SUBJECT: BID RESULTS — TREE TRIMMING - $183,000.00
BACKGROUND
Sealed bids for parkway tree trimming were opened on January 23, 2012. Prices were sought for
trimming trees in areas due for routine pruning on our five -year cycle. As in the past, we also
sought prices for emergency tree work in the event of a major storm. Finally, we also included a
provision which will allow us to extend the contract for a second and third year at the same bid
prices, if both the contractor and Village agree.
BID RESULTS
Fifteen invitational bids were mailed and a notice was published in a local newspaper. Six bids and
one "no bid letter" were received. The bid results for trimming an estimated 4001 trees plus an
estimated 30 hours of emergency work, were as follows:

The bid specifications identified 4001 trees needing to be pruned at the time the specifications were
prepared. However, the specifications were written to allow us to add additional trees throughout
the year, if desired, up to the amount budgeted. Additionally, some trees may have increased
slightly in size since they were last measured; therefore we are requesting authorization to spend the
entire budgeted amount.
I recommend rejection of the bid received by R.W. Hendricksen Co. as being non - responsive. They
submitted nearly a page of deviations from the bid specifications. R.W. Hendricksen requested
deviations that were so extensive that effectively the bid they submitted was for an entirely different
contract than the one the other contractors were bidding on.

The low bidder, Trees R Us, Inc. has not worked for us on a parkway tree trimming contract in the
past, but they did successfully complete our Creek Trimming /Removal contract in 2010.
Additionally, they submitted a list of municipal references and we placed calls to each. Generally,
the references reported very good work quality. We do have some concerns because more of the
references were for tree removal work than for trimming, and the trimming contracts listed were not
as large as ours. However, since the bid from Trees R Us, Inc. is about $35,000.00 less than the
next low bidder, we believe it is in the Village's best interest to award the contract to Trees R Us.
We plan to monitor them very closely for progress and quality of work, and if unacceptable, we can
invoke the strongly worded "Forfeiture Clause" which is in our specifications.

BID RECOMMENDATION
There is $183,000.00 allocated for contractual tree trimming in the 2012 budget. I recommend
award of a possible three -year contract to the lowest qualified bidder, Trees R Us, Inc., in an
amount not to exceed $183,000.00. If year one is successful, and a contract extension is agreed to
by the Village and the contractor, years two and three will be in whatever amounts are appropriated
in the 2013 and 2014 budgets.

NEW TRUCKS, CAB AND CHASSIS ($145,500)

In the current budget, there are funds available to replace two (2) single axle dump trucks: 4517 and 4522.
These trucks are International 35,000 lb. GVWR dump trucks with snow and ice control equipment. Both
trucks are used by the Public Works Department maintenance crews to haul miscellaneous materials, such
as asphalt, black dirt, sand, stone, etc. to job sites throughout the Village. These trucks are also equipped
with snowplows, underbody scrapers, and "tailgate" type salt spreaders for winter snow and ice control.
Additionally, these trucks are also utilized during the fall leaf program.
Replacement Schedule
These trucks were originally purchased in 1994 and 1995. The vehicle /equipment replacement schedule
for large dump trucks is 15 years. Both trucks have entered into their 17th and 18th years of service
respectively and have logged between 65,000 — 70,000 miles. In addition, the hour meters for the engines
have logged between 7,521 — 7,673 hours of operation (equivalent to over 225,630 road miles). Both
vehicles exceed the vehicle /equipment replacement schedule criteria for replacement.
Life Cycle Cost Analysis
Life cycle cost analyses have been completed for both trucks and are attached for your review. The
optimum economic replacement point has been calculated between years 5 and 6 for each truck. The
modified economic replacement point has been calculated between years 12 and 14 for each truck.
Other Factors
These current trucks have a double "C" channel frame construction and have rust between the two
channels. This rust will eventually cause the frame to crack and lose the necessary strength needed to
carry heavy loads. At the time when we purchased the trucks we had to have both "C" channels to meet
the weight limits when the truck is loaded with salt during snow and ice control operations. The new
proposed chassis will have a heavier single "C" channel frame construction eliminating the future rust
problem between the channels. Additionally, the steel dump bodies are in very poor condition with rust
holes throughout the bodies.

Replacement Recommendation
It is my recommendation that two (2) replacement vehicles for 4517 and 4522 be purchased during the
2012 budget year.
Bid Recommendation
I am recommending the purchase of two (2) new 2013 International 7400 SFA Series, 36,220 lb. GVWR
cab and chassis from the State of Illinois Contract (PSD- 4016932) award winner Prairie /Archway
International Trucks, Inc., of Springfield, Illinois. The State of Illinois Contract is publicly bid and
satisfies the public bidding requirements of the Village of Mount Prospect Purchasing Policy. I therefore
request the Village Board authorize the purchase of two (2) new 2013 International 7400 Series truck cab
and chassis at a cost not to exceed $145,500.00 ($72,750.00 per unit). Funds for this proposed purchase
are currently available in the Vehicle Replacement Fund of the 2012 budget.
The remaining funds will be used for needed equipment purchased through various vendors (front and
underbody snow plows, pre -wet systems, dump body, lighting, and hydraulic components) to provide
completely functional vehicles. The vehicles being replaced will be sold through the NWMC live auction
or GovDeals.com Internet auction.

