enacted by one motion. There will be no separate discussion of those items unless a
Board member, or resident from the audience, so requests, in which event the item will

OLD BUSINESS
A. PZ-22-02,419 Ojibwa Trail, Residence
2nd reading of AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY
LOCATED AT 419 OJIBWA TRAIL
This ordinance grants a variation for the construction of an attached 2-car
garage encroaching into the required side yard. The Planning and Zoning
Commission has recommended approval by a vote of 4-0.
PZ-24-02,915 S. Owen Street, Residence
1. The petitioner has requested a variation from Section 14.306.B. 1 of the
Village Code to allow the construction of a garage (768 sq. ft.) larger than
that allowed by Code, which is 672 square feet. The Planning and Zoning
Commission voted 4-0 to approve the request and is final on this case; the
case has been appealed by the Director of Community Development to
allow the Village Board to further consider the request.
2nd reading of AN ORDINANCE GRANTING A VARIATION FOR
PROPERTY LOCATED AT 915 SOUTH OWEN STREET
This ordinance grants a variation to allow a 768 square foot garage
to encroach within a five-foot (5') interior side yard. The Planning and
Zoning Commission has recommended approval by a vote of 4-0.

A. 1st reading of AN ORDINANCE AMENDING ORDINANCE NO. 5096 GRANTING
A CONDITIONAL USE AND VARIATION FOR PROPERTY COMMONLY KNOWN
AS 820 EAST RAND ROAD
This ordinance amends Ordinance No. 5096 (3/22/00) by granting a six-month
extension of the Conditional Use permit to allow property owners to resolve
cross access easement issues.
1st reading of AN ORDINANCE TO AMEND SECTION 8.1102 AND
SECTION 8.1202 OF APPENDIX A - DIVISION II, ENTITLED "FEES, RATES
AND TAXES" OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS,
INCREASING THE HOME RULE RETAILERS' OCCUPATION TAX AND THE
HOME RULE SERVICE OCCUPATION TAX
This ordinance increases the Village's home rule sales tax. Illinois statutes allow
home-rule municipalities to impose a home rule retailers' occupation tax and
home rule service occupation tax ("home rule sales tax") in one-quarter percent
increments. Those municipalities are permitted to impose, amend or abolish
their home rule sales tax twice each year, January 1 and July 1; to do so, an
ordinance must be filed with the Illinois Department of Revenue by October 1
and April 1 respectively.

1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC)
OF THE MOUNT PROSPECT VILLAGE CODE
This ordinance authorizes the installation of YIELD signs for northbound
and southbound Pine Street, at Shabonee Trail. The Safety Commission
has recommended approval by a vote of 8-0.

1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC)
OF THE MOUNT PROSPECT VILLAGE CODE
This ordinance authorizes the following amendments to the Village Code:
A. Repeal one-way northbound street designation for Main Street
between Route 83 and Lincoln Street;

Repeal 2-hour parking restriction along the west side of Main Street
between Route 83 and Lincoln Street;
C. Install STOP sign for southbound Main Street at Lincoln Street
Install NO RIGHT TURN sign on southbound Main Street at Lincoln
Street;
Install 2-hour parking signs along east side of Main Street between
Route 83 and Lincoln Street;
Install NO PARKING ANY TIME signs along west side of Main Street
between Route 83 and Lincoln Street.
By a vote of 8-0, the Safety Commission has recommended approval of the
above amendments. Staff has also recommended additional amendments to
the Village Code regarding parking restrictions in order to provide a single name
identification for various sections of Illinois Route 83.
1st reading of AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 21
OF THE MOUNT PROSPECT VILLAGE CODE
This ordinance amends the Village Code by prohibiting the use of Exterior
Insulation Finish Systems (EIFS) as a building material in all construction
projects within the Village.

1st reading of AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN
PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT
This ordinance authorizes the Village, as a member of the Northwest
Municipal Conference, to participate in a public auction of surplus vehicles,
at the Mount Prospect Public Works Facility, 1700 W. Central Road, on
October 19, 2002.

1st reading of AN ORDINANCE AMENDING ARTICLE II ENTITLED "RULES
OF ORDER" OF CHAPTER 2 OF THE MOUNT PROSPECT VILLAGE CODE
This ordinance amends the Village Code by deleting information that lists
the order in which the consent agenda shall be considered at Village Board
meetings.

1st reading of AN ORDINANCE PERTAINING TO A DETERMINATION
OF THE PREVAILING WAGE RATES
This ordinance, required by the State of Illinois, adopts the prevailing wage
rates established by the State for public works projects provided by contractors.
