COMMITTEE OF THE WHOLE
SEPTEMBER 27, 1994
I. CALL TO ORDER
V~llage Manager M~chael Janon~s called the meeting to order at 7 37 p m Present
at the meeting were Trustees George Clowes, T~mothy Corcoran, R~chard
Hendrlcks, M~chaele Skowron and Irvana Wilks. Absent from the meebng was
Mayor Gerald Farley On a Mobon by Trustee Wilks and Seconded by Trustee
Hoefert, Trustee Corcoran was unanimously approved as Mayor Pro-Tem Also
present at the meeting were V~llage Manager M~chael Janon~s, Assistant to the
Village Manage. r Dawd Strahl, ~Plannmg D~rector Wilham Cooney and
Adm~mstrabve Intern Cathleen Freels
II. MINUTES ~
'Acceptance of the M~nutes from September 13, 1~]94 Mobon was made by
Trustee Clowes and Seconded by Trustee Skowron to accept the M~nutes
M~nutes were approved
Trustee Hendncks left the meebng at 7.40 p m and returned at 8 32 p m
III.CITIZENS TO BE HEARD
None
IV. COMPREHENSIVE PLAN UPDATE
Village Manager J~nonls prowded a summary of past d~scuss~ons relating to the
June 28 and August 23 Committee of the Whole meetings.whereby the
Comprehensive Plan was d~scussed by the Board At those meetings, numerous
comments and quesbons were raised by the Board members and staff was
d~rected to rewew and respond to these comments This meeting ~s ~n response
to those comments from the Board members
Trustee Corcoran prowded an overview of h~s memo relahng to mulb-famlly density
~ssues He stressed the need to reduce density through TIF funding and
aggressive inspechons Among other ~tems includ~ng preservahon of open space,
preservahon of RX d~stncts and redevelopment
General d~scusslon followed by other members of the Board relative to Trustee
Corcoran's proposal to reduce multi-,family de~ns~ty
General consensus was to promote affordable housing and to further consider
Trustee Corcoran's proposal at a future Committee of the Whole discussion and
.ask, fo.r Input from ~e Plan Commission as necessary. ~,
, The general consensus of the Board was to proceed with the Comprehensive Plan
~ as preposed if endoraed by legal authorities and discuss density issues further with
projected goals and means to achieve those goals.
Tom McGovem, Chairman of~e Plan Commission, s~poke He suggested that the
specific number of umts of a development on page 13 and 14 be taken out of the
document and allow the developer to recommend the numbers for the Board to
consider
Trustee Clowes stated he was concerned about the level of debt the V~llage
currently has and the affect of Trustee Corcoran's proposal on that debt He
recommended the Finance D~rector rewew the V~llage debt pos~t~on
Vo RESIDENTIAL GARAGE REGULATIONS
Manager Janonis introduced th~s item informing the Board that this ~ssue was
raised by vanous Board members and this d~scuss~on is ~ntended to prowde
general pohcy d~rect~on to the staff relabng to Zoning ~ssues and to ~dentlfy areas
for staff input
Bill Cooney prowded an overview of the current Zoning mformat~on relabng to
garages m the V~llage The d~scuss~on of the Board members included concerns
,about percentage of lot coverage of garage faclht~es and the encouragement of
businesses in resldenbal areas based on the s~ze of the garages Also, there was
some concern of larg~ garages affecbng density In residential areas There was
a general discussion relating to the proportion of the garage s~ze compared to the
s~ze of the home and should consider the poss~b~hty of the V~llage Board
~nadvertently hmlt~ng the attractiveness of smgle-fam~ly homes to future
homeowners of Mount Prospect w~th a hm~t on three-car garages
There was no general consensus of the Village Board to provide a specific policy
direction to staff relating to four-car garage size regulation.

