Lisa Angell Phone: 847/392 -6000 Fax: 847/392 -6022 TDD: 847/392 -6064 unow. wuntprospect.org The meeting convened at 9:00 a.m. Village Board members present were Mayor Irvana Wilks, Trustee Steven Polit, and Trustee Paul Hoefert. Representing Staff was Village Manager Michael Janonis and Community Development Director Bill Cooney. Residents in Attendance Carol Tortorello Elmhurst Avenue Mel Holec Quince Lane Carl Erikson Pine Street John Ellenberger Redwood Drive Teri Markovits Briarwood Drive Jan Kent Briarwood Drive Helen Elk Cedar Lane Ken Koeppen Linneman Road Joan Golisch Maple Street Don Maxwell Edward Street Tom Manion Edward Street Mayor Wilks opened the meeting with general remarks, introduced the Trustees in attendance and then moved to the resident portion of the meeting. Carol Tortorello, Elmhurst Avenue — Ms. Tortorello inquired what the Village spent on NATO related matters. Mr. Janonis stated that the Village spent approximately $60,000 in preparation of the NATO events. He stated the majority of that was in training. Although the Village did not have direct NATO impacts, the expenditures were worthwhile due to the spin off training that took place for Police, Fire, and other departments. Mel Holec, Quince Lane — Mr. Holec inquired about the recent electric aggregation efforts by the Village. He asked if residents needed to do anything in order to take advantage of the reduced rates. Mr. Janonis stated that the residents that want to take advantage of the Village negotiated electric rates do not have to do anything. The rates would apply starting in the fall. Mr. Holec also inquired about recent articles he read about the Blues Bar and Bogie's Restaurants closing. Mr. Cooney stated to his knowledge neither bar would be closing, but there were some issues between the property owners and their banks. Coffee with Council Minutes Page 1 of 3 June 9, 2012 Carl Erikson, Pine Street — Mr. Erikson stated that he had a concrete driveway and garage pad poured last year and was not satisfied with the work that was completed. He said his primary issue was the coloring of the concrete and felt that the Village should assist him in dealing with his contractor. Mr. Cooney stated that he had conducted a site visit with Mr. Erikson to review the project. He understood the concern with the coloring of the concrete; however the project itself met Code in all aspects and the Village approved the project. It was suggested that Mr. Erikson pursue the matter through small claims court if he felt that he truly had an issue. John Ellenberger, Redwood Drive — Mr. Ellenberger stated he felt that the Public Works Open House was a very positive event and gave the department kudos for their efforts. He also inquired about trees that were recently being planted on the Lonnquist Boulevard parkway and questioned the spacing of those trees. He felt that there were too many trees planted in that location. Mr. Ellenberger inquired whether the Village was incurring additional costs due to the recent State ruling that private tree companies hired by the Village would have to be paid prevailing wages. Mr. Janonis said there was an additional cost; the Village was still working through the details of what projects require the prevailing wage and what projects did not. Teri Markovits, Briarwood Drive — Ms. Markovits had no issues and was in the audience to listen. Jan Kent, Briarwood Drive — Ms. Kent thanked the Village for having Com Ed remove brush that was on the easement behind her home. Helen Elk, Cedar Lane — Ms. Elk stated that she was concerned with utility companies use of smart meters in homes. She felt that the technology which uses microwaves had detrimental health impacts on residents, especially kids and the elderly. She asked the Village to investigate this matter further. She stated she felt fiber optic technology was safer and as effective, but the companies were using the microwave technology because it was cheaper for their operations. Ken Koeppen, Linneman Road — Mr. Koeppen asked if the Village replaced garbage cans that were damaged. Mr. Janonis indicated as long as the garbage cans were not damaged intentionally that they would be replaced and that Mr. Koeppen should contact the Public Works Department. Mr. Koeppen also indicated that the timing of the southbound Elmhurst Road signal at Lonnquist Boulevard seemed to be longer that it should. He stated that the left turn lane heading southbound onto Lonnquist seemed to be improperly timed. Mr. Janonis stated he would advise the Public Works Department and inquire with IDOT to determine if there is an issue there. Joan Golisch, Maple Street — Ms. Golisch stated that her neighbor at 914 S. Maple is currently doing some work on the property and she did not believe there was a building permit for such work. She was concerned with drainage from the downspouts from the home draining onto her property along with some materials coming under the fence of the Subject Property onto her property. Staff indicated that they would investigate the matter and contact Ms. Golisch with the results. Don Maxwell, Edward Street — Mr. Maxwell encouraged the Village Board to more aggressively deal with sump pumps that are illegally connected to the sewer system. He stated his home has been flooded several times with raw sewage during heavy rains in part due to people connecting to these sewers. There was discussion regarding this matter and concurrence that this is an item that will continue to be at the forefront of the Village's efforts due to the impact on private homes. Tom Manion, Edward Street — Mr. Manion inquired about the recent upgrades to Mount Prospect Road between Central and Rand. He was glad to see the improvement and was curious as to the final Coffee with Council Minutes Page 2 of 3 June 9, 2012 configuration of the roadway. There was general discussion about the history with the County and local residents and how the final configuration came about.
