2003 ROAD CONSTRUCTION PROJECTS
For the past several years, the Engineering staff in Public Works has prepared a road
construction summary of all road construction projects that will be taking place in the Village.
This listing goes beyond the Village's own local reconstruction and resurfacing program and
includes all state and county projects that we are aware of. This compilation of projects is
discussed publicly prior to the start of the road construction season, and the information will
be posted on the Village's web page and included in an upcoming edition of the Village
Newsletter.
The purpose of the preview is to provide residents and businesses with a complete picture of
road construction activities throughout the Village. With this information in hand, residents
and businesses might avoid some road construction surprises. Appropriate staff will be on
hand to answer questions and facilitate discussion.
ABANDONED SHOPPING CART DISCUSSION
Over the last ten years, the Village has administered a highly successful, albeit costly,
Shopping Cart Maintenance Program. The routine patrolling and removal of abandoned
carts from public rights-of-way has significantly reduced complaints regarding abandoned
carts and has helped local merchants minimize their inventory loss.

The abandoned shopping cart phenomenon is most prevalent in the areas of town where

there are high concentrations of rental apartments. Residents without the benefit of
automobiles often remove shopping carts from the business premise; i.e., grocery store, and
use the carts to transport food and merchandise from the store to their home. Unfortunately,
the carts are rarely returned to the store either by the resident who initially used them or
through retrieval efforts by the stores themselves.
Twice a week, a Public Works crew scours the town in search of abandoned shopping carts.
Last year, the program cost the Village over $16,000 in overtime and related costs. While
the program has been successful in getting abandoned shopping carts off of public rights-of-
way, it has not succeeded in motivating store management to take a hard line on off-site
shopping cart use nor have educational efforts with the public had much impact. It is clear
that the present system is not working as originally envisioned.
In light of the Village's current financial difficulties, it is more imperative than ever that non-
essential budget expenditures be curtailed or eliminated. The Shopping Cart Maintenance
Program, as it is currently configured, is a prime candidate for review and revision. The
accompanying staff report outlines the efforts that have been undertaken over the years as
well as statistics regarding the number of carts collected and costs associated with the
program. The report also includes a series of recommendations designed to create an
incentive for store managers to better regulate the offsite use of their shopping carts. Staff
will be on hand to facilitate discussion and answer questions.
