Background
The Village has received funds from a Cook County Community Development Block Grant
(CDBG) to install street lights along Westgate Road between Central Road and Wildwood Lane,
and along Huntington Commons Road between Elmhurst Road and Linneman Road. The Village
has hired Stanley Consultants Inc. of Chicago to prepare plans and specifications for the project.
The work is expected to begin in September and be completed in December 2002.

At 10:00 a.m. on July 30th, sealed bids were publicly opened and read aloud for the 2002 Street
Light Project. A Notice to Bidders was published in a local newspaper as required.
Six contractors submitted bids for this project. A tow bid of $144,136.70 was received by H & H
Electric Company of Itasca, Illinois and a high bid of $213,460.00 by Utility Dynamics
Corporation. The Engineer's estimate for the project was $184,650.00.
All bidders submitted bid bonds in the amount of 5% of their total bids as required by the contract
documents. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids.

Discussion
The low bidder, H & H Electric Company, has not performed work for the Village of Mount
Prospect recently. However, they have recently completed street light projects for the City of
Naperville, Town of Cicero and Village of Wheeling. They also currently perform street light
and traffic signal maintenance for numerous municipalities in the Chicago area. References have
indicated that their workmanship is acceptable.
Recommendation
The low bidder, H & H Electric Company, has submitted a bid in the amount of $144,136.70. I
recommend awarding the contract to H & H Electric Company for the 2002 Street Light Project
in the amount not to exceed $144,136.70. Funding for this project is available in the current
budget.
Please include this item on the August 6th Village Board Meeting Agenda.

PHONE SYSTEM PURCHASE - HUMAN SERVICES TEMPORARY
LOCATION
Staff has been in discussions with the River Trails Park District (RTPD) to lease
approximately 4300 square feet of office space in the recently PUrchased Salton Building at
550 Business Center Drive. A tentative lease was previously negotiated with a private
leasing agent for another site in Kensington, however, when the RTPD purchased the
building across the street from the other site both the Park District and Village staff
recognized an opportunity to work together. The RTPD purchased the building in an effort
to expand their program offerings in conjunction with the Mt. Prospect Park District.
However, it may be several years before the site is fully utilized for programming needs and
RTPD wanted the building to generate some revenue until the utilization is complete. To
that end, the RTPD approached the Village about the possibility relocating Human Services
to a portion of the building instead across the street. The Village staff anticipates that
Human Services will move August 9-10 and reopen to the public on August 13. The lease
offered was very competitive and the overall cost during the 24 to 36 month period of
relocation was less than the other site (see companion memorandum).
Part of the relocation expense, regardless of location, is the need to purchase a phone
system. The cost of the phone system equipment is $11,829.25. Additional costs include
the monthly service charges of $523.93 per month and a maintenance contract of $167.43
per month starting after the first year. The Village and RTPD staffs have agreed that the
phone system would be left at the building upon the return of Human Services to the new
Village Hall. RTPD would then purchase the phone system from the Village based on. its
depreciated cost at the time of the move. This agreement was entered into to alleviate the
system cost for such a short duration of use.

In order to have the equipment in place and operational by the Human Services move-in
date it was necessary to order the equipment and sign the contract for purchase prior to
the next Village Board meeting date (August 6). The projected installation and delivery
schedule is estimated at 4 weeks from contract date. The Village staff has reviewed
numerous phone systems through Ameritech and has determined the system that meets
Human Services' needs and is expandable for RTPD needs in the future is the Norstar
system. Given that time was of the essence, I would request Village Board approval to
waive the bids for the purchase of a Norstar system from Ameritech in an amount not to
exceed $11,829.25.
