE: Section 18.1324 entitled "Vehicles of Physically
[andicapped Persons' of Article XIII, Chapter 18, of the Village
:ode of Mount Prospect, Illinois of 1981, is hereby amended to
'ead as follows:
" Section 18.1324. Handicapped Persons - Parking Privilges.

A motor vehicle bearing registration plates issued
to a physically handicapped person pursuant to
Section 3-616 or to a disabled veteran pursuant
to Section 3-609, or a special decal or device issued
to a physically handicapped persons or disabled
veteran pursuant to Section 11-1301.2 of "The Illinois
Vehicle Code", effective July 1, 1970, as amended,
is exempt from any Statute of the State of Illinois or
any Ordinance of the Village imposing time limitations
on parking in a business district; but otherwisde is
subject to the laws which prohibit parki'ng in "No
Stopping" and "No Standing" zones in front of or near
fire hydrants, driveways, public building entrances
and exits, bus stops and loading areas, and is
prohibited from parking where the motor vehicle
constitutes a traffic hazard, and the motor vehicle
must be moved at the instruction and request of a
law enforcement officer to a location designated by
such officer.
Any motor vehicle bearing registration plates specifiad
in this Section may park, in addition to any other
lawful place, in any parking place specifically
reserved, by posting of an official sign, for such
vehicles in any parking area with this Village.
Parking privileges granted by this Section are
strictly limited to the person to whom the special
registration plates, or special decal or device, were
issued and to qualified operators acting under his
express direction while the disabled person is present.
No person shall use any area for the parking of a
motor vehicle pursuant to Section 18.1303 of this
Chapter, or where an official sign controlling such
area expressly prohibits parking at any time or
during certain hours.
It shall be prohibited to park any motor vehicle which
is not bearing registration plates issued to a physicalll
handicapped person pursuant to Section 3-616 or to a
disabled veteran, pursuant to Section 3-609, or a
special decal or device issued to a physically
handicapped person or disabled veteran pursuant to
Section 11-1301.2 of "The Illinois Vehicle CoDe" as
evidence that the vehicle is operated by or for a
handicapped person or disabled veteran, in any
arking place, including any private or public off-
street parking facility, specifically reserved, by
the posting of an official sign, for motor vehicles
bearing su. ch registration plates, decla or device.
Any person or local authority owning or operating
any public or private off-street parking facility
may, after notifying the Mount Prospect Police
Department, remove or cause to be removed to the
nearest garage or other place of safety any vehicle
parked within a stall or space reserved for use by
the physically handicapped which does not display
handicapped registration plates, or a decal or device
as required under this Section."
ECTION TWO: This Ordinance shall be in full force and effect
