"NATIONAL BREAST CANCER AWARENESS MONTH"
OCTOBER 2012
WHEREAS October, 2012 is National Breast Cancer Awareness Month and October 19 is
National Mammography Day; and
WHEREAS, breast cancer is the most common cancer site, and the second deadliest cancer
among women; and
WHEREAS, the chance of invasive breast cancer at some time in a woman's life is about 1 in 8
and the chance of dying from breast cancer is 1 in 35; and
WHEREAS, it is estimated that in 2012 over 225,000 women will be diagnosed with breast
cancer and more than 39, 000 will die; and
WHEREAS, in 2012 it is estimated that among men, there will be over 2,100 new cases of
breast cancer and over 400 breast cancer deaths; and
WHEREAS, research has shown that taking advantage of early detection methods such as
mammography and clinical breast exams could help drop the cancer rate by as much as 30
percent; and
WHEREAS, death rates from breast cancer have been declining, and this change is believed
to be the result of earlier detection and improved treatment; and
WHEREAS, mammography - an "x -ray" of the breast- is recognized as the single most
effective method of detecting breast changes that may be cancer long before physical
symptoms can be seen or felt.
NOW, THEREFORE, 1, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim the month of October, 2012 as
"NATIONAL BREAST CANCER AWARENESS MONTH"
and October 19, 2012 as
"NATIONAL MAMMOGRAPHY DAY"
in the Village of Mount Prospect, and / encourage our residents to participate in this
observance and remember "Early Detection Saves Lives."

PROCLAMATION
"FIRE PREVENTION WEEK"
OCTOBER 7 - 13, 2012
WHEREAS, Mount Prospect is committed to ensuring the safety and security of all those
living in and visiting our community; and
WHEREAS, fire is a serious public safety concern both locally and nationally, and homes
are the locations where people are at greatest risk from fire; and
WHEREAS, roughly 3,000 people die as a result of home fires and burns, more than
200,000 individuals are seen in the nation's emergency rooms for burn injuries; and
WHEREAS, scalds to children ages five and under, outnumber burns roughly two -to -one;
and
WHEREAS, cooking is the leading cause of home fires and home fire injuries, while heating
equipment and smoking are the leading causes of home fire deaths; and
WHEREAS, Mount Prospect residents are responsive to public education measures and
are able to take personal steps to increase their safety from fire; and
WHEREAS, residents who have planned and practiced a home fire escape plan are more
prepared and will be more likely to survive a fire; and
WHEREAS, the Mount Prospect Fire Department is dedicated to reducing the occurrence
of home fires and home fire injuries through prevention, protection, and public education;
and
WHEREAS, the 2012 Fire Prevention Week theme; "Have 2 Ways Out" effectively serves
to remind us all of the simple actions we can take to stay safer from fire during Fire
Prevention Week and year round.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim the week of October 7 -13, 2012 as
"FIRE PREVENTION WEEK"
in the Village, and I call upon the people of the Village of Mount Prospect to remember the
2012 message " Have 2 Ways Out"

SUBJECT: BOARD OF FIRE AND POLICE COMMISSIONERS
REVISED RULES AND REGULATIONS
On August 4, 2011, Governor Quinn signed House Bill 1576 into law. This law, better known as
the "Firefighter Hiring Bill," was drafted after two years of discussion between the Associated
Fire Fighters of Illinois and the Illinois Fire Chiefs Association. This new law preempts Home
Rule and requires changes to the Fire Department's hiring procedures. The Board of Fire and
Police Commissioners (BOFPC) began working on revisions to the Rules and Regulations
immediately after the bill was signed by the Governor. A draft set of rules was ready to be
approved by the BOFPC when we were informed that a revision to HB 1576 was being sent to
the Illinois House and Senate. As a result, we decided to wait until the revised bill was
approved and signed to finalize the rules. Last month, the Governor signed the revised bill and
our rules, therefore, had to be updated to comply with the new law. The attached Rules and
Regulations (redlined and clean version) are a culmination of this effort which included the five
commissioners, Chief Malcolm, Chief Semkiu and the Village's legal counsel.
As stated earlier, the most significant changes to the rules apply to the Fire Department's hiring
procedures. The Police Department's hiring procedures are not impacted by this new law.
Some of the major changes that were made to the Rules and Regulations are as follows:
1. The passing score for the written exam was changed from 80% to the median score.
The median score on the last exam was 88 %.
2. A new subjective component will be administered in addition to the normal written
exam. The new subjective component will test the capacity to discharge the duties
performed by members of the Fire Department, such as job related skills and behavioral
characteristics.
3. Preference points will be given to comply with the new hiring bill. Under the new law,
veterans must receive five preference points. Other preference points will be given for
college education credits, paramedic, emergency medical technician (EMT), and
Firefighter II or Basic certifications, years of service as a paid -on -call firefighter with
Mount Prospect, and residency.

4. Oral interviews will now be conducted by the BOFPC as part of the background
investigation and will be pass /fail. Previously, the Board selected only the top 25
candidates to interview and the oral interview score was then combined with the
written exam score to establish the final eligibility list.
S. The new final eligibility list will consist of candidates written exam score, written
subjective component score, and any eligible preference points.
6. The BOFPC is recommending a $35 nonrefundable application fee to offset the expense
of administering this exam. A fee of up to $50 is allowed under the new law, but the
Board felt $35 was reasonable and is consistent with fees charged by other
municipalities. Currently, we do not charge an application fee.
Under the revised Rules and Regulations, the Fire Department new entry level exam will consist
of the following components:
• Written Exam: The written exam must assess "mental aptitude," but may also
assess "preferences" and "moral character."
• Physical Ability Test: The physical ability test assesses (1) grip, leg and arm strength,
(2) anaerobic and aerobic capabilities (speed and endurance), and (3) a candidate's
ability to climb ladders, operate at heights and walk or crawl in the dark. Candidates
will be required to complete the standardized Candidate Physical Ability Test (CPAT)
through an outside agency before being eligible to take the written exam.
• Written Subjective Component: The written subjective component will be based on
"merit criteria" as determined by the BOFPC. It will use scenario based content to
evaluate the candidate's decision making abilities.
• Rank - Ordered Registers /Lists: The Fire Department will utilize rank - ordered
registers /lists as follows to determine eligibility:
■ Initial: The initial eligibility list will be used to establish candidates' eligibility
following the written exam, subjective component, and physical ability test.
Final: The final eligibility list will serve as the final rank - ordered list and will
include the components from the initial eligibility list as well as preference
points.
Before a candidate is hired off of the final eligibility list, they will be required to undergo and
pass the following examinations:
■ Background Investigation (including an oral interview with the BOFPQ
■ Polygraph Examination;
■ Psychological Examination; and
■ Medical Examination.

The changes to the testing procedure will result in a greater number of applicants making it to
the final eligibility list. Instead of always interviewing the top 25 candidates from the written
exam, the Board will now have the ability to interview as many candidates as necessary to keep
the Fire Department staffed at the approved level as set by the Village Board.
The revised Rules and Regulations were passed unanimously at the BOFPC meeting on
September 24, 2012. On behalf of all of the Commissioners I request that the Village Board
adopt the revised Rules and Regulations. Chief Malcolm and a member of the Commission will
be present at the October 2, 2012 Village Board meeting to discuss these changes and answer
any questions.
