MINUTES COMMITTEE OF THE WHOLE OCTOBER 11, 1994 I. CALL TO ORDER Mayor Gerald Farley celled the meebng to order at 7'35 p m Present at the meeting were Mayor Gerald FaHey, Trustees George Clowes, T~mothy Corcoran, _Richard Hendncks, Paul Hoefert, Michaele Skowron and Irvana Wilks Also present at the meeting were V~Ilage Manager Michael Janoms, Assistant to the Village Manager David Strahl, Inspecbon Services D~rector Chuck Benclc, Enwronmental Health Coordinator Bob Roels, Finance D~rector David Jepson, Fire Chief Edward Cavello, Human Services D~rector Nancy Morgan and Admin~strabve Intern Cathleen Freels II. MINUTES Acceptance of the Minutes from September 24, 1994 Trustee Hoefert requested a rewew of the M~nutes relating to the consensus ~tems which the Board fa~led to reach majority on Therefore, the Minutes were deferred until they could be reviewed against the video tape; III. CITIZENS TO BE HEARD Paul Mirandola, 1415 South Hickory, wan'ted to k~ow whe~ the~street lights were to be ~nstalled on Cottonwood He also stated he would hke to know when there is going to be some improvement done on the Cottonwood apartments relating to door locks missing and doors not being secured Village Manager Janonis stated that the contract for~the street lights has been awarded and the I~ghts will be put on Cottonwood and Pheasant He stated he would call back Mr. M~randola with the details ~f he so desired Also, Manager Janoms stated he had a meeting next week w~th the building owner of Cottonwood apartments to discuss items including the door lock issue brought up by Mr Mirandola IV. TAXICAB DEREGULATION . ~ ~ · This item was ~ntroduced by Mayor Farley. He ~tated that this ~tem had prewously been d~scussed at the August 23, 1994 Committee of the VVhole meeting At that brae, there was a Public Heanng to d~scuss whether there should be a rate increase for American Taxi Dunng the discussion, several Trustees expressed a desire to consider deregulabon of tax~cabs w~th~n Mount Prospect Manager Janonis reviewed the mformabon which had been provided by ~'~ Adm~n~strabve Intern Cathleen Freels The memo summarized what other towns ~n the area had done regarding tax~cab deregulation and the rates of each tax~cab company Cathleen Freels stated that the original concern of the V~llage Board regarding deregulation was the protection of sen~or clbzen rate d~scounts She felt that the proposed Ordinance covered the Board's concern Mayor Farley read a letter from Commumty Cab Company ~n which the company supported deregulation due to competition The Ma,,or also stated that he ~s not in favor of deregulation because he would hke to bnng the owners before the Village Board on a regular bas~s to review service and complaints Nick Zajac, American Taxi, prowd~d a basic outline to the Board concerning how complaints are processed and why he supports deregulation of tax~cebs He stated that deregulabon would shorten the t~me he currently must take to get rate increases General discussion among W'ilag~ Board marchers focused on the nobce of increases, the t~mehness of these ~ncreases and the ~mpact such increases m~ght have on persons who ubhze tax~cabs for transportation Also, Board members d~scussed the safety ~nspecbon procedures and the concern of pnce fixing among various cab companies Consensus of the Village Board was 4-3 for deregulation. The Board directed staff to draft the appropriate Ordinance for taxicab deregulabon for cons~derabon at the next V~llage Board meeting CARBON MONOXIDE DETECTOR DISCUSSION Trustee Hendricks introduced th~s topic s~nce he onginally brought it up earher ~n the year He is requesting that carbon monoxide detectors be required in every res~denbal and commercial building in Mount Prospect and requested staff to draft an Ordinance for the Board to consider He also requ, ests that Mount P?spect buy CO detectors and resell them to the citizens Chief Cavello prowded some background on carbon monoxide detectors He stated the expenence of the F~re Department has not shown a specific standard * In terms of quahty of detect~on of different brands. He stated there are s~gn~ficant d~fferences between the ability of d~fferent detectors to actually sense carbon monoxide'SHe also stated he has spent the last 8-9 months participating on a 'committee w~th other Fire Departments and other ubhty companies d~scuss~ng the appropriate use of carbon monoxide detectors ~n the home ~ ~ He stated at th~s point there is not enough ~nformabon available to make an ~nformed recommendabon concerning mandabng installation He stated h~s Department ~s in the process of prowdmg reformed ~nformat~on to c~t~zens as they request ~t and prowde some educabon relabng to carbon monoxide ~n the homes General consensus of the Village Board was to provide education to citizens and encourage purchase but not require purchase at this time. The Board also directed staff to report back after the next heating season to determine what the Fire Depa,;..ent's experience has been relating to carbon monoxide detectors. Resident Emie Lassie, 805 South Elm, spoke He stated that Chicago implemented their Ordinance on October 1 and has already had over 160 false alarms out of 170 calls for carbon monoxide alarms VI. PERSONNEL CHANGES Village Manager Janonis prowded a general overview