Bill Cooney prowded an overview of the defin~bon of "Condlbonal" versus °'Special
Use" Permits relating to garages and the ~mpact of commercial vehicles on
res~denbal properties He stated that the Code currently allows for vehicles up to
8,000 pounds allowed to be stored on the property, however, vehicles over 8,000
pounds require a Vanatmn and must be housed in a garage The garage height
hm~t hmlts the s~ze of the trucks which may be stored in the garage because there
would have to be a special Variance approved for exceeding the garage height
defined in the Code
Consensus of the Village Board was to continue the cun'ent ~Village policy requiring
commercial vehicles under 8,000 pounds to be parked in a standard garage of an
eight-foot door height. However, staff was directed to reseamh whether the
standard garage door height will accommodate most commercial vehicles. Also,
staff was directed to attempt to get some estimate on number of commemlal
vehicles cun'entiy parked on driveways and not in garages. Depending on the
Information provided, the Village Board will again review this Issue for final
disposition.
VI. i , ZONING AND PROPERTY MAINTENANCE ISSUES
Trustee Hendricks prowded a general overwew of recreational vehicle parking He
~ also prowded some information related to boat parking on driveways and the Iong-
~ ' term issues of parking these items on dnveways and not using or moving the
items
Some members feel that society has change~l and Wllage Board members should
look to possible solubons to stonng recreational vehicles and boats and there is
some concern about leaving recreational vehicles in a long-term stabc storage
position
There was not a general consensus of the Village Board to previde a specific
policy direction to staff relating to storage of recreational vehicles,
Recommendation was to direct staff to get a list of communities which have
recreational vehicle re~b~ctions and list of restrictions relating to their parldng In
residential areas and approved surfaces. ~;.
The V~llage Board stated that they are concerned about parking an additional
vehicle on a gravel extension of a res~dent's driveway In order to obtain a clear
wew of what is going on in other towns, the Village Board d~rected a rewew of
Ordinances of area towns relative to gravel driveways and aprons At a future
date, the Village Board could further d~scu~s the poss~b~hty of prowd~ng a target
date for ehmmabon of gravel driveways throughout the V~llage, however, the Board
members were evenly split on g~wng d~rect~on to staff to draft such an Ordinance

VIII. ANY OTHER BUSINESS ~
~ Trustee Hendricks stated that he had ~ntten to the Village Manager to request
rezon~ng of two properties along Wolf and would request that these items be
added to the Deferred items hst on the Committee of the Whole Agenda There
.was no specific d~rectlon by the Village Board members to ~nclude this item on the
Committee of the Whole Deferred hst Therefore, s~nce no specific consensus was
given, the ~tem w~ll not be added to the Deferred hst
Trustee Hendricks also proposed a town meeting to d~scuss the V~llage's continued
part~c~pabon in SWANCC, however, there was no consensus of the ~V~llage Board
to schedule a town meeting There was d~recflon to designate a Committee ofth~
Whole m;eetmg t~o d~scuss SWANCC part~,c~pat~on '~
Trustee Henddcks also requested a d~scuss~on of the Board ~n order to terminate
~the ser:v~ces of Amstem and Lehr for a future Committee of the Whole meeting
The consensus of the Village Board wes not to add this to the Committee of the
Whole Agenda and not discuss it at this time.
Trustee Corcoran stated that Trustee Hen~ncks'has taken mformabon on an
appeal out of Executive Session and exposed it to the other party Further, some
Trustee exposed possible hfe threatemng mtuabon from Execubve Sessions He
feels that since he cannot trust, this material w~ll be I~ept confldenbal He d~d not
want to put other SWANCC members at risk by releasing the.SWANCC
documents for publ)c review
Trustee Clowes acknowledged the contnbution of the Jaycees dunng the town
meebng for TAP-Mount Prospect
Consensus of the Village Board directed staff to prepare a Recall Ordinance under
the Village's Home Rule powere for a future Committee of the Whole discussion.

A Motmn was made by Trustee Hoefert and Seconded by Trustee Clowes to go
into Execbflve Session to d~scuss Property Acqu~mtmn, Property Dispombon and
Personnel
The Committee of the VVhole meeting returned from Executive Session at
11 23 p m Trustee Hendncks was not in attendance dunng a port~on of the
Executive Session and was absent at the time the Village Board re-entered open .
session At that bme, the general consensus of the Village Board was to discuss
Village Board member protocol relating to Village Board members' use of Village
Hall facilities as part of their Village Trustee duties.
The Board members also reiterated the fact that all service requests must be
directed through the Village Manager's office,
No further bus~ness was d~scussed The meeting adjourned at 11:32 p m
