OCTOBER 10, 1995
' I CALL TO ORDER ~
Mayor Gerald Farley called the meeting to order at 7.32 p m . Present at the
meeting were Mayor Gerald L Farley, Trustees T~mothy Corcoran, R~chard
Hendncks, Paul Hoefert, Michaele Skowron, and Irvana Wilks Trustee Clowes
arnved at 7.36 p m Also present were V~llage Manager M~chae[ Janon~s,
Assistant V~llage Manager Davrd Strahl, Publ~cWorks Director Glen Andler, Deputy
Pubhc Works D~rector Sean Dorsey and Village Engineer Jeff Wulbecker

IV ROUTE 83 RECONSTRUCTION PROJECT iGOLF ROAD TO ROUTE 14)
"~' Mayor Gerald Farley prowded general introduct~on of this topic He stated the
Village Board has previously rejected the original plan proposed by IDOT. Th~s
rejecbon was made in March of 1994 through a letter sent d~rectly to Ilhnols
Department of Transportabon ' Smca that rejecbon by the Village Board, the
V~llage staff has worked w~th State elected officials and IDOT to get the roadway
revised to a point where ~t would m~mm~ze d~srupbon and ~mpact on the
commumty He ~s requesbng the Village Board come to some type of consensus
by the end of the meeting in order to prowde d~recbon to the staff to further direct
the project w~th IDOT
Village Manager Janonis stated that after the Village Board rejecbon, staff entered
into extenmve d~scusmons which lasted approximately 18 months Staff focused
on ~mprowng the roadway and reconstrucbng the roadway at the same t~me
minimizing the ~mpact on the remdents and the taking of right-of-way of residents
along the Route The total cost of the project has been reduced from
approximately $7 mdhon to $4 m~lhon
Patrick Pechinck, IDOT Project Engineer, spoke He stated there has been
extenmve open d~alogue between the Vdlage staff and IDOT to come to th~s
rewsed plan which ~s to be presented tomght He stated that assuming the Vdlage
Board approves the rewsed plan, IDOT will designate this as a priority project and
wdl attempt to*get funding for the project as early as 1997, ~f posmble
Christopher Snyder, IDOT Project Manager, spoke ~He stated th~s project was
originally envisioned m the 1980s However, funding hm~tat~ons at that t~me hm~ted
the eng~neenng necessary for th~s proJect to proceed The roadway has basically
outhved ~ts useful hfe and Is m bad need of reconstrucbon .The focus of the
improvements w~ll be to ~mprove traffic flow and safety Mr Snyder prowded a
general overview of the original plan as submitted by IDOT to the Vdlage Board
~n 1994 He then provided a general overview of the rewsed plans which have
been submitted for the Vdlage Board to rewew this evemng Among the~}tems
revised - t, ~
1 Golf Road ~ntersecbon with Route 83 has been redesigned to ehm~nate the
dual left turn lanes as ong~nally proposed
2 There wdl be four 11-foot lanes compared to the previous five 12-foot lanes
Left turn lanes wdl be ~nstalled at Lonnqu~st and Councd Trad
3 The center hne of the roadway has been sh~fted east or W~st to-m~mm~ze
-the right-of-way 'necessary for the ~mprovement and to include some
p~arkway between the road and the s~dewalks ,., ~, , . ,,, ,
4 ~The barrier islands as prewously proposed at P~ne and Wille h~ve been

7 Tree removal has been reduced from approximately 75% to an estimated
47% However, it is assumed that some trees w~ll be removed m addition
to the 47% due to possible damage to the root systems dunng the
construction process
8 ' Right-of-way is needed from only four properties compared to the previous
needs of the ong~nal plan , ~ ~
He further stated that ~t would be their Intent~on to keep one lane open m e~ther
d~rect~on, however, in order to speed the p?oject along, he would recommend a
detour be ~mplemented for southbound traffic and one lane north remain open
'- ,dunng the construction phase He felt that w~th the detour ~n place, the vast
majority of the work could be completed w~th~n one coqstrucbon season. He also
stated that business access would be maintained dunng the construction process
General comments of the V~llage Board members ~ncluded the following ~tems
A d~scuss~on ensued concerning the type of material to be used, whether it was
concrete or blacktop A d~scuss~on concerning the t~me frame of the proJect and
possible detours dunng pawng operations Some Board members requested IDOT
consider restricting truck traffic dunng the construction phase ' Board members
were also concerned about bus~ness access dunng the construction phase A
, concern was raised relating to the sh~ftmg of the roadway center hne
IDOT representative Chns Snyder respon~ded to ti:lese ''~ ~ ~
questions by stating that ~n
all hkehhood, some truck detours would be necessary due to the hm~ted w~dth of
the single lane open during the construction phase' Also, the shifting of the center
hne ~s so m~nor, he felt that typical drivers would not not~ce the change :
Tom Gallanis, 606 Can. Dora, spoke He stated that he feels th~s 15roposed rewsed
~ proposal is a done deal and he does not see how,safety w~!l be ~mproved by th~s
~mprovement ,
Manager Janonis stated that staff would not have brought th~s proposal forward
w~thout extensive d~scuss~on m an attempt to address ~ssues which the Board had
previously d~scussed m 1994
Semna Allen, 419 South I-Oka, stated she ~s a new resident and feels that the
State's overall goal ~s to Increase traffic on th~s street and has concerns that there
may be plans to ~ncrease the speed on the street after the construcbor~ is
completed
IDOT,responded that ~n order' to ~ncreas~ traffic, there would have to be an
~ncrease in the number of lanes to handle more vehicles
Manager Janonis stated that the 30 m~le-per-hour speed hmlt has been determined
to be adequate by the Wllag~ and IDOT and a consideration for Iowenng the
speed further would not be possible without an IDOT study showing the need for
the~reducbon He stated the Village has ~mplemented a significant speed
enforcement effort along Rdute 83 over the~ pa, st 18 months and has written over
200 bckets for speeding
Conrad Majeski, 205 Orchard, spoke He felt the trees along the street were a
nice feature, unique to,Mount Pro, spe,ct,, ?nd encouraged as many trees be saved
as possible
Thomas Gallanis, Sr., 606 Can. Dota, spoke He felt that too much bme was spent
rewew~ng the ong~nal plan to the audience m order to enhance the value of the
revised plan