SUBJECT: BID RESULTS -SHADE TREE FURNISHING AND PLANTING - $87,383.00
BACKGROUND
Bids were recently opened for the provision and installation of parkway trees. As in the past, bid
prices were sought for 1 -1/2 ", 2 ", 2 -1/2" and larger trees. We also asked bidders to quote prices for
"enhanced planting sites" - larger pits with amended backfill - which we may order on a small number
of trees being planted in very poor soil. Bid prices are good through December, 2012.
BID RESULTS
Sealed bids for this contract were opened on January 23, 2012. Sixteen invitational bids were mailed
and a notice to bidders was published in a local newspaper. Six bids were received. Bid results are
attached. It should be noted that no one bidder submitted the low price on all sizes /species requested.
DISCUSSION
At this time, we do not know the exact quantity, sizes and species we will need to order during the
coming year. However, from the bid results it appears that there will be enough trees available to
supply our planting programs.
As in 2011, this year there will be no Cost Share tree planting program. (Residents who want a 2'/2
diameter parkway tree planted will still be able to order a tree through the Village's program, but they
will need to bear the full cost.) However, funds were appropriated in the 2012 budget for risk
replacement trees, new construction plantings, Com Ed and accident replacements, as well as a small
number of reforestation and beautification plantings.
Additionally, we have applied for a $30,000.00 Emerald Ash Borer restoration grant. We will learn in
late February if we will receive those funds. If successful, we will plant approximately 162
replacements for removed ash trees. We will need to pay for these plantings using Village funds, and
then receive reimbursement afterwards.
Note that we are not recommending buying trees from Karlstedt Landscape, Inc. Karlstedt submitted a
nursery statement saying that the trees they provide are grown in Wisconsin. Our bid requires that all
trees must be grown in Northern Illinois. All other bidders have met our bid specifications.

BID RECOMMENDATION
There is a total of $57,383.00 in various tree planting accounts in the 2012 budget. Additionally, if we
receive the requested grant funds, we will request the appropriate budget amendment and increase the
contract amount by $30,000 to $87,383.00.
I recommend splitting the contract award among Huffman Landscape, Arthur Weiler, Inc., KGI
Landscaping Company, Mike Greco Landscaping, Inc., and Langton Group. Total expenditures for all
purchases will not exceed $87,383.00, and each tree will be ordered from the lowest bidder for that
particular size and species.

SUBJECT: ACCEPT SUBURBAN PURCHASING COOPERATIVE (SPC) BID FOR
THE PURCHASE OF ONE (1) NEW FORD INTERCEPTOR ($24,000)
Background
In the current budget, there are funds available to replace vehicle 300. This car is a 2001 Ford Crown
Victoria Police Interceptor with the undercover appearance package. The replacement of 300 has been
deferred from the 2011 budget year, due to the overall economy and budget constraints. We extended the
normal replacement life cycle by one year for the majority of the Village fleet. This car is primarily used
by Mayor and Village Manager's Office staff to provide transportation for official Village business.
Replacement Schedule
300 was purchased in 2001. The vehicle /equipment replacement schedule for these types of vehicles is 8
years or 50,000 miles. This vehicle has completed 11 years of service, but has low miles. This vehicle
has exceeded the vehicle /equipment replacement schedule criteria for replacement due to its age.
Life Cycle Cost Analysis
Life cycle cost analysis was not calculated because of the low miles.
Other Factors
The current vehicle is in good condition for its age and I recommend we continue utilizing this vehicle by
re- purposing it for use by Fire Department staff. Fire Department car 507 is a 2001 Chevy Impala with
over 50,000 miles and was originally scheduled to be replaced this year due to rising maintenance costs
and recent breakdowns. This car is primarily used by our Fire Prevention Bureau to perform fire
inspections, public education, fire investigations and other fire department emergency needs during the
day. After discussing with Fire Department staff, vehicle 300 would be a temporary replacement for 507,
instead of purchasing a new car this year. I estimate utilizing this car in this capacity for the next 2 -3
years.
Replacement Recommendation
It is my recommendation that a replacement for 300 be purchased during the 2012 budget year.
Additionally, I recommend transferring the current 300 to replace Fire Prevention Bureau car 507.

Bid Recommendation
I am recommend that the Village Board authorize the purchase of one (1) new 2013 Ford Interceptor
Sedan vehicle from the Suburban Purchasing Cooperative award winner Currie Motors, of Frankfort,
Illinois at a cost not to exceed $24,000.00. The Suburban Purchasing Cooperative is a joint purchasing
program sponsored by the Northwest Municipal Conference (NWMC), and the DuPage Mayors &
Managers Conference. It is a publicly bid program that satisfies the public bidding requirements of the
Village of Mount Prospect Purchasing Policy. Funds for this proposed purchase are currently available in
the Vehicle Replacement Fund of the 2012 budget.
Fire Department vehicle 507 will be sold through the NWMC live auction or GovDeals.com Internet
auction later this year.
