MEETING MINUTES

CALL TO ORDER
Chairman Luted called the meeting to order at 7:35 p.m.
APPROVAL OF MINUTES
Minutes from the January 17, 2002 Commission meeting were approved as written.
Minutes from the April 18, 2002 Commission meeting were approved as written.
CITIZEN FORUM
No individuals were in attendance to address the Commission. The Solid Waste Coordinator reported
Public Works did receive a suggestion from a resident regarding the Christmas tree collection period.
The resident suggested the period for collecting trees for composting be extended to accommodate those
residents who leave their trees up beyond the current collection period could compost their trees.
SOLID WASTE PROGRAMS AND DATA
It was noted that the amount of recyclables collected in December 2002, 11352,50 pounds was the largest
quantity collected since the Village implemented the recycling program in 1989.
There was a brief discussion on the on-going problems with the collection of corrugated cardboard.
Public Works is aware that the ARC drivers will leave properly prepared corrugated behind and/or the
ARC refuse driver disposes of it with the regular garbage.
The Solid Waste Coordinator reported that she has talked to the route supervisor on a number of
occasions. It is her understanding that ARC will have new recycling trucks in April that will be able to
compact the boxes so size and quantity will no longer be an issue. Until then, the drivers are to tag and
submit a daily list of recyclables that were not collected and why.
OTHER
· Soda Bottle Receptacles
The Village is still waiting for the shipment of the plastic recycling receptacles in the shape of a soda
bottle. Purchased by SWANCC the containers will be placed in visible locations throughout the
community to encourage the recycling of plastic containers.
Environmental Awareness Calendars
The Village ordered several thousand April Environmental Awareness Calendars from SWANCC.
Provided at no cost the calendars will be distributed to all local elementary and junior high schools.
Open House
The Commission will again man the solid waste "booth" at the May 17, 2003 Public Works Open
House.
Commercial Solid Waste Contract
Chairman Luted informed the Commission members that the Village and Chamber of Commerce may
once again evaluate the feasibility of a Village administered exclusive commercial solid waste
contract.
EXT MEETING
The next meeting was scheduled for Thursday, March 20, 2003 in the Public Works Facility, 1700 West
Central Road at 7:30 p.m.
ADJOURNMENT

Meeting convened at 9:00 AM. Those present: Mayor Farley, Trustee Michaele Skowron, Trustee Irvana
Wilks, Trustee Michael Zadel. Village Manager Michael Janonis, and Fire Chief Mike Figolah.

Mr. Thomas explained the flood control work he had done on his home and wondered if there was
money still in the Village budget to reimburse him for some of his expense. Mr. Thomas explained that he
added a gated check valve and ejector pit to prevent water back up. Mr. Janonis explained that there is
about $5000 annually for this project. It is available based on a first come first serve basis and he is
unaware if monev is available. Mr. Janonis asked for Mr. Thomas' telephone number; as he will forward
this ~ssue on to the Building Department for follow up.
Carol TortoreIIo informed Chief Figolah of the large crowds she experienced the Friday after
Thanksgiving at Wal-Mart. She brings this issue because of the recent events of overcrowding in
nightclubs. The Chief stated that he wasn't familiar the problem at Wal-Mart, but would monitor.
David Schein brought pictures of his home showing his disconnected gutter downspouts. He
disconnected them at the request of the Village. He is experiencing water shed problems since
disconnecting the downspouts from the sewer. The watershed problem was further exasperated by a crack
in his foundation close to a downspout. Unfortunately it is difficult to lengthen the downspout discharge
away from the home due to driveway and sidewalk. Mr. Schein stated that he would call the Village
Engineer to see if he could re-attach one of the downspouts to the sewer line.
Mr. Schein also brought up the idea of requiring all buildings to have an illuminated address s~gn for easy
identification. He shared recent discussions with Chief Figolah. Chief Figolah stated that he thought the
concept would be of great benefit, but would be too costly to require. The Chief went on to state that the
s~gn would be approximately $I00 and would require an electric feed. It was generally accepted that the
project is too costly to pursue.
The meeting was adjourned at 10:40 am.