Dan Sullivan, 502 South Pine, spoke ~ He asked when Route 83 north of U S 14
would be reconstructed He also requested that IDOT consider reducing speed
north of U 'S' 14 also He stated that he ~s not supportive of any ~mprovements
to th~ ~ntersecbon of Rand, 83 and Kensington
IDOT stated tl~ere are no plans m their five-year t~me frame to even study Route
83 north of U S 14
'Edrth W,lson,'907 South Elmhurst, 'spoke She stated that she has seen an
~ncrease ~n truck traffic over the years and ~s concerned about the s~ze of the
trucks using the road She stated that she has seen 22-wheel trucks ubhzmg the
road and feels that such large tru?ks would dam, age the pavement and shoden ~ts
life
Ken Walter, 318 South Wille, spoke He stated that the Village Board appears to
have addressed many of the items that came out of the original Public Heanng
However, he sbll would request the Police Department enforce the speed hm~t and
weight restncbons aggressively on Route 83 He also requested School Zone
Speed L~m~t s~gns be considered to be placed around St Raymond's School
Georgia Malone, 605 South Elmhurst, spoke She stated that she ~s a new
resident to Mount Prospect and urges the Village Board to reconsider the rewsed
Plan She stated that she wanted to live ~n a mature town and this change to this
street would alter her image of Mount P~ospect She felt that the cars are
currently going too fast on the street now and the ~mprovements w~ll further
increase the speed
June O'Donohue, Five West Orchard Place, spoke ' She requested the Village
Board and IDOT consider changing the numbered State Route des~gnabon from
Route 83 to another roadway.
Mayor Farley read a letter into the record from Ge~)rge Risler, One East Milbum
He stated that Mr R[sler was ~nstrumental ~n garnering the pebbon opposing the
plan as ong~nally proposed by IDOT and is satisfied w~th the rewsed plans as
proposed by IDOT at th~s t~me
Mayor Farley polled the Village Board members to determine their support of the
revised plan as submitted by IDOT.
Trustee Wilks stated she ~s supportive of the revised plan
Trustee Corcoran stated that he still has concems about business access and
would encourage IDOT to make sure the road is (ionstructed to have a 40-year Ige
span. He is supportive of the revised plan as submitted.
Trustee Hoefert stated he ~s suppo~ve of the rewsed plan ever~'though he wished'
Route 83 was not going through the middle of town, he felt this is the least
obtrusive plan possible.
Mayor Farley stated that he ~s supportive of the rewsed plan
Trustee Hendrlcks stated h~ ~s supporave of the rewsed plan
Trustee Clowes stated he ~s suppo~ve of the rewsed plan, however, he would
request a review of lelt-tum restrictions at unslgnalized intersections.
Trustee Skowron stated she ~s supportive of the revised plan also

Consensus of~e Village Board was to d,rect staff t(~ draft app~opriate"documents
~ito IDOT supporting the Revised Plan as approved by the Village Board including
the comments and concems the Board brought up as part of the construction
phase. ......
V. MANAGER'S REPORT

V,llage Manager Janonis reminded the audience that Coffee w~th Council ~s
scheduled for October 14 at 9 00 a m at the Vdlage Hall ~ He also stated that
Make a Difference Day ~s scheduled for October 28 at. Evergreen Park
Boxwood
VI ANY OTHER BUSINESS
Trustee Wilks stated that she has concerns ~bout the revent~e shanng of the
Gaming Tax proposal submitted from the Vdlage of Rosemont She also has
concerns about the Post Office construction project
Mayor Farley stated that the Northwest Municipal Conference wdl be d~scuss~ng
the proposal from Rosemont w~th~n the next couple of weeks and he wdl report
back detads of that d~scuss~on for the Vdlage Board to consider for formal action
at a later date
Motion made by Trustee W~lks and Seconded by Trustee Corcoran to enter ~nto
Closed Session to d~scuss Personnel, specifically regarding h~nng of an
~ndependent contractor ~' '
Village Board members went into Closed Session at 10:15 p.m. Closed Session
ended at 10:40 p.m. There was no formal action taken.

There being no further bus~ness, 'the Committee of the' VVhole meeting was
adjourned at 10 41 p m
