The Illinois Department of Transportation (lOOT) completed an in-depth study in 2004 of the nd /
Elmhurst / Kensington intersection. Their final decision after much analysis was to not pursue any
improvement project. Since then, the Engineering Staff has identified the need to construct right-turn
lanes along eastbound Kensington Road at Elmhurst Road and along westbound Kensington Road at
Rand Road to alleviate the daily congestion that occurs along this road. These improvements would not
only reduce the delay for those who work and shop in the area but should reduce the amount of cut
through traffic currently experienced in the neighborhood southwest of the intersection. Staff met with
lOOT officials and requested they make the improvements as they have jurisdiction over Kensington
Road. While lOOT supported the project, they would not agree to program the project due to lack of
funds.
The Engineering Staff has, therefore, decided to submit an application to the Congestion Mitigation & Air
Quality (CMAQ) Program. This federally funded program targets surface transportation projects that
look to improve traffic conditions on the state road system such as alleviating bottlenecks at intersections.
It is administered by the Chicago Area Transportation Study (CATS) and lOOT. Chosen projects can
receive up to 80% funding for engineering design, construction and inspection. The project sponsor
(Village) would be obligated for the remaining 20%; however, lOOT has indicated they may be willing to
participate in the remaining 20% for this particular project if it is accepted and lOOT has available funds.
Staff has estimated the project to cost $400,000 of which $80,000 would be the Village's responsibility
unless lOOT agrees to pay it.
The deadline to submit the application is January 28, 2005. As part of the application, the attached
Transportation Control Measure Committal Agreement must be signed by the Mayor. The Engineering
Staff requests the Village Board of Trustees pass a resolution authorizing the Mayor to sign the agreement
allowing Staff to complete the application. Once submitted, the Village will be notified of the project's
acceptance or rejection in November 2005.

One copy of this page must be completed and signed by each sponsor of proposed
FY 2006 CMAQ projects.
The project sponsor certifies that it is willing and able to manage, maintain, and operate
the project(s).
The project sponsor possesses legal authority to nominate the CMAQ project proposal(s)
and to finance, acquire, and construct the proposed project(s); and by this committal
agreement the sponsor authorizes the submittal of the CMAQ project(s), including all
understanding and assurances contained therein, and authorizes the person identified as
the project contact to act in connection with the proposal(s) and to provide such
additional information as may be required.
The project sponsor will cause work on the project(s) to be commenced within a
reasonable time after receipt of notification from the Chicago Area Transportation Study
that the project has been selected and that the project will be carried to completion with
reasonable diligence.
Whereas the CMAQ program funds transportation control measures (TCM), the sponsor
agrees that, if selected, the project(s) may be included as a TCM in the State
Implementation Plan (SIP) for attaining the applicable national ambient air quality
standards. Inclusion of CMAQ projects in the SIP will follow procedures established by
the CMAQ Project Selection Committee. The sponsor will provide any tracking
information required in a timely fashion.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE MAYOR
TO SIGN AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT
AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION AS PART OF THE
CONGESTION MITIGA TION/AIR QUALITY IMPROVEMENT PROGRAM (CMAQ)
WHEREAS, the Village of Mount Prospect has determined that it is in the best interest of
the Village to install multiple right-turn lanes at the intersection of Kensington and Rand roads; and
WHEREAS, application for funding for the Congestion Mitigation/Air Quality Improvement Program
(CMAQ) requires that the Village of Mount Prospect authorize a representative to sign the
Transportation Control Measure Committal Agreement; and
WHEREAS, the Village of Mount Prospect designates the Mayor as the authorized representative
of the Village of Mount Prospect to sign documents in conjunction with the CMAQ program.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby
designate the Mayor of the Village of Mount Prospect to sign the Transportation Control Measure
Committal Agreement, being the subject of this Resolution. A copy of said Agreement is attached
hereto and hereby made a part hereof as Exhibit "A" "
SECTION TWO: That this Resolution shall be in full force and effect from and after its passage
and approval in the manner provided by law.
