WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: AUGUST 1, 2012 SUBJECT: BLACKFINN AMERICAN GRILLE 157 RANDHURST VILLAGE DRIVE REQUEST FOR CLASS "F3" LIQUOR LICENSE On Tuesday, July 17, 2012, the Village Manager and Attorney met with owner Mr. Paul Borde regarding a request for the creation of a new Class "F3" liquor license at their newly constructed Randhurst Village location near the AMC Theater. Attorney Mark Vanecko and Operating Partner Kevin Finegold were also present. The Class "F -3" license provides for the full service of alcohol in a restaurant with lounge. Mr. Borde is proposing to operate a full service restaurant with a lounge that includes a sports bar component. Mr. Borde has extensive knowledge in the culinary and nightclub business. He currently owns three locations, two in the Chicagoland area and one in Washington D.C. The new Randhurst location will be his fourth location and will have more of an emphasis on food service and less on alcohol service. The total building square footage is 8,600 square feet with an estimated 75 seats inside and an outdoor patio. The Randhurst Village location will feature two separate atmospheres of dining. One side will highlight fine dining with an upscale yet affordable American menu and the other side will feature a lounge with a sports entertainment component. The restaurant will be open seven days a week serving lunch and dinner. A late August opening is anticipated. The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were also discussed. The Village Manager made it very clear to all present that the restaurant managers were responsible for the actions of all restaurant employees with regard to the service of alcohol. Also discussed was the need for all employees involved in the delivery of alcohol to complete a certified liquor servers training course. A completed application as well as all other required documentation is on file. Mr. Borde and Mr. Finegold have submitted to background checks and fingerprints in association with the BlackFinn liquor license. If the Village Board views this application favorably, an Ordinance creating a new Class "F3" License would need to be adopted. MICHAEL E. JANONIS Village Manager ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended increasing the number of Class "F -3" Liquor Licenses by One (1) 199 RANDHURST, LLC d /b /a BLACKFINN AMERICAN GRILLE.
