COMMITTEE OF THE WHOLE MINUTES
March 27, 2012
I. CALL TO ORDER — ROLL CALL
The meeting was called to order at 7:02 p.m. in the Village Board Room of the
Village Hall, 50 South Emerson Street, by Mayor Irvana Wilks. Trustees present
included Arlene Juracek, John Korn, Paul Hoefert, John Matuszak, Steven Polit,
and Michael Zadel. Staff present included Village Manager Michael Janonis and
Assistant Village Manager David Strahl.
II, APPROVAL OF COMMITTEE OF THE WHOLE MINUTES FOR FEBRUARY
28, 2012
Motion made by Trustee Juracek seconded by Trustee Polit minutes were
approved. Trustee Michael Zadel abstained.
III. CITIZENS TO BE HEARD
None
IV. ROADSIDE MEMORIAL DISPLAYS
Village Manager Michael Janonis provided an overview of what is not currently
a problem, but he foresees a need to establish some type of policy protocol on
managing such memorial displays since this appears to be a fairly common
occurrence placed in public rights of way. He stated there have been some
displays and requests in the past regarding such displays in Mount Prospect. He
stated the State has established some regulation regarding the placement of
these memorials in their right of way so any Village regulation would not be the
first in the area.
He is not suggesting that the Village consider outright prohibition of such
displays. He is suggesting that there be some time frame on such displays of not
more than 180 days in addition the ability to remove the display if it is a sight
obstruction or causes damage to the parkway. He would anticipate posting such
a memorial reference at some point during the display period advising persons
who placed the display or are honoring the person for which the display is
intended that the display will be removed at a certain point in the future. He also
stated that the Village would not prohibit any resident from removing a display in
the parkway of a residential dwelling if it was removed by the resident
themselves.
General comments from the Village Board members included the following items:

• It was suggested that Village staff could collect the items and return them
to the family at the end of this display period if the family members are
readily apparent.
• There was a concern voiced regarding the definition of an offensive
display and how to handle such a display.
• It was also suggested that the display time frame be reduced to 90 days
instead of 180 days.
• It was also suggested that if a display were to be placed in a State right -of-
way that the State should be notified of the display.
• There was also clarification that if there were any hazardous items placed
within the display that posed a danger it would be promptly removed by
Village staff.
Consensus of the Village Board was to establish a general policy regarding the
duration of Memorial displays along with the circumstances to remove such a
display if necessary through a Village Ordinance with a display time frame of not
more than 90 days. Also to include clarification that the Village has the authority
to maintain sightlines in the right -of -way which would be enforced if necessary
regarding any memorial display placement.
V. 100 YEAR INCORPORATION OF MOUNT PROSPECT COMMISSION
Mayor Wilks proposed the establishment of a commission to develop a plan for
celebrating the 100th anniversary of the Village in 2017. She is suggesting a year
of celebration for honoring the Village be left up to the commission to determine
whether the celebration should commence prior to the date of the incorporation's
100th anniversary or the year after the date of incorporation. She stated the date
of incorporation is in the month of February which could pose some unique
challenges for celebration activities depending on the start and stop date of such
activities. She stated the commission would automatically dissolve within two
years of the anniversary date.
Consensus of the Village Board was general support to establish such an
anniversary committee and to encourage a variety of experiences of different
participants who may have an interest in the celebration.
VI. ELECTRIC AGGREGATION REFERENDUM UPDATE
Assistant Village Manager David Strahl provided a summary of the steps that
will be necessary to move through the aggregation process in the coming
months. He stated that with the amount of work that is necessary he does not
foresee the process completed until late fall 2012.

General comments from the Village Board included the following items:
• It was suggested that if the process could be sped up to complete the
aggregation changeover by late summer because it would be beneficial to
the residents for such timing.
• It was also suggested that some follow -up communication be sent out and
made available to residents by letting them know what is going on
regarding the aggregation process.
VII. MANAGER'S REPORT
Village Manager Janonis stated that there is an Emerald Ash Borer public
meeting scheduled for the April 4 from 7 p.m. to 9 p.m. at the Public Works
facility.
