February 01, 2012 Page 1 of 5 MOUNT PROSPECT YOUTH COMMISSION MINUTES ROLL CALL Secretary Pro Tcm George Clowcs called the roll. APPROVAL OF MINUTES Commissioner Nora Gawlik, seconded by Commissioner Michael Boivin, moved to approve the Minutes of the January 04, 2012 Youth Commission meeting. The motion carried by unanimous approval. VISITORS TO BE HEARD Mount Prospect resident Mr. Thomas G. Tcsky was in attendance. TREASURER'S REPORT No report was presented since the financial information was not available to the Treasurer. ADMINISTRATION COMMITTEE Chairman — Alex Oplawski, Adult Advisor — David Schein Adam Kiel, Alex Oplawski Youth Commission Ordinance Proposed Changes The Administration Committee listed the following proposals for changes to the Youth Commission Ordinance that the Committee and other members had suggested during the past month: 1. Change the minimum number of members. 2. Add a mission statement such as, "The purpose of the Mount Prospect Youth Commission is to promote youth as responsible citizens in our community." 3. Change Duty D from "Organize and coordinate existing youth programs such as "Youth in Government Day" to "Help promote and participate in existing Villagc- sponsored youth and family programs such as Youth in Government Day, welcome of new residents, and the Village Downtown Block Party." 4. Change Duty E from "Develop and implement new programs for youth in the Villagc" to "As appropriate., assist youth service organizations in the development and implementation of new programs for youth in the Village." 5. Change the order of the duties to make them flow more logically. The following sequence was proposed: C, D, F, B, A, E, H, and G. 6. Prioritize the duties. 7. Combine Duties D (organize youth programs), E (develop youth programs), and F (foster cooperation among youth service organizations), since they cover similar areas of responsibility. 8. Eliminate Duty H (budget preparation) and include it with the section on meeting with the Village Board. 9. Specify meeting semi - annually with the Village Board rather than meeting in specific months. The Administration Committee will review these proposals and recommend a final set of proposed changes to the Commission at the March 07, 2012 meeting. The recommendations would then be forwarded to Mayor Irvana Wilks. The Commission expressed interest in having the proposals reviewed by the Village Attorney. February 01, 2012 Page 2 of 5 1� MOUNT PROSPECT YOUTH COMMISSION MINUTES ADMINISTRATION COMMITTEE — continued The following proposals were reviewed and eliminated from further consideration. 1. Is the goal of age composition too restrictive? The consensus of the Commission was to keep this goal since it provided an incentive to recruit new members. 2. Should there be a response to not having a quorum for a meeting, such as permitting adult advisors to vote or automatically set the following Wednesday as the meeting date? It was the consensus of the Commission to rcjcct this proposal as it would tend to undermine the commitment that members have to make when they accept the Mayor's appointment to the Commission: to reserve the first Wednesday of each month for attending Youth Commission meetings. 3. Change the age limits on members? The consensus of the Commission was to keep the current age limits. 4. Have the Youth Commission Ordinance direct the Chairman to appoint committees? The consensus of the Commission was to rcjcct this proposal since one of the accepted responsibilities of a Chairman is to appoint the necessary committees that circumstance and duties may call for. ISSUES COMMITTEE Co- Chairman — Michacl Boivin and Rabia Mcmon, Adult Advisor — George Clowcs Michacl Boivin, Rabia Mcmon Youth Commission On -Line Survey Advisor George Clowcs reported that the entry of all returned surveys had been completed, with a final tally of 80 responses, 49 adult and 31 youth. Although it would still be a relatively small survey, Advisor Clowcs said there should be about 20 more youth responses to be able to draw meaningful conclusions from any analysis. He requested that each member take about five surveys and have their friends complete the surveys within the next week. Members agreed and Advisor Clowcs will collect the surveys from members when they arc completed. The Committee agreed to meet in two weeks to review progress. 