Robert McKillop, Chairman

Chairman McKillop called the meeting to order at 5:37 p.m.
A motion was made by Commissioner Brooks and seconded by Commissioner Cotten to
accept the minutes of the open meeting of October 12, 2004.
Ayes: Brooks, Cotten, McKillop
Nays: None Motion carried
A motion was made by Commissioner Brooks and seconded by Commissioner Cotten to go
into closed session for the purpose of approving the minutes.
Upon Roll Call: Ayes: Brooks, Cotten, McKillop
Nays: None Motion Carried
The meeting reconvened at 5:43 p.m.
SCHEDULE DATE FOR MEETING WITH ATTORNEY JOHN BROIHIER
Commissioner Brooks suggested the Board have a discussion prior to meeting with Mr. Broihier.
After a brief discussion, the Board concurred. Chief Eddington will contact Mr. Broihier to see if
he will be available for the February 8th meeting.
POLICE DEPARTMENT UPDATE
Chief Eddington reported Eri.c Muska will graduate December 3rd from basic training; Rafael
Ayala and Miguel Martinez are in field training; and Daniel Kidd and Frank Tolgyesi are on solo
patrol. From the Board's prior direction, Chief Eddington is in the process of evaluating vendors
for the sergeants written test. Upon completion of the evaluation, he will arrange for a
presentation to the Board.
FIRE DEPARTMENT UPDATE & ORAL INTERVIEW DATES
Chief Figolah reported no positions are open at this time. He anticipates one retirement at the
end of January. The current firefighter eligibility list expires December 4, 2004. There was a
discussion on whether or not to extend the eligibility list. The current list will expire.

Chief Figolah asked if any of the commissioners would be attending the December 11 th test at
NIPST A. It opens at 9:00 a.m. with a starting time of 9:45 a.m. He also informed the Board that
the Fire Department received a copy of the Candidate Physical Ability Test. If anyone has any
questions, there is a videotape of the program.
The Board discussed dates for the Fire Department Oral Interviews. January 4th will be the
regularly scheduled BOFPC meeting. January 5th, 6th, 7'h and 11th were discussed for the Fire
Department oral interviews. The Chief suggested scheduling two or three interviews on January
4th before or after the meeting. These dates will be discussed at the December 7'h meeting. The
chairman asked for letters to be sent to Commissioner Arndt and Commissioner Busse
informing them of these dates.
OTHER BUSINESS
Chief Figolah asked the record to show that he sent a memo indicating the Fire Department
disposed of BOFPC files they are only required to keep for five years. They were the applicant
files from the 1994 through the 1999 new hire testing cycles.
Chief Figolah asked if the Board received their invitations to the Holiday reception on November
30th.
Commissioner Brooks provided the Board with information on the Martin Luther King, Jr. dinner
and private reception on January 13, 2005.
There was no further business.
A motion was made by Commissioner Brooks and seconded by Commissioner Cotten to
adjourn the meeting at 6:25 p.m.