of the need for additional clerical help in Human Services, Cable and the V~llage Manager's office He ~s proposing to combine two part-bme and one full-time vacant pos~t~ons into two full- time pos~t~ons to serve all three Departments Therefore, a part-bme person ~n the Human Services Department would be reclassified as full-t~me The vacant part- t~me secretary in Cable would be increased to full-time and part of the duties of this new person would be to assist in the V~llage Manager's office for clencal work Th~s change in staff w~ll not Increase the full-t~me equivalent positions currently authorized ~n the budget Overall salary costs resulting from the change would be less than under the current format General consensus of the Village Board was to support the change in staffing as proposed bythe Village Managerwherebytwo part-time positions and one full-time position would be converted to two full-time positions. Village Manager also asked for consideration of the Board for hinng a part-time Registered San,tanan to assist ~n sanitary and restaurant inspections He stated that the current ~taff has been stretched very th~n due to the increased focus on apartments and mulb-fam~ly inspect~ons and the required follow-up necessary to bring these matters to closure He would request the funding for the part-time Registered Samtanan for the balance of the fiscal year to perform inspections He stated such part-bme employees would be on a contract basis and would be full- time employees for other governmental bodies where they would perform their Registered Sanitanan duties as part of thei~ regular full-t~me job Consensus of the Village Board was to support the hiring of part-time registered Sanitarian on an as-need basis for the balance of the fiscal year. VII. "MANAGER'S REPORT' , · ~,~ Manager Janonis presented the EPA Permit appl~cabon informabon outhnmg the comment period for the proposed expanded hours for the Glenwew Transfer Stabon He asked whether the Village Board wanted to respond as a group or Ind~wdually General consensus, of the Village Board wes to draft a group response representing the entire Village Board but also allow Individual Board members to respond as the individual elected official deemed appropriate. General consensus of the'Village Board conceming the SWANCC issues of extended hours at the Glenview Transfer Station wes general support for the extended hours and leaving the weste in the building ovemight, however, they recommended the extended hours and ovemight weste storage be reviewed after one year to determine whether the need continues to exist. ~ VIII. ANY OTHER BUSINESS Trustee Clowes requested additional Knox Box mformabon The Knox Box issue had previously been d~scussed at a V~llage Board meeting He also requested a change ~n the design of the planter drains at the Pol~ce and F~re Headquarters ~ ' Manager Janonls stated the planters are currently being worked on to change the drainage system at th~s brae : Trustee Hendricks stated that he has observed a vehicle in the St Emily's parking lot w~thout a vehicle sticker, The vehicle has been there for an extended penod ' of bme and he has received no return phone call from the Pohce per h~s request for them to check ~nto the vehicle st~cker Trustee Hendncks also read an article ,~ concerning the Arhngton Heights Race Cour,se He proposed that the V~ll~ge Board d~rect staff to draft a Resolution in support of the Village of Arhngton Heights' Resolution supporting the addition of casino gambhng at the Arhngton Heights Race Track Consensus of Village Board wes not to move forward with Trustee Hendricks' request for a Resolution supporting Arlington Heights' recommendation to build a casino at the Arlington Heights Race Track. ; Trustee Hoefert stated that he would like Trustee Hendricks to stop prowdmg "~ copies of documents which he has already recewed He also recommended the Village Board consider a d,scuss;on of V, llage Board protocol and the use of Village Hall fac~htles ,© General consensus of the V~llage Board was to discuss Village Board protocol and the use of Village Hall facilities by Village Trustees at a future Committee of the Whole meeting. Trustee Corcoran stated that he felt Trustee Hendncks was d~srespectful by reading the arbcle concerning Arhngton Heights Resolubon on gambhng expansion at Arhngton Race Course to the V~llage Board and providing cop~es to V~llage Board He felt there was too much duphcabve effort on Trustee Hendncks' part Trustee Wilks stated she had already received the SWANCC M~nutes as cop~ed and prowded by Trustee Hendncks and stated there was no need to recopy these items and g~ve to her She also stated she typically reads the newspaper and does not need cop~es of articles from Trustee Hendncks She stated that based on the amount of paper Trustee Hendncks has d~stnbuted to the Village Board members tomght and other members of the press, she calculates well over 400 p~eces of paper were used for th~s purpose She feels th~s is abuse of the Village resources by Trustee Hendncks and does not need to reca~ve all the material that he provides to Board members IX, ADJOURNMENT No further business was d~scussed The meebng adjourned at 9 58 p m Respectfully submitted, DAVID STRAHL DS/rcc Assistant to the Village Manager 5
