"INTERNATIONAL BUILDING SAFE TY WEEK"
APRIL 6-12, 2003
WHEREAS. the safety of the buildings we occupy daily is essential to the health.
safety, and welfare of the citizens of the world: and
WHEREAS. among the world's most fundamental laws are those providing safety
standards for the safe construction of buildingsin which people live. work and play;
and
WHEREAS. for construction and building codes to be effective and enforced.
understanding and cooperation must exist between code officials and the people they
serve, and
WHEREAS, units of government across the world, along with professional
organizations, are joining together to promote the use of building and construction
codes today, through the observation of International Building Safety Week; and
WHEREAS. the theme of International Building Safety Week 2003 has been
established as "Building Our World .. One Community At A {ime. "
NOW, THEREFORE. L Gerald L. Farley, Mayor of the Village of Mount Prospect.
do herebyproclaim the week of April 6-]2, 2003 as
"INTERNATIONAL BUILDING SAFETY WEEK"
and ! urge all citizens to participate in International Building Safety Week activities to
help promote building safety, to create awareness as to the importance of construction
and building codes, and to spotlight the role of the dedicated code official in
administering those codes.

CHILD ABUSE PREVENTION MONTH
April Blue Bow Campaign
WItEREAS. chiM abuse prevention ts a community problem and finding solutions depends on
involvement amongpeople throughout the community, including the courts: and
WHEREAS. the effects of child abuse are felt by entire communities, and need to be addressed by
the entire community: and
WHEREAS. the effective child abuse prevention programs succeed because of partnersh,ps created
among the courts social service agenctes, schools, religious organizations, law enforcement
agencies, and the business commumty; and
WHEREAS. Parents Care & Share, prevention program offeringpositive alternatives to help break
the cycle of abuse, is sponsormg Illinois 'Blue Bow Ca~npaign to heighten awareness of the need to
suppom families: and
WHEREAS, (all citizens shouht become more aware of child abuse and its prevention within the
commumry, and to become involved in supportingparents to raise their children in a safe, nurturing
environment

proclaim the month of April as

in the Village of Mount Prospect, and call upon all citizens to increase their participation in efforts
to prevent child abuse, thereby strengthening the communities in which we live and work.

PROCLAMATION
"Week of the Young Child"
April 6-12, 2003
WHEREAS. the Village of Mount Prospect and other local organizations in
conjunction with the National Association for the Education of Young Children
are celebrating the Week of the Young Child; and
WHEREAS. by calling attention ot the need for high-quality early childhood
services for all children and fa~nilies within our community, these groups hope
to improve the quality and availability of such services: and
WHEREAS. the fiiture of our community depends on the quality of the early
childhood experiences provided to young children today; and
WHEREAS, high quality early childhood services represent a worthy
commitments to our children 's fi~ture;
NOW, THEREFORE. I, GeraM L. Farley, Mayor of the Village of Mount
Prospect. do herebyproclaim April 6-IZ 2003 as
"WEEK OF THE YOUNG CHILD"
in the Village of Mount Prospect and [ urge all citizen to recognize and support
the needs of young children in our community.

PROCLAMATION
"ALCOHOL AWARENESS MONTH"
April 2003
WHEREAS, underage drinking remains the number one substance abuse problem among
nation's youth: and
WHEREAS~ the use of alcohol ts associated with the leading causes of death and infi~ry among
youth, including motor vehicle crashes, homicides and suicides: and
WHEREAS, juvenile crime, violence and poor academic performance are closely linked with
underage drinking; and
WHEREAS, approximately 2/3 of teenagers who drink report that they purchase their own
alcoholic beverages: and
WHEREAS. passage of o&er laws to reduce underage drinking, and enforcement of those laws is a
community and state responsibility.
NOW, TtIEREFORE. I,, Gerald L. Farley, Mayor of the Village of Mount Prospect. do hereby join
with the Illinois Alcohol Awareness Month Campazgn, and proclaim the month of April 2003 as
"ALCOHOL AWARENESS MONTH'
in Mount Prospect, and I call upon all citizens itt the Village of Mount Prospect to recogmze
alcohol use as a sertous problem for the youth in our community..

CONTINUATION OF CLASS W LIQUOR LICENSE
On Monday, March 3, 2003, the Village Manager met with Minerva Celaya, a principal owner of
Frankie's Fast Food Restaurant, regarding her request to continue the existing Class W Liquor
License issued to the establishment. The Class W License provides for the sale of beer and
wine at dining tables. Mr. and Mrs. Celaya purchased the business in January 2003. They are
currently operating the establishment without 'the sale of beer and wine. The menu consists of
standard fast food fare. The restaurant is open seven days a week and serves a lunch and
dinner menu.
Mr. Celaya has worked at Photo's Hot Dogs the past eight years as a crew chief and manager.
Photo's restaurant possesses a Class W Liquor License.
The Village Manager reviewed with Mrs. Celaya the Village's particular sensitivity to the sale of
alcohol to minors as well as over-service to intoxicated persons. The Village Manager informed
the principals that they were responsible for the actions of all employees and that it was
imperative to establish an appropriate training program as well as management oversight with
regard to such sales. Mrs. Celaya indicated she had read the Village Code and understood all
of the requirements. Additionally, the Village Manager counseled Mrs. Celaya that the Village
conducts regular sting operations involving underage adolescents and that the penalty for such
Liquor Code violations could be quite severe.
Given Mr. Celaya's previous experience with the sale of alcohol at Photo's, no liquor server
training appears to be necessary. The completed application is on file with all required fees.
The principals have submitted to fingerprinting and background checks. The Celayas are also
in the process of purchasing the building and accompanying property. If considered favorably, a
Motion to approve a change in ownership for the existing Class W Liquor License would be in
order.
