A RESOLUTION APPROVING TI~E 2003 ACTION PLAN
INCLUDING TI~E FISCAL YEAR 2003
COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM
WItEREAS, the Village of Mount Prospect has prepared a five-year Consolidated Plan, which includes a
community development strategic plan as well as an application for a Community Development Block
Grant; and
WHEREAS, the Village of Mount Prospect is entering its twenty-fifth year as an entitlement community
under the federal Community Development Block Grant Program; and
WltEREAS, in the past twenty-four years the Village has used its Community Development Block Grant
entitlement to implement various projects to address the community development and housing needs of
low and moderate-income and elderly residents, to reduce and prevent the occurrence of deterioration in
the Village, to increase accessibility for the handicapped, and to address other community needs in
conformance with the objectives of the Community Development Block Grant Program; and
WltEREAS, the Village of Mount Prospect has been allocated $467,000 for fiscal year 2003 from the
U.S. Department of Housing and Urban Development and expects to generate $50,000 in annual program
income; and
WItEREAS, the Mayor and Board of Trustees has determined that the Consolidated Plan and the use of
CDBG funds can be of benefit in providing for residents' health, safety and welfare and in meeting the
community and housing needs of its citizens:
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: The Mayor and Board of Trustees of the Village of Mount Prospect hereby approves
the attached Consolidated Plan, which includes an allocation of Community Development Block Grant
funds in the amount of $517,000.

SECTION TWO: The Mayor and Board of Trustees of the Village of Mount Prospect hereby
authorizes the Village Manger to prepare and forward to the U.S. Department of Housing and Urban
Development a submission of Mount Prospect's 2003 Action Plan in accordance with Federal guidelines.
This Plan includes an application for FY 2003 federal Community Development Block Grant funds.
SECTION THREE: This Resolution shall be in full force and effect from and after its passage and
approval in the manner provided by law.
