Village Hall Community Center The meeting convened at 9:00 a.m. Village Board members present were Trustees Arlene Juracek and Steven Polit. Representing the Village was Village Manager Mike Janonis and Human Services Director Nancy Morgan. Residents in Attendance Louis Goodman N. School Street John Elenberger S. Redwood Drive Jerry Boldt N. School Street Jim Chylik Locust Lane Jan Kent S. Briarwood Drive Julie Melino Creekside Drive Tom Musolf Creekside Drive Louis Bowers Boxwood Drive Carol Tortorello S. Elmhurst Avenue Tom Manion S. Edward Street Steve & Barbara VanArsdale Can -Dota Avenue John Dunn N. Owen Street Ken Koeppen Linneman Road David Schein Na Wa Ta Mal Holec Quince Lane Thomas Tezky North School Street Trustee Juracek called the meeting to order and introductions were made. Louis Goodman, N. School Street asked about RICO and was told it stands for Racketeer Influenced and Corrupt Organizations Act. He voiced concerns about the Village's spending. After a discussion, Trustee Juracek encouraged Mr. Goodman to attend or watch the Board of Trustees meeting for a better understanding of how spending is assessed. John Elenberger, S. Redwood Drive inquired if a stop sign could be placed at the Pine Street crossing during the Farmers Market. After a discussion, Mrs. VanArsdale said that the CERT team could work that cross walk. Mr. Elenberger questioned why an abandoned car with multiple tickets located at Cottonwood 1105 #15 has not been towed. Mr. Janonis said he would speak to the Police Chief. Mr. Elenberger was concerned about leaf pickup and the absence of the street sweeper to clean the streets. After a discussion, it was determined that during leaf pick up season, street sweeping is done when possible. Mr. Elenberger raised a concern about health issues when dogs are present at the Farmers Market. A discussion took place about government regulation vs. no regulation and the cost of regulation. He was told when he sees something that concerns him at the Farmers Market to discuss this with Lions club members who wear red shirts. Jerry Boldt, N. School Street raised a concern about the constant solicitation by electric companies. He questioned the Village's new water billing process and was told the billing will be once a month. A lengthy discussion took place regarding how the water and sewer costs are determined and that the cost would be the same whether they were combined or billed separately. Jim Chylik, Locust Lane pointed out that for over 30 days a house in the 1800 block of Locust has had seven cars with Arizona license plates parking in the driveway, and seven guys living in the house. Mr. Janonis stated that he will have the Police Department look into this situation. Jan Kent, S. Briarwood Drive asked about the annexation of Lynn Court. A discussion took place outlining the difficulties with this annexation involving the toll way and State laws. Julie Melino and Tom Musolf, Creekside Drive raised a concern about weekend noise coming from Old Orchard Banquets. This situation has been going on for fourteen years, but the Condo association has intensely been attempting to resolve it for the past eighteen months. After a lengthy discussion, Mr. Janonis said that he would meet with them. Louis Bowers, Boxwood Drive had no issues and was in the audience to listen. Carol Tortorello, S. Elmhurst Avenue had no issue and was in the audience to listen Tom Manion, S. Edward Street thanked the Village for Electric Aggregation because his recent electric bill was much lower. Steve & Barbara VanArsdale, Can -Dota Avenue had no issues and they were in the audience to listen. John Dunn, N. Owen Street questioned how the water and sewer rates were determined. Ken Koeppen, Linneman Road commented that his family loves the butterfly sculptures David Schein, Na Wa Ta conveyed a story that outlined how the Village does not regulate lot setbacks regarding underground sprinkler systems. Mal Holec, Quince Lane asked for update on Bogies, YOTI & the trial, and the Blues Bar. Mr. Janonis stated that Bogies is doing good, the trial has been postponed indefinitely and the Blues Bar is in good condition but the owner, Errol Oztekin, is in personal bankruptcy.
