NORTHWEST COMMUNITY
EMERGENCY MEDICAL SER VICE SYSTEM
1972-2002
WHEREAS, emergency medical service is a vital public service, a system of care for
victims of sudden serious illness or injury; and
WHEREAS, the unforgettable events of September 11, 2001 tragically reminded the
public of the courageous efforts of Emergency Medical Technicians, who daily commit
themselves to providing quality emergency care to our communities; and
WHEREAS, closer to home, at 8:00 a.m. on December 1, 1972, with ten participating
agencies and 14 mobile units, the Northwest Community Emergency Medical Services
System began operations, and within only 15 minutes, the Village of Buffalo Grove had
the first recorded "save" ora patient defibrillated from a lethal to a normal heart
rhythm; and
WHEREAS, over the past 30years the Northwest Community System has continued to
develop, expanding from the original ten agencies to a total of 24, and the public is
currently served by a team of over 1300 Emergency Medical Technicians including
physicians, paramedics, nurses, and specialized rescue teams; and
WHEREAS, the Northwest Community Emergency Medical System is viewed as the
gold standard of prehospital quality, by both customers and colleagues.
NOW, THEREFORE, L Gerald L. Farley, Mayor of the Village of Mount Prospect,
do hereby call upon our citizens to recognize both the contributions and the
accomplishments of the Northwest Community Emergency Medical Service System as
they celebrate their 30th anniversary, holding ever so true to their motto
"QUALITY PEOPLE, QUALITY EDUCATION, QUALITY CARE."

"NATIONAL FRENCH WEEK"
NOVEMBER 7-13, 2002
WHEREAS, education is the process by which one generation passes on to the next
generation both the knowledge of "how to learn" as well as a zest and passion for
the joy of learning itself; and
WHEREAS, the success of achieving these lofty goals is mankind's insurance
policy for the future; and
WHEREAS, in the study offoreign languages people have an immediate bridge to
international understanding and cooperation; and
WHEREAS, the study of the French language by generations of American youth
has fostered greater understanding and an appreciation for the people and cuhures
of France and the French-speaking world; and
WHEREAS, this study will continue to bridge the miles that separate the students of
the United States with those regions of the French-speaking world.
NOW, THEREFORE, 1, GeraM L. Farley, Mayor of the Village of Mount Prospect,
do hereby proclaim the week of November 7-13, 2002 as
"NATIONAL FRENCH WEEK"
in the Village of Mount Prospect, and I urge all residents to express their
appreciation to those community educators who are truly "cultural ambassadors"
in their role as teachers of French,

CREATION OF CLASS S LIQUOR LICENSE
On Wednesday, October 30, the Village Manager met with Mr. Bruce Engel
regarding his request for the creation of a new Class S Liquor License. The
Class S Liquor License provides for the sale of alcoholic beverages at a
restaurant with a lounge. Mr. Engel is the President and 100% shareholder of
Bella Domenica, Ltd., and will do business as Vita Mia Italian Restaurant. This
location is the site of the former Bella Capri Restaurant which closed in August of
this year. The Bella Capri Restaurant most recently held a Class XX License
which allowed for sale of alcoholic beverages in a restaurant with a lounge
similar to Class S, but imposed certain additional conditions and restrictions. The
current Class XX License would be deleted concurrent with the creation of the
new Class S.
Mr. Engel does not have any previous experience operating a restaurant and has
never held a Liquor License. He has, however, worked for Mr. Robert Rovito,
original owner of Bella Capri for approximately eight years handling back room
operations such as bookkeeping, personnel matters and ordering of supplies.
Mr. Engel is also employed in the alarm/security business. Mr. Engel plans to act
as the full-time General Manager of the restaurant. Two chefs from other Robert
Rovito restaurants will work at this location as will several former wait staff.
Other new hires are anticipated to fill out the complete staff.
he interior d~cor will remain largely unchanged. Several pieces of restaurant
equipment will be changed out. Lunch and dinner menus will be offered with
operations occurring Monday through Saturday. Sundays will be closed except
for private parties.
The Village Manager reviewed with Mr. Engel the Village's Liquor Code
requirements regarding the sale of alcoholic beverages to minors and to
intoxicated persons. Mr. Engel indicated that he had read the regulations and
understood same. Mr. Janonis further stated that Mr. Engel, as License holder,
was responsible for all employees complying with those same regulations.
A completed application along with fees and required documents have been
submitted. Mr. Engel has submitted to fingerprinting and a background check,
The only document that is outstanding is a Surety Bond. Mr. Engel is set to open
the restaurant as soon as the new kitchen equipment is installed and all Village
inspections have been completed.
Should the Mayor and Board of Trustees view this request favorably, a motion
adopting the Ordinance creating a new Class S Liquor License would be in order.

VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRU5 ~ roES OF THE VILLAGE OF MOUNT PROSPECT,
COOK COUNTY, ILLINOIS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by decreasing the number of Class XX Liquor Licenses by one (1) Bella Capri
Restaurant, 1724 West Golf Road. Said list is as follows:
