CITIZENS TO BE HEARD V. 2011 COMPREHENSIVE STORMWATER STUDY FINAL REPORT Public Works Department staff continued the 2011 Comprehensive Stormwater Study final report discussion at the May 22, 2012 Committee of the Whole meeting. This report was prepared by the Village's engineering consultant, Burns & McDonnell of Oak Brook, Illinois, in conjunction with Village staff. The document culminated five (5) months of data collection, and analysis pertaining to the extensive flooding that beset the Village following record - setting torrential rain on July 23, 2011. It also presented a series of recommendations intended to cost - effectively mitigate defined and recurrent flooding problems. Potential solutions presented for consideration included almost $10 million worth of private sector improvements and almost $15 million worth of public sector improvements At the conclusion of the May 22n meeting, the Village Board remanded the matter to the Finance Commission with a request to identify and evaluate sources of funding for the recommended improvements. The Finance Commission considered this charge at several meetings throughout the summer. Their final recommendations were presented to the Village Board at the August 21, 2012 Regular Meeting. Staff has also devised a funding mechanism to support initial construction of approximately $2.5 million of the recommended public sector improvements utilizing existing revenue sources to pay debt service on new, low interest, short -term debt. This evening's discussion will recap progress to date and resume discussion on the disposition of the report's recommendations. Specifically, staff will seek direction regarding the issuance of debt to commence an initial phase of public sector improvements. Staff also seeks direction concerning support and funding for the remaining public sector and private sector improvements. Appropriate staff, as well as representatives from Burns & McDonnell, will be on hand to discuss the matter in necessary detail. VI. DOWNTOWN COMMUTER PARKING STUDY In 2011, as preparation for planned replacement of the seven (7) downtown commuter parking automated pay stations, staff engaged the services of Kenig, Lingdren, O'Hara, Aboona, Incorporated of Rosemont, Illinois (KLOA) to perform an engineering analysis of the Village -owned downtown commuter parking system. KLOA is a planning and engineering consulting firm that specializes in traffic and transportation issues. A fundamental goal of this study was to develop an understanding of commuter parking behaviors so that an informed decision could be made concerning the number, type, and features necessary to procure effective replacement automated pay stations. An equally important goal was the development of solutions to mitigate a nominal, but persistent, commuter complaint about long pay station queue lines during peak usage periods. This work was performed during September 2011 and memorialized in a final report submitted to the Village in October 2011. This report was transmitted to the Village Board in June 2012 and is presently available for download on the Village website. One of the study's significant recommendations is to expand the permit parking system. Staff will be on hand to present and discuss a proposed plan to implement this recommendation in 2013. VII.
