FOR AN AMOUNT NOT TO EXCEED - $30,790.00
Background
Northwest Highway and Central Road is a very busy intersection under the jurisdiction of the illinois
Department of Transportation (IDOT). In addition to generating a lot of vehicle traffic, the intersection
also experiences many pedestrians crossing the roads each day. There is currently a painted crosswalk
and pedestrian signals only at one leg of the intersection. The Village approached IDOT requesting that
additional crosswalks and pedestrian signals be installed at the intersection. They denied our request but
agreed to issue a permit for the Village to install the pedestrian signals upon approval of engineering
drawings.
The intersection of Euclid Avenue and Burning Bush Lane is near a park and Indian Grove Elementary
School. Pedestrian signals exist only across one leg of Euclid Avenue as a complete sidewalk system was
not in place a year ago. With sidewalk installed as part of the Village Sidewalk Program, it would be
beneficial to have pedestrian signals across the other legs of the intersection. The Village approached the
Cook County Highway Department (CCHD) requesting that additional crosswalks and pedestrian signals
be installed at the intersection as they have jurisdiction over Euclid Avenue. They denied our request but
agreed to issue a permit for the Village to install the pedestrian signals upon approval of engineering
drawings.
Permitting & Bidding Process
The Village retained the services of a consultant to assist the Village in preparing engineering drawings
and obtaining permits from IDOT and CCHD for the pedestrian signal work. Engineering drawings and
specifications were prepared, submitted and have been approved by both agencies.
The next step was to get bids from qualified contractors. Both IDOT and CCHD require that any
contractor performing work on the traffic signals must take over maintenance and thus liability for the
signals. Because of the cost associated with this temporary assumption of jurisdictional transfer, the
contractor already under contract by IDOT and CCHD for maintenance of these intersections is able to
submit the most competitive proposal. The same contractor, Meade Electric Company, is under contract
for both intersections included in the proposed work. Staff spoke with Aldridge Electric, the Village's
traffic signal maintenance contractor, regarding the work. Aldridge Electric concUlTed that they along
with any other contractor would not be able to provide a competitive bid as there would be significant

additional costs associated with assuming jurisdiction and maintaining the traffic signals during
installation of the pedestrian signals.
Knowing that Meade Electric has done work for the Village in the past and has a reputation of performing
quality work, Staff agreed to solicit a proposal from only them since it was believed the Village would not
receive competitive prices from other contractors. Meade Electric's proposal is as follows: .

Discussion
Meade Electric Company has performed traffic signal maintenance work and street light work for the
Village in the past. They are a reputable company and their work in the Village has been acceptable. It is
Staffs opinion that we will not receive competitive bids for this work because of IDOT's and CCHD's
maintenance transfer requirement. Staff is comfortable with Meade Electric's quote as it is comparable to
the Engineer's Estimate.
Recommendation
Staff requests the Village Board waive the bidding process and accept the proposal from Meade Electric
to do the pedestrian signal work for a not to exceed amount of $30,790.00.
There are funds appropriated in the 2005 Budget for this proposed expenditure.
Please include this item on the February 1st Village Board Meeting Agenda.
