HomeMy WebLinkAbout07/13/2002 CWC minutes MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY, JULY 13, 2002 9:00 A.M. 2aa Floor Conference Room, Village Hall The meeting was convened at 9:00 a.m. Those present were Trustees Timothy Corcoran, Michaele Skowron, and Irvana Wilks. Representing Village staff was Village Manager Michael Janonis, Deputy Director of Public Works Sean Dorsey and Chief of Police Richard Eddington. Wille Ms. Morgan expressed concerns about the parking situation at her residence. She was concerned that she unable to expand her driveway because of the drip line of a tree. Deputy Director of Public Works Sean Dorsey explained the concept behind the drip line. There was additional discussion regarding garbage can pads. A review of this matter will be undertaken to see who in the neighborhood was charged for garbage can pads and who was not. The issue of parldng cars on driveway aprons was discussed. The role currently is if it does not block the sidewalk or the roadway it is acceptable, even though it is unsightly. There was also an issue brought up of parking commercial vehicles with ladders on them. Additionally, a question of trenching or sewer work, with the issue being restoration of the property once the trenching has settled. Lorraine Bretag~ 809 Edgewood Pam Baker, 412 Harbor Circle Lorraine Bretag and her daughter, Para Baker, wanted to discuss an ongoing issue about an easement adjacent to their property. Mrs. Bretag had several concerns that other neighbors had been treated differently; however, it was explained that due to the probable Page 1 of 3 economic enhancement based on the ability to subdivide the property, the Village felt that it had a fiduciary to sell the easement for $25,000. Further, the Village trustees collectively pointed out that the arrangement offered Mrs. Bretag allows her to lien the property so that she would never have to pay the money until the property was sold or subdivided. Carol Tortorello, 223 S. Elmhurst Avenue Carol Tortorello said the parade was wonderful except for the air horns on the tow truck. The Fire Department air horus are okay, but the tow truck air horus are not. Trustee Skowron mentioned the Daily Herald editorial that suggested a no noise policy. Carol also inquired as to whether or not the police honor guard would be available for next year's parade. A general discussion of the video of the parade ensued. The trustees expressed concerns about gaps in the parade and the length of the parade, but were very positive about the staggered reporting times for the marching bands. Requests for a larger reviewing stand to accommodate Ross and Jill. There was no audio on the rebroadcast of the parade and the handheld cameras were not stabilized, which resulted in a bounce that was unacceptable for the TV picture. One of the issues for shortening the parade would be to have all kids on floats, as this is the primary reason for gaps in the parade. Josh Rominski~ 210 S. Main Street Josh Ronfiniski came by to comment on parking traffic problems in an alley behind his residence. The major issue occurs on Sunday moruing when St. Mark's Church congregation exits the parking lot. Apparently the re-stripping of the parking lot left no way to exit the lot. Consequently, the parishioners have become quite inventive in their methods of exiting their property. Village Manager Janonis said that the review would start with the traffic engineers and contact with Pastor Joan of St. Marks. Peter Gogolewski~ 508 N. Main Street Peter Gogolewski asked that someone from Public Works stop by and look at some adjacent property that has maintenance issues. Deputy Director of Public Works Sean Dorsey agreed to call him on Monday to set up a time. Jeff Bruner, 220 S. Terry Jeff Bruner came by to discuss the concept of background checks for Village volunteers. A wide-ranging exchange of views occurred on this matter regarding rights of privacy for the volunteers and due diligence on the part of the Village. The topics of ethic statements and conflict of interest statements were addressed and also, a definition of a disqualifying event. It was further discussed that the focus for each commission may be different. For instance, the Youth Commission might have a more in-depth background and the Finance Commission might be more focused on bankruptcy issues. It was agreed that there was a desire to have a discussion at the Committee of the Whole Meeting where the entire Community would be invited to attend and discuss the issue. hris Morgan~ 219 Wille Chris Morgan asked for an inspection of the pedestrian railroad track crossings at Rte 83. There were gaps in the crossing where walkers could get either their feet caught or walking aids eanght crossing the tracks. Joanne Engstrom~ 110 N. Kenilworth Avenue Joanne Engstom was asking direction on an ongoing neighbor dispute. discussed by Trustee Wilks and Village Manager Janonis at length.
