At the conclusion of the 1996 Budget Hearings, it was suggested that it would be
beneficial to convene a Pre-Budget Workshop in which the Village Board and staff
engage in an overview of the upcoming Village Budget with the idea that problems,
trends, initiatives and revenue/expenditures projections could be reviewed with the
idea of establishing general parameters for the construction of the actual Budget
document that would be formally considered later in the year. The fact that we are
at the mid-point of the 1996 Budget year lends itself nicely to a combined six-month
review of the 1996 Budget and a Pre-Budget Workshop for 1997.
Finance Director Brian Caputo has provided detailed information for both
discussions. Overall, I believe that you will find the Village's finances to be in order
for 1996 and that based on the 1997 forecast Budget presented last year, we are
very much in line with previous expectations.
Given that a Pre-Budget Workshop is new to our traditional Budget process, I would
suggest that the focus remain broad as opposed to more detailed discussions
regarding specific line items. If, during the Pre-Budget Workshop, questions arise
regarding current or new initiatives proposed by staff or Village Board, I would again
suggest that the focus be on defining the initiative and what the issues are - pro and
con - so that staff can then undertake research with the idea of being prepared for
detailed discussion at the regular Budget Hearings.
In that same light, it would also seem appropriate for Board members to raise
individual items or initiatives which they would like to have considered in preparation
of the upcoming Budget. This Workshop would provide a forum whereby a Board
member could articulate the initiative and give the rest of the Board opportunity for
discussion which could then result in some direction to staff whether the item should
be pursued or not.
Mr. Caputo will provide an overview of his report and appropriate Department
Directors and staff will be available to answer questions and facilitate discussion.
You may want to bring your 1996 Budget book to the meeting as additional
reference material.
