When Problem Solving Officer (PSO) Joe Favia was assigned to the Boxwood area
approximately one year ago, he put together an initial list problems and conditions
that needed to be addressed as part of his duty assignment. These issues and
conditions included a high incidence of crime, gang activity, overcrowding, and the
need to upgrade the overall appearance of the neighborhood. In looking for an
effective way to address each of these problems, Officer Favia recognized that
controlling parking in the Boxwood neighborhood would have a direct and positive
impact in each of these areas.
In his discussions with neighborhood leaders and homeowners associations, the
issue of parking appeared to be a key factor of concern. There was a quick
consensus that some type of fair, enforceable regulated parking system would
benefit the entire neighborhood. As has been the practice in resolving other issues
in the Boxwood neighborhood, Officer Favia suggested that the various ownership
groups meet to formulate a parking plan which, as closely as possible, met the
needs of each of the apartment/condominium/townhome complexes.
This group began meeting in the spring of 1996 to formulate a fair and workable
plan to regulate parking. After numerous meetings, a draft plan was formulated and
Officer Favia and Assistant Village Manager David Strahl were invited to provide
input from the Village's perspective. That staff input was incorporated into the final
draft proposal which is being presented to the Village Board this evening.
The associations representatives have agreed to the following items as part of a
comprehensive parking program:
1. Purchase the Village-approved signs designating the various parking zones.
2. Assign parking zones, sell stickers and enforce parking regulations and
generally administer the program.
3. Assume responsibility for maintenance of all parking zones. Maintenance
consists of snow removal, cleaning and repair of all areas not considered
public streets. The Village will maintain responsibility for Wheeling Road
and Dogwood Lane only.

The Village's responsibilities as part of this agreement consist of the following:
1. Grant authority to associations to tow vehicles from all zoned parking areas,
including Dogwood and Wheeling which are in violation of the parking
regulations.
2. Install zoned parking signs on behalf of the associations.
3. May withdraw agreement with a 30-day notice to the associations.
A neighborhood meeting was held on August 8 and approximately 45-50 people
were in attendance. Items discussed included reserved handicapped parking,
limitations on the number of vehicles and enforcement of regulations. General
consensus of the audience was positive to moving forward with the plan. It was
announced to the audience that this item would be discussed this evening and all
were invited to attend.
Appropriate Village staff and representatives of the associations will be present to
answer any questions of the Village Board. The association representatives will
formally present the plan to the Village Board for possible approval of the
Agreement.
