V. CHAPTER 13 ORDINANCE CHANGE
Cost Plus World Market is a retail chain, similar to Pier One, that plans to occupy space at Randhurst.
Part of the World Market business model is the sale of packaged imported beer, wine and spirits. Our
current Liquor Code would permit such sales only in supermarkets. World Market is not a supermarket
and although it has an extensive food section, its primary sales relate to imported home furnishing
goods. They have requested a new license classification that would allow them to operate according to
their standard business model.
Rather than create a new classification, we have expanded the existing P -2 (Supermarket) license
classification to include "a premises where the primary business is the sale of goods and products
other than alcoholic beverages" rather than "a premises where the primary business is the sale of
groceries and related products."
Appropriate staff will be on hand to answer questions and facilitate discussion.
VI. CRIME FREE HOUSING
The Village Board implemented the Crime Free Housing Ordinance in March of 2007. At the time of
implementation the Village was again taking a leadership role in being proactive in addressing "chronic
public nuisances" that can negatively impact property values, housing stock and calls for service. This
ordinance has worked very well in providing staff the tools necessary to address these nuisance
issues; however, there are some current limitations in the ordinance that has limited staff's ability to
address unique issues or issues that are repeatedly problematic but do not meet the threshold for
action. The chronic nature of such nuisances are no less critical to the effective enforcement of the
ordinance, but staff is recommending some modifications to the ordinance that will allow more effective
enforcement of nuisance violations sooner and before additional resources are expended leading to
quicker action that can be undertaken to eliminate a nuisance.
Staff is requesting some modifications to the definition that sets the threshold of "chronic public
nuisances" to reduce the number that are considered "chronic" and expanding the area that such a
violation can occur to be considered "chronic" to be the entire Village instead of just the rental
property. In addition to clarifying the purpose of the ordinance and inclusion of the definition of a felony
offense as a nuisance as part of the lease addendum. Several housekeeping items are also included
for consideration for clarification purposes.
The Assistant Village Attorney and staff from the Police and Community Development Departments
will be present to facilitate the discussion.
VII. WIRELESS FIRE ALARMS
The Mount Prospect Fire Prevention Bureau began researching radio monitoring after several other
fire departments associated with Northwest Central Dispatch (NWCD) started using radios to monitor
their fire alarm systems. Recent updates in radio technology, the increased cost of phone lines, and
the frequent failure of phone systems has sparked interest in the feasibility of radio monitoring of fire
alarm systems. Mount Prospect has approximately 350 fire alarms being monitored. The Village Code
states that all required commercial fire alarm systems must be monitored. Currently, monitoring
consists of either a central station or direct connection. Radio monitoring, however, is not permitted in
the Village of Mount Prospect's current Fire Prevention Code. A review of the Village's current fire
alarm monitoring systems and Fire Prevention Code requirements indicates area of improvement.
The proposed Village of Mount Prospect's Fire Prevention Code Ordinance modification would allow
for radio monitoring of fire alarm system via a wireless radio network connected to NWCD.
Appropriate staff will be available to answer questions and facilitate discussion.
VIII. VEHICLE LICENSING SOFTWARE AND ORDER FULFILLMENT SERVICES
Village issued vehicle licenses are required for every automobile, motorcycle, truck, tractor and bus
registered in Mount Prospect. To manage the licensing process the Village currently utilizes a custom
written program that is outdated and lacks certain features such as on -line purchase of licenses.
Village staff has identified a comprehensive web -based vehicle licensing software solution developed
by Third Millennium Associates to complement the Village -wide ERP system.
The Village currently contracts with Third Millennium to provide our vehicle license and utility bill
mailing service. In addition to providing a software solution to manage the licensing process, Third
Millennium also offers vehicle license order fulfillment for first -time and renewal license purchases that
are processed through their on -line module or the post office lock box. Both the software solution and
order fulfillment service are expected to increase customer service and improve efficiencies within the
department.
Appropriate staff will be on hand to make a presentation and to answer questions and facilitate
discussion.
