ECONOMIC DEVELOPMENT COMMISSION

Thursday, June 6, 2002

The meeting of the Economic Development Commission (EDC) of the Village of Mount Prospect was held on
Thursday, June 6, 2002 in the second floor conference room of Village Hall, 100 South Emerson Street, Mount
Prospect, Illinois.
CALL TO ORDER
Chairman Norm Kurtz called the meeting to order at 8:00 a.m. Commissioners John Arndt, Brace Gillilan,
David Lindgren, Ben Trapani and Tom Zander were present. Commissioner Pat Biedar was absent. Also
present were Mayor Farley and Bill Cooney, Director of Community Development.
APPROVAL OF MINUTES
The minutes of the May 2, 2002 meeting were reviewed and approved unanimously.
OLD BUSINESS
Status Update
Mr. Cooney said he would provide a brief overview of the primary development projects in town to reserve the
majority of the meeting time for the Commission to discuss the next steps in downtown redevelopment. Mr.
Cooney indicated that the Costco development was on hold while the bankruptcy court reviewed the release of
the Montgomery Ward lease for the site. He stated that the initial November 11 grand opening day was likely
going to be pushed into Spring, 2003. He stated he is also working with Applebee's Restaurant to relocate
their facility to an outlot location along Rte. 83. Mr. Cooney then informed the Commission that the Mount
Prospect Plaza improvements continue to move forward and it is hoped that Dominick's will begin a
renovation of their facility by the end of the year. Mr. Cooney also provided an update on the prospective
tenants for the Lofts development in the Downtown and various other projects throughout town.
NEW BUSINESS
Discussion Regarding Next Steps for Downtown Redevelopment
Chainmn Kurtz opened the discussion regarding what potential next steps could occur for downtown
redevelopment. Chairman Kurtz indicated that hc thought there were several areas that the Village could focus
on as we proceed through thc redevelopment process. He stated that he felt that there were four specific areas
that the Village could pursue. The first would bc thc extension of the boundaries of the Tax Increment
Financing Disthct to include the Cantml Plaza Shopping Center at the comer of Rte. 83 and Central. He
indicated that he also felt the Village could pursue rezoning additional properties surrounding thc downtown
area to the B-5 designation to encourage further redevelopment of the downtown area. He felt that the
northeast comer of Northwest Highway and Emerson, which includes the Van Driel's property, could be
targeted for redevclopmant effort and he felt that the Village needs to further pursue thc rcdevelopmant of the
small triangle area of the northwest comer of Rte. 83 and Northwest Highway. Their was significant
discussion regarding many of these items and it was agreed that it would be beneficial to prioritize these types
of issues so that the Village could focus on one item at a time.
The Commission also discussed what the appropriate process would be to prioritize these steps. Chairman
Kurtz suggested that it might be appropriate for the Strategic Ad Hoc Committee to reconvene to assess the
success of the current efforts and to make further recommendations on the next steps for the downtown
conomic Development Commission

redevelopment. There was general concurrence among the Commissioners that this would be an appropriate
step and the Ad Hoc Committee would be the ideal group to review those items. It was suggested that
Chairman Kurtz draft a letter to the Village Board summarizing the discussion that the Commission had and
recommending that the Ad Hoc Committee be reconvened to discuss these issues. Chairman Kurtz indicated
he would draft a letter and e-mail it to all Commissioners for their review and comment.
CHAIRMAN'S REPORT
Mr. Kurtz had no comments.
ADJOURNMENT
The Commissioners agreed the next meeting would be held August 8~ at 8:00 a.m. in the Village Hall. The
meeting was adjoumed at 9:15 a.m.

Corcoran, Miehaele Skowron, and Irvana Wilks. Representing Village staff was
Village Manager Michael Janonis, Deputy Director of Public Works Scan Dorsey
and Chief of Police Richard Eddington.

Ms. Morgan expressed concerns about the parking situation at her residence. She was
conceraed that she unable to expand her driveway because of the drip line of a tree.
Deputy Director of Public Works Scan Dorsey explained the concept behind the drip line.
There was additional discussion regarding garbage can pads. A review of this matter will
be undertaken to see who in the neighborhood was charged for garbage can pads and who
was not.
The issue of parking cars on driveway aprons was discussed. Thc rule currently is if it
docs not block the sidewalk or the roadway it is acceptable, even though it is unsightly.
There was also an issue brought up of parking commercial vehicles with ladders on them.
Additionally, a question of trenching or sewer work, with the issue being restoration of
the property once the trenching has settled.
Lorraine Bretag~ 809 Edgewood, .P. gm Baker, 412 Harbor Circle
Lorraine Bretag and her daughter, Para Baker, wanted to discuss an ongoing issue about
an easement, adjacent to their property. Mrs. Bretag had several concerns that other
neiglabors had been treated differently; however, it was explained that due to the probable

economic enhancement based on the ability to subdivide the property, the Village felt that
it had a fiduciary to sell the easement for $25,000. Further, the Village trustees
collectively pointed out that the arrangement offered Ivlrs. Bretag allows her to lien the
property so that she would never have to pay the money until the property was sold or
subdivided.
Carol Tortorello, 223 S. Elmhurst Avenue
Carol Tortorello said the parade was wonderful except for the air horns on the tow truck.
The Fire Depat'tment air hems are okay, but the tow truck air horns are not. Trustee
Skowron mentioned the Daily Herald editorial that suggested a no noise policy.
Carol also inquired as to whether or not the police honor guard would be available for
next year's parade. A general discussion of the video of the parade ensued. The trustees
expressed concerns about gaps in the parade and the length of the parade, but were very
positive about the staggered reporting times for the marching bands. Requests for a larger
reviewing stand to accommodate Ross and Jill. There was no audio on the rebroadcast of
the parade and the handheld cameras were not stabilized, which resulted in a bounce that
was unacceptable for the TV picture. One of the issues for shortening the parade would
be to have all kids on floats, as this is the primary reason for gaps in the parade.
Josh Rominski~ 210 S. Main Street
Josh Rominiski came by to comment on parking traffic problems in an alley behind his
residence. The major issue occurs on Sunday mom'mg when St. Mark's Church
congregation exits the parking lot. Apparently the re-stripping of the parking lot left no
way to exit the lot. Consequently, the parishioners have become quite inventive in their
methods of exiting their property. Village Manager Janonis said that the review would
start with the traffic engineers and contact with Pastor Joan of St. Marks.
Peter Gogolewski~ 508 N. Main Street
Peter Gogolewski asked that someone from Public Works stop by aud look at some
adjacent property that has maintenance issues. Deputy Director of Public Works Scan
Dorsey agreed to call him on Monday to set up a time.
Jeff Bruner~ 220 S. Terry
Jeff Bruner came by to discuss the concept Of background checks for Village volunteers.
A wide-ranging exchange of views occurred on this matter regarding rights of privacy for
the volunteers and due diligence on the part of the Village.
The topics of ethic statements and conflict of interest statements were addressed and also,
a definition of a disqualifying event. It was further discussed that the focus for each
commission may be different. For instance, the Youth Commission might have a more
in-depth background and the Finance Commission might be more focused on b~nlcmptoy
issues. It was agreed that there was a desire to have a discussion at the Committee of the
Whole Meeting where the entire Community would be invited to attend and discuss the
issue.

Chris Morgan asked for an inspection of the pedestrian railroad track crossings at Rte 83.
There were gaps in the crossing where walkers could get either their feet caught or
walking aids caught crossing the tracks.

Joarme Engstom was asking direction on an ongoing neighbor dispute. This issue was
discussed by TrusW. e Wilks and Village Manager Janonis at length.
