Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, February 11, 2012 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Mayor Wilks and Trustees Hoefert, Juracek and Polit. Representing staff was Village Manager Michael Janonis and Finance Director David Erb. John Knepler McKinley Ave, A.H. Mayor Wilks opened the meeting with general remarks and asked for introductions from Trustees, staff and visitors in attendance. Mayor Wilks then moved to the resident portion of the meeting. Mal Holec, Quince Lane —Mr. Holec asked about the flood gates along River Road in Des Plaines that were reported in the newspaper. Mr. Holec was interested in learning how they would function in the event of flooding from the Des Plaines River. Mr. Janonis explained how the gates would function and provided some background on how they were selected. General discussion followed. Jan Kent, Briarwood — Ms. Kent asked about the requirements for restoring the grounds surrounding the detention pond area. Ms. Kent has spoken with engineering staff from the Village about various options available for landscaping. Mr. Janonis will ask Public Works staff to get back to Ms. Kent on this issue. Teri Markovits, Briarwood — Ms. Markovits had the same concerns as Mr. Kent regarding the restoring of grounds surrounding the detention pond. Jim Chylic, Locust — Mr. Chylic discussed village street lighting with the group. He did not have a particular concern, but was interested in learning how street lighting was regulated. General discussion and comments followed. John Elenberger, Redwood Drive — Mr. Elenberger inquired on whether housing inspectors or other Village staff are permitted on private property to address property maintenance issues. The question comes in light of the number of bank owned properties in the Village that at times permit the condition of these properties to fall into disrepair. Mr. Elenberger also had several other questions regarding neighborhood patrols, calls from 3 rd party resellers of electricity and the upcoming electric aggregation referendum. Mr. Janonis explained what village staff is able to do in following up on property maintenance issues. General discussion followed. Thomas Tezky, School Street — Mr. Tezky shared with the group his experience in pulling into his driveway off of Central Road. General discussion followed. No follow -up was needed on this issue. Max Romanowicz, Ardyce Lane — Mr. Romanowicz was in attendance only to observe. He did not have any issues to bring forward to the Village. Skip Farley, Emerson Street — Mr. Farley brought to the board the issue of engine breaking by large trucks that occurs on Elmhurst Road between Central and Thayer. This practice creates a noise nuisance for residents, especially during the summer months. Mr. Farley was asking if there was something that could be done to restrict its use. Mr. Farley also asked about reasoning for holding certain community events while cancelling others. Mr. Janonis stated that the events that remain have the least impact on the Village from a budgeting perspective. General discussion followed. Bob Scotese, Albert — Mr. Scotese brought a number of issues to share with the group including lighting at Melas Park, residential parking accommodations /restrictions, resident responsibility for care of the neighborhood and condition of a property's grounds while under construction. Various board members and staff commented on these items. General discussion followed. Tom Manion, Edward Street — Mr. Manion commented on loose garbage along the alley at Prospect /Edward. Asked that Village staff look into and address cause if possible. Mr. Manion also wanted to know how the increase in water rates from the City of Chicago was going to impact the Village's water rates and how the Village was going to respond. Mr. Janonis shared with Mr. Manion what types of increases to expect from the Village over the next 2 -3 years. Discussion on options for an alternative source also took place. Carol Tortorello, Elmhurst Avenue — Ms. Tortorello commented on unfunded mandates being passed along from the State of Illinois. Village Board and staff members commented on the reality of the situation and how the Village responds to such mandates. General discussion followed. Angela Wolfe, McKinley Ave, A.H. — Ms. Wolfe wanted to introduce herself to the group as newly elected President of the Mount Prospect Chamber of Commerce. She also wanted to share what events the Chamber had planned for the upcoming year. John Knepler, McKinley Ave, A.H. — Mr. Knepler was also in attendance to share with the group about upcoming events the Chamber has planned for 2012.
