Zadel www.mounWrospecf.org Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, December 10, 2011 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Mayor Irvana Wilks, Trustee Steven Polit, and Trustee John Matuszak, Representing Staff was Community Development Director Bill Cooney. Residents in Attendance Mel Holec Quince Lane Ken Koeppen Linneman Road Walter Szymczak Eastwood Avenue Jan Kent Briarwood Drive Romaine Campise Briarwood Drive Tom Tezky School Street Anita Taylor Burning Bush Lane Max Romanowicz Ardyce Lane Louis Bowers Boxwood Drive Carol Tortorello Elmhurst Avenue Mayor Wilks opened the meeting with general remarks, introduced the Trustees in attendance and then moved to the resident portion of the meeting. Mel Holec, Quince Lane — Mr. Holee inquired about the electrical aggregation opportunities that the Village was considering. There was extensive discussion related to how electricity is provided to both residential and commercial customers and how aggregation may or may not be beneficial to the community. The Mayor advised that this matter would be going for a vote at referendum in the upcoming election. The Village Board has worked with neighboring communities to address the best pricing for the community. Ken Koeppen, Linneman Road — Mr. Koeppen inquired whether the Village was benefiting financially from the Rivers Casino in Des Plaines. Trustee Polit stated that the Village does not receive any revenue from the casino. There had been discussion years ago when Rosemont was attempting to get a casino in their town that they may share revenues with surrounding communities, but this was not a part of the Des Plaines situation. Walter Szymczak, Eastwood Avenue — Mr. Szymczak stated he felt that the northbound left turn lane on eastbound Central Road at Northwest Highway was an unsafe situation. He stated that as you cross the tracks and if your desire is to turn left, there is very little stacking room for cars. He felt this was Coffee with Council Minutes Page 1 of 3 December 10, 2011 unsafe with the railroad tracks and that the left turn lane should be eliminated. There was a very thorough discussion regarding this matter and a general consensus that the left turn lane should be maintained due to the high demand for the turning movement and the safety record at that intersection. Jan Kent, Briarwood Drive — Ms. Kent thanked the board for their commitment and investment in her neighborhood. She indicated that the sanitary sewer project had been completed. She also inquired about the status of the potential annexation of the Lynn Court Apartment Complex. Mr. Cooney stated that the Village was continuing to pursue this matter and that annexation would likely be initiated sometime during the first quarter of 2012. Romaine Campise, Briarwood Drive — Ms. Campise said she was also a resident of the Lake Briarwood neighborhood and had concerns with the amount of garbage that has come into Lake Briarwood from the adjacent Lost Creek development. She stated that she had previously contacted Staff regarding this matter, but has not heard back on any action that had taken place. Mr. Cooney stated that he would follow -up with appropriate Staff regarding this matter and that staff would provide an update for Ms. Campise. Trustee Matuszak also suggested contacting the Army Corps of Engineers and possibly IEPA to address any concerns with garbage coming through the waterway system. Tom Tezky, School Street -- Mr. Tezky asked if anyone knew the status of a raccoon that was hit by a car in front of his home. He stated that he had called the Village regarding this matter and that the raccoon was gone thirty (30) minutes later. Mr. Cooney stated that he did not know the specific details of the situation, but it sounds like the animal was able to walk away on its own. Anita Taylor, Burning Bush Lane — Ms. Taylor inquired on the upcoming garbage fee increase of twenty -five (25) dollars. She asked how this would be billed and was informed that the bills would likely be sent out on a quarterly basis. Max Romanowicz, Ardyce Lane -- Mr. Romanowicz indicated he is concerned about the amount of ash trees he has recently seen that look like they are going to be cut down by the Village. He stated that he had read Arlington Heights had put a moratorium on cutting down these trees and was curious if the Village was considering doing the same. The Mayor explained how the Emerald Ash Borer affects trees and why it is necessary to cut down trees immediately to mitigate the spread of the disease. Mr. Romanowicz was assured that the Village would not cut down any trees that were not necessary. Louis Bowers, Boxwood Drive -- Mr. Bowers inquired if the developer of Randhurst Village had been contacted regarding installing sidewalks along the eastern access points into the Boxwood neighborhood. Mr. Cooney stated that his Staff has been working with Casto (owner /developer of Randhurst Village) to coordinate the pedestrian access points to the Boxwood neighborhood. He indicated that the improvements would most likely not happen until next spring. Mr. Bowers then inquired about the validity of riding bicycles on sidewalks in Mount Prospect. It was his understanding that it was illegal to ride a bicycle on a sidewalk. Mr. Polit stated as a home -rule community, Mount Prospect can allow and does allow bicycle riding on sidewalks. Carol Tortorello, Elmhurst Avenue — Ms. Tortorello indicated she recently paid multiple bills at the Finance Department. She said it was the first time she ever received receipts for her transactions and inquired why that was the case since she did not want one. Mr. Cooney stated he would talk with the Finance Department regarding whether a receipt is a necessary step in the process.
