Wilks Meeting Date and Time: Tuesday, February 14, 2012 7:00 p.m. Trustee Arlene Juracek Trustee John Matuszak Trustee Michael Zadel ACCEPTANCE OF MINUTES OF THE COMMITTEE OF THE WHOLE JANUARY 10, 2012 CITIZENS TO BE HEARD REVIEW OF VICIOUS DOG REGULATIONS The vicious dog ordinance allows the Chief of Police to declare a dog as vicious if it exhibits aggressive behavior or has bitten someone. The ordinance is strict as to the protections that the dog owner must undertake to retain possession of the dog and the means as to how the dog is managed in a public setting. Among the current requirements is that once a dog is declared vicious it cannot be on the public sidewalks any longer and can only be transported to and from veterinary appointments with a muzzle. The restrictions could be reconsidered as long as proper public protections are undertaken by a responsible dog owner. Among the options for handling a previously declared vicious dog in public is to maintain the muzzle requirement, but allow a shoulder harness instead of a standard collar for better animal control. Also, any dog that must be restrained in this manner must only be under the control of a person 18 years or older. The Chief of Police will be present at the meeting to engage the Village Board in determining their comfort level with these ordinance modifications. V. DOOR -TO -DOOR SOLICITATION REGULATIONS This topic was suggested by several Village Board members at the time of the request for COW topics for 2012 was offered. Village staff and numerous elected officials have received citizen complaints that regularly cite the overly aggressive door -to -door solicitors in which they are not respectful of the "No Solicitation" sign on the front door. In addition, it is not unusual for solicitations to occur after dark which further aggravates residents. While it is not possible to outright ban door -to -door solicitation, some additional controls might be considered. However, even with additional controls 1). Enforcement will rely on citizen 911 calls to the police, which citizens may be reluctant to undertake and 2). The Police Department with reduced staffing, will out of necessity consider such calls junior to most others. An attached memorandum from the Village Attorney provides a background as to what the parameters of any additional controls that might be considered through ordinance modifications. It is anticipated that the discussion will be a little more free flowing as to what specific concerns the Village Board members may have regarding solicitations and if likely solutions are possible to address these concerns.
