ECONOXIC DEVELOPXENT COXXISSIOR
Veduesday, January 12, 1994
8: 30 A. X.
The seventh meeting of the advisory Economic Development
Commission for the Village of Nount Prospect was held on
Vednesday, January 12, 1994 at 8:30 A.X. at the offices of
the American Cyanamid Corporation,1100 Business Center
Drive, Xount Prospect, Illinois.
I. CALL TO ORDER
The meeting was called to order by James Ebbinghaus,
Chairman. Present were: Dale Jessie, Ben Tripani, John
Riordan,Ed Sroczynski, Ken Fritz, Karen Johnson, Patrick
O'Donnell and James Ebbinghaus.
II ROLL CALL
The roll was called and a quorum was established.
III APPROVAL OF XINUTES
A motion was requested by James Ebbinghaus for approval of
the minutes of the January 5, 1994 EDC Xeeting.Ben Tripani
moved and John Riordan seconded the motion. A unanimous vote
to approve the minutes of that meeting.
IV OLD BUSINESS
C. Development Incentives( Out of agenda order)
Ben Tripani reported on his visit to the coffee with the
Trustees on Saturday, January 8, 1994. He made a motion to
that group that they consider amending the Village rules so
that James Ebbinghaus could stay on as Chairman even though
he was moving from our community.
Ben also proposed to our EDC group that a permanent liaison
from the EDC be made to work with the Village Staff i
Trustees.
James Ebbinghaus reported that the Village staff will put
together a specific proposal for Target and Home Depot in
the nest few weeks that will address the concept of an
Incentive Policy for the Village of Xount Prospect.

Jim stated that he felt comfortable with what we've been
doing on Incentives so far, that the Village needs to meet
with Alter to discuss their ideas on solution to this
situation.
Ken was asked to give his opinion on the Target solution ans
he indicated that it was premature on his part to speculate
as to what the Village would finally come up with as a
proposal.
Karen Johnson understood that Target has always received an
incentive from a Village it wants to move into in the recent
past.
Jim wants to be sure that the soil is in fact poor and what
is going to be the EDC's role. Do we join in discussions
with the Board of Trustees? etc.
Dale Jessie reiterated that there are two issues on the
table: Target and Incentives in general.
Patrick indicated that he was open minded to such incentives
even though he'hadn't been able to get any help from the
Village when he remodeled his store. He also favored public
improvement assistance with no risk.
John Riordan suggested that any policy be fair and equitable
for all parties.
Ben said that the.Village had to look at what other villages
are doing so that they would be competitive.
B. Business Survey
Ken Fritz said that we are going to send out soon 120 small
business surveys to complete that project.
He will also try to get a list of available properties for
sale or rent in the community, in order to develop an
inventory of vacant and developed property.
He also said that the Village is looking into classes of
county tax abatement incentives.
Closing comments were made by the following:
James Ebbinghaus; Xike Jannonis has to bring us in earlier
to these types of discussions.

Closing comments continued:
Ben Tripani: Ve should have an EDC representative in all
meetings, including with the staff of Target and Alter.
Dale Jessie: I got the feeling that the EDC is not involved
in AMY Target /Staff discussions.
James Ebbinghaus: The EDC should meet with the Hoard and
Village Staff in late January 1994. Each of us should write
up our ideas and send them to Jim( about Target).
Patrick O'Donell: EDC A XP should help small business become
more solid, more profitable, more recognized in the
community and bring more customers into our businesses..'
V. Adj ournment
The next meeting of the EDC is scheduled for February 2,
1994 at 8:30 P.X. at the Village Hall.
James recommended that the EDC members attend the February
12, 1994 coffee with the Trustees at 9:00 A. X.
