VILLAGE HALL COMMUNITY CENTER The meeting convened at 9:00 a.m. Those present were Mayor Irvana Wilks and Trustees Steven Polit and Paul Hoefert. Representing the Village was Assistant Village Manager Dave Strahl and Human Services Director Nancy Morgan. Residents in Attendance Mal Holec Quince Lane John Campise S. Louis Street Thomas Tezky North School Street Mayor Wilks called the meeting to order and introductions were made. Mayor Wilks mentioned that she received a follow up email from Mrs. Campise about the creek sedimentation. Mal Holec wondered if the Village should have the waste haul drivers report observations of concern as they drive through town. Nancy Morgan said that our own Village employees report concerns they observe with residents to Human Services. Dave Strahl said that no official system exists, but staff communicates with ARC staff regularly. ARC staff has reported unusual activity at pick up location in the past. Mr. Holec questioned the newspaper article about reallocation of staff. Dave Strahl explained that the reallocation of employees is a department cost reassignment and not an approval of new employees. Mr. Holec raised a concern about the alternative energy companies marketing efforts. The Village sent out an Everbridge message about this situation. Mr. Holec did not receive the message; however other attendees did receive the message. Dave Strahl will check into why Mr. Holec did not receive the message. John Campise is a member of Lake Briarwood homeowners association and is representing a number of people attending the meeting. They are experiencing a problem with debris flowing into the creek from Lost Creek in Arlington Heights. During storms the lake fills up with logs and other debris. He does not agree with Mr. Lindelof's findings from the letter and wants a better solution. Mayor Wilks said that at some future time, they need to schedule a meeting with Chuck Lindelof, Public Works Project Engineer. Romaine Campise was part of the Lake Briarwood attendees John Elenberger was glad to be here and listen Jan Kent would like an update on Lynn Ct. annexation. Dave Strahl said that at this time there is no update; however the tollway expansion may have some impact. The Village's attorneys are involved. Ms. Kent wanted to know about the Lake Briarwood sea wall inspection process. Teri Markovits had nothing to say, but was here for Lake Briarwood. Jim Chylik "wished" that the Village would pass an ordinance for businesses to clear snow off their sidewalks. A discussion took place involving customers making this request of the businesses. The Mayor requested that a letter from the Manager's office be sent to businesses requesting that they clean snow off of the sidewalks in front of their businesses. Kevin Lehan raised a concern about a recently passed Alarm Ordinance that uses a single vendor, ADT. It was explained that Northwest Central Dispatch made the decision to contract with ADT and the Village's ordinance allowed us to continue utilizing Northwest Central Dispatch with ADT. Mr. Lehan expressed numerous issues with the ordinance including competitiveness issues. Trustee Polit suggested Mr. Lehan write a letter to the Village Manager. Max Romanowicz had nothing for the group. Louis Bowers raised a concern about the unfinished aspect of the four fence openings along Boxwood and Randhurst. These openings become muddy and messy as people walk through them. Randhurst will take care of the situation, but not immediately. The area in question belongs to the homeowners up to the curb. Tom Manion complimented Mount Prospect on the excellent job of snow plowing. He asked about the project at Edward /Prospect. He was encouraged to attend the Planning and Zoning meetings held on Thursdays. All Planning and Zoning meetings are posted on the Village's web site. Richard Feerick was here to observe this process. He observed that Mount Prospect is doing a better job of communicating with residents than most surrounding communities and he appreciated what the Village is doing. Greg O'Brien who is a Mount Prospect resident and an Elk Grove Township Trustee, was here to listen. Zenon Golba raised a concern about his neighbor's storage of grass clipping and the odor these clipping produce. The address is 113 N Louis. Health Inspector Cheryl Scherbaum has assessed the situation. Trustee Hoefert suggested that the ordinance be reviewed so offensive smell is considered a public nuisance. Dave Strahl will discuss the issue with Ms. Scherbaum. Tom Tesky brought in a table top catapult that humorously referred to a previous Coffee with Council session.
