The sixth meeting of the advisory Economic Development Commission for the Village of Mount Prospect was held on Vednesday, December 8, 1993 at the conference room in the Police/Fire Building, 112 East Northwest Highway, Mount Prospect, Illinois. I CALL TO ORDER The meeting was called to order at 8:30 A.M. by Chairman, James Ebbinghaus. Present were; Dale Jessie, Karen Johnson, Ed Sroczynski and Ben Tripani. Also present were David Strahl, Village of Mount Prospect and Janet Hansen, Xount Prospect Chamber. II. ROLL CALL Roll call was taken and a quorum was determined to be established. III. APPROVAL OF MINUTES Xotion was requested by Chairman Ebbinghaus, motion was offered by Ed Sroczynski, seconded by Karen Johnson and the minutes were approved without any changes. IV. OLD BUSINESS A. Small business Survey -New Format This item was tabled due to the fact that not all members had seen the final survey version. It will be individually approved by Commission members before being sent out to small business in the Village. B. Action Plan- Update on Status Karen Johnson reported: the subcommittee met( Dale Jessie, Ben Fritz, Karen Johnson and Ed Sroczynski) more than once to get an action plan on paper. Karen presented the notes from the December 2, 1993 meeting and indicated that the intent is to present a working "game plan" to the Commission. Basically, looking for a long range planning outline: how are we putting our work together, continuing to collect data as we have for 1993. Ve want to state a purpose: our mission statement to be in support of that. Economic Development Commission Xinutes Page two December 8, 1993 IV. OLD BUSINESS B. Action Plan - Update on Status Continued: Our first step to follow in trying to accomplish our mission was to collect the basic demographic data. next, to identify "megatrends" for the 1 90's and beyond, not only in the village of Mount Prospect but globally. Karen outlined some key facts, identifying some issues and opportunities. Ve need to pinpoint priorities, determine the involvement of the EDC. Jim Ebbinghaus stated that he will summarize the Large Business survey results to the Village trustees and the Xayor, as well as present a summary of the EDC activities. And he will, after 1/15/94, send out surveys to the small businesses in the village. He indicated that we would also look into data collection and analysis in other areas: utilities, sewer capacity, water quality, etc. He said that we will also send out survey summaries to all the respondents and some press releases to local news media as to what the EDC is all about. V. NEV BUSINESS A. Development Incentives Overview- David Strahl Dave Strahl outlined some of the thoughts the village staff was discussing in terms of long range incentives, their effectiveness, impact on the community, etc. He also asked that the EDC should look at breaking out incentives, such as: permit fee waivers vs. long term sales tax incentives. He invited the Commission members to attend the next Committee of the whole meeting on December 14, 1993 at 7:30 P.X. in the Senior Center. They will be discussing Incentives, and the village staff is looking for some input from the EDC on incentives. Economic Development Commission Minutes Page Three December 8, 1993 Karen Johnson then gave us some examples of what sates Randhurst merchants succeed and what helps then to fail: business needs community support or it.will fail. Retailers must meet the needs and wants of the customers or that business will fail. Bringing in another Target type store simply provides smaller slices of the pie for those stares in the market area. Janet Hansen presented copies of a letter sent to the Mount Prospect Chamber by Trustee Clowes and also included a copy of a letter he sent to two school district officials. Copies attached.There was a small discussion about getting local businesses to write to their legislators, etc. to let them know what the business community is thinking about these types of revenue generating issues. She also indicated that the Chamber will be discussing the 2% utility tax and it's impact on larger businesses in town. Dave Strahl mentioned that ETA Circuit Breakers from Germany is going to be building on a vacant parcel in the Kensington Park. VI. ADJ OURI METT The meeting adjourned at 10:00 A.M. The next scheduled meeting of the whole Commission is set for January 12,1994 8:30 A.M. at American Cyanamid Company, 1100 Business Center Drive, Mount Prospect, Illinois. Respectfully,