2012 Survey at Mount Prospect Library and Community Connections Center Advisor George Clowcs suggested using these locations for administering the 2012 survey since the main objective now was to complete the 2011 survey. As a means of getting more responses, Mr. Tcsky suggested getting a table at the Mount Prospect Library during one of its book sales. PUBLIC RELATIONS COMMITTEE Chairman — Dclanic Stcinwcg, Adult Advisor — Investigator Scott Filipck Jaclyn Stasscn, Dclanic Stcinwcg Updating of Youth Commission Fiver The Committee reported this was still under development. Village Electric Displav Board Commissioner Jacyln Stasscn reported she had faxed an announcement about Youth Commission meetings for running on the electric display board. After sonic discussion about the wording of the announcement, she said she would fax a revised announcement. February 01, 2012 Page 3 of 5 MOUNT PROSPECT YOUTH COMMISSION MINUTES PUBLIC RELATIONS COMMITTEE — continued Displav Board Placement Advisor David Schcin reported he had acquired, at no cost, two additional display boards — one with Vcicro backing and the other a project display board. Oncc these arc populated with pictures and other materials, they could be used to increase the visibility of the Youth Commission by having three display boards at different locations in the Villa-c. The Committee requested pictures and newspaper articles from members to place on the new boards. Updating of Youth Commission Website Advisor George Clowcs reported that the following Youth View programs arc now available for viewing from the Youth Commission wcbsitc: "Opportunities for Community Service (at Prospect High School)" taped January 11, 2009 "Thursday Morning Jazz" taped December 06, 2009 "Service Ovcr Sclf at Hersey High School" taped on March 11, 2010 "Library Services for Teens" taped on June 15, 2011 "Teen Read Wcck" taped on September 21, 2011 Recruitment Chairman Adam Kicl pointed out the Youth Commission needed more members and would need even more when current members graduate at the cnd of the school year in June. He proposed calling principals at Mount Prospect middle schools and arranging a 10 -15 minute meeting with them to solicit their recommendations for students who might be interested in joining the Youth Commission. Committee members Dclanic Stcinwcg and Jaclyn Stasscn said they would arrange to visit the principal at River Trails Middlc School and other middle schools. They would take along the Youth Commission flyer and the recent article on the Youth Commission from the Mount Prospect Journal. YOUTH RESOURCES COMMITTEE Chairman — Rachcl Ottc, Adult Advisor — Steven Polit Nora Gawlik, Rachcl Ottc Updating of Youth Resource Catalog Nothing to report. Spanish Version Youth Resource Catalog Chairman Adam Kicl stated he would contact Mr. Diaz at Rolling Mcadows High School who has agreed to assist in the creation of the Spanish version of the Youth Resource Catalog, Smart Phone Date Sticker Nothing to report. OLD BUSINESS MEETINGS OF VILLAGE BOARDS AND COMMISSIONS Nothing to report. February 01, 2012 Page 4 of 5 MOUNT PROSPECT YOUTH COMMISSION MINUTES NEW BUSINESS Spring Bicvcle Safety Program Commissioner Nora Gawlik reported that the River Trails Park District jumped at the idea of holding such an event but they need more information on setup needs and so on. They wanted to get the date and other details firmed up as quickly as possible so they could get an announcement into their newsletter. Karen Kcistcr is the contact at River Trails Park District. Business and Organization Suggestions Chairman Adam Kiel reported that commission members had sent him suggestions for bike shops and bike clubs as potential participants for the Bike Safety Program. He said he will coordinate with Commissioner Alex Oplawski on this project, with the first priority being to call potential participants to see if they arc interested in participating in the event. OTHER BUSINESS Email Clarification The Village Clerk Lisa Anacll has arranged a training session for members of all Village Boards and Commissions to educate them about new laws regarding meetings and new communication technologies. The training session will be conducted at the next Youth Commission meeting on March 07, 2012. Youth View Topics Advisor George Clowcs suggested intcrvicwin( Commissioner Nora Gawlik and Mary Kate Dempsey to inform people about the project that recently garnered them a Shining Star Award. Commissioner Michael Boivin offered to host the program to be taped during the month of February. FOOD PURCHASE Commissioner Nora Gawlik is scheduled for the food purchase for the March 111ccting, MOTION TO ADJOURN Commissioner Michael Boivin, seconded by Commissioner Alex Oplawski, moved to adjourn the February 01, 2012 inectin- C - of the Mount Prospect Youth Commission.
