CALL TO ORDER
Chairman Adam Kicl called the March 07, 2012 Mount Prospect Youth Commission meeting to order at 7:08
p.m. in the IT Training Room of the Village Hall, 50 South Emerson Strcct, Mount Prospect, Illinois.

APPROVAL OF MINUTES
Commissioner Nora Gawlik, seconded by Commissioner Alex Oplawski, moved to approve the amended
Minutes of the February 01, 2012 Youth Commission meeting. The motion carried by unanimous approval.
VISITORS TO BE HEARD
Jeffrey Nc ' idl, prospective new member from Prospect High School and Noah Kiel, brother of Chairman Adam
Kiel, prospective new member from Holmes Junior High School were in attendance.
TREASURER'S REPORT
No receipts have been presented until this meeting. Youth Commission balance 51,500.00
ADMINISTRATION COMMITTEE

Youth Commission Ordinance Proposed Changes
The Administration Committee revised the following proposals for changes to the Youth Commission
Ordinance:
1. 5.1403: Membership "D" - Change the minimum age of members to 12 or sixth grade.
2. Add a mission statement such as, "The purpose of the Mount Prospect Youth Commission is to promote
youth as responsible citizens in our community."
3. 5.1405: Duties "D" - Change from "Organize and coordinate existing youth programs such as Youth in
Government Day" to "Help promote and participate in existing Villa-c-sponsorcd youth and family
programs such as Youth in Government Day, welcome of new residents, and the Village Downtown
Block Party."
4. 5.1405: Duties "E" - Change from "Develop and implement new programs for youth in the Village" to
"As appropriate, assist youth service organizations in the development and implementation of new
programs for youth in the Village."
5. 5.1405: Duties - Change the order of the duties to make them flow more logically. The following
sequence was proposed: C, D, F, B, A, E, H, and G.
6. 5.1405: Duties: - Combine Duties "D" (organize youth programs), "E" (develop youth programs), and
"F" (foster cooperation among youth service organizations), since they cover similar areas of
responsibility.
7. 5.1405: Duties - Eliminate Duty "H" (budget preparation) and include it with the section on meeting
with the Village Board.
8. 5-1406: Meetings - Specify meeting semi - annually with the Village Board rather than meeting in
specific months.
Commissioner Alex Oplawski, seconded by Commissioner Nora Gawlik motioned to approve the above
proposed changes to the Youth Commission Ordinance. The motion carried by unanimous approval.
Chairman Adam Kiel to submit the approved proposed Youth Commission Ordinance changes to Village Clerk
Lisa An-cll for review by the Village Board.

Youth Commission On-Line Survey
Advisor George Clowcs reported receiving additional surveys from Commissioners Rachcl Ottc, Nora Gawlik,
and Jaclyn Stasscn, Investigator Filipck and Adult Advisor Steven Polit to add to the already received surveys
80 responses, 49 adult and 31 youth. This survey has been removed from the Youth Commission Village
wcbsitc. Issues Committee to tally all the surveys, analyze the responses, and report their findings to the
commission.
Adult Advisor Steven Polit advised the owner of Subway Express has agreed to assist with the distribution of the
future Youth Commission survey to patrons at his store. Advisor Clowcs stated committee incinbcrs to discuss
the creation of a new survey and once approved will consider the offer.
Chairman Adam Kicl discussed visiting area Youth Commissions to observe their meetings. Adult Advisor
Steven Polit agreed to -o with interested incinbcrs. Chairman Kicl to research area youth commissions and
contact incinbcrs with dates and times of meetings.

Commissioner Jaclyn Stasscn advised Youth Commission flyer has been updated and will email to commission
incinbcrs. Members to distribute the flyers throughout businesses in the Villa-c.
Village Electric Displav Board
Commissioner Jacyln Stasscn reported Youth Commission meetings arc running on the Villa-c electric display
board.
Display Board Placement
Commissioners Jaclyn Stasscn and Dclanic Stcinwc- to contact area facilities for placement of display board.
Updating of Youth Commission Village Website
Commissioner Jaclyn Stasscn stated she is still working on the updating of the Youth Commission Villa-c
wcbsitc.
Recruitment
Chairman Adam Kicl again proposed contacting principals at Mount Prospect middle schools and arranging a
10-15 minute meeting with them to solicit their recommendations for students who might be interested in joining
the Youth Commission. Commission incinbcrs to contact area middle schools and advise of their findings at the
April meeting.

Youth Resource Catalog
Youth Rcsourcc catalog is updated and ready to print.
Commissioner Nora Gawlik, seconded by Commissioner Rachcl Ottc motioned to approve to spend no more
than 5150.00 to print the English version of the Youth Rcsourcc catalog with Smart phone sticker. The motion
carried by unanimous approval.
Spanish Version Youth Resource Catalog
Commissioner Rachcl Ottc contacted Mr. Diaz
assisting with the Spanish version of the Youth
Spanish translation of the Youth Rcsourcc catalog,
at Rollin- Meadows High School and he was not aware of
Rcsourcc catalog. Chairman Adam Kicl to arrange for the

MEETINGS OF VILLAGE BOARDS AND COMMISSIONS
Commissioner Nora Gawlik attended a February Committee of the Wholc Village Board meeting.
Commission incinbcrs encouraged to attend upcoming Village Board meetings.
NEW BUSINESS
Spring Bicvcle Safety Program
Rivcr Trails Park District has agreed to holding the event however, Youth Commission incinbcrs did not work
on any of the particulars for the program since the last meeting. Commissioner Nora Gawlik suggested the
formation of a subcommittee to acccicratc work on the program. Chairman Adam Kicl, Commissioner Nora
Gawlik, and Adult Advisor Steven Polit to serve on the subcommittee and arranged to meet on Sundays at noon
to work on the program.
Business and Organization Suggestions
Chairman Adam Kicl reported that he has compiled suggestions for bike shops and bike clubs as potential
participants for the Bike Safety Program.
OTHER BUSINESS
Youth View Topics
Advisor George Clowcs advised Youth View program was taped with Commissioner Nora Gawlik and Mary
Katc Dcmpscy about their "Giving Garden" project that recently garnered them a Shining Star Award.
Commissioner Michacl Boivin hosted the program.
Commission incinbcrs encouraged to bring topics for future Youth View tapings to the April meeting.
FOOD PURCHASE
Chairman Adam Kicl is scheduled for the food purchase for the April meeting.

Commissioner Alex Oplawski, seconded by Commissioner Nora Gawlik, moved to adjourn the March 07, 2012
meeting of the Mount Prospect Youth Commission. The motion carried by unanimous approval.
