Chairperson Arlene Juracek called the meeting to order at 7:33 p.m. Minutes of the February 28 meeting were
approved, with one minor correction. At 8:33, after the Commission heard three other cases, Ms. Juracek introduced
Case No. PZ-07-02, a request for a Conditional Use to operate an itinerant veterinary clinic. She explained that this
case would be Village Board final.
Judy Connolly, Senior Planner, introduced the staff memorandum for the case. She said that the subject property is a
shopping center located in the B3 Community Shopping zoning district, in the Mount Prospect Plaza Shopping Center.
The petitioner, who represents Luv My Pet, is seeking Conditional Use approval to operate an itinerant veterinary
clinic inside the newly opened Petco Store.
Ms. Connolly reported that the petitioner appeared before the Zoning Board four years ago with the same request, but
for a different Petco Store, which has since closed. Similar to the previous case, the clinic would operate on
alternating Sunday afternoons for two hours each Sunday. Ms. Connolly said that the scope of services would be
limited to vaccinations for dogs, cats, and ferrets and taking samples for routine lab tests. Licensed vets, who work for
Luv My Pet, would do the work. Also, they would recommend any appropriate full vet services as indicated necessary
by their exam.
Ms. Connolly pointed out that the floor plan included in each Commissioner's packet shows that the vet clinic would
be located in the rear of the store and would consist of four 2'x4' tables - one table for the Customer Service
Representative, who would greet or check-in the customer, one table for the cashier, and two tables placed together to
create a 2'x8' exam table. She said that the locations of the tables comply with ADA requirements for accessibility.
Ms. Connolly said the subject site is zoned B3 Community Shopping. "Animal Hospitals" are listed as Conditional
Uses in the B3 district. The proposed Luv My Pet facility falls under the definition of Animal Hospital given in the
Zoning Ordinance. Therefore, the proposal requires approval of a Conditional Use by the Village Board, following a
public hearing and recommendation by the Planning and Zoning Commission. In order to approve the request, the
Board has to find that the Conditional Use meets the standards listed in the Zoning Ordinance. The proposed use
would be located in an existing structure (new Petco Store) and no alterations to the structure or site are proposed. The
site is currently used as a retail center and the proposed use will not significantly impact the intensity of the center with
respect to traffic volume or noise since the vet clinic's customer base would most likely shop at the Petco Store in the
first place and get the vaccinations as they do their shopping.

Ms. Connolly summarized the case and stated that the veterinary clinic is located in an existing shopping center and
operates on a limited schedule. The use will have limited impact on the adjacent neighborhoods or other tenants in the
shopping center. The site will comply with the Conditional Use standards contained in the Zoning Ordinance. Based
on these findings, Staff recommends that the Planning and Zoning Commission make a recommendation to the Village
Board to approve a Conditional Use to operate a veterinary clinic at the Petco Store in the Mount Prospect Plaza, Case
No. PZ-07-02, with the following conditions:
1. The scope of services will be limited to administering vaccinations and taking samples (blood, etc.) for routine
tests only;
2. Animals will not be boarded on-site;
3. Veterinary services will be provided no more than two (2) days per month, up to two hours;
4. All activity will be conducted inside the store;
5. Treatment tables and cashier tables will be situated to maintain a minimum 36" wide passage in all aisles, as
required by the American with Disabilities Act.
Arlene Juracek asked if the vet clinic would be limited to two weekends per month regardless of the calendar. Ms.
Connolly said yes.
Lynda Ernst was sworn in and testified that this Petco Store is much larger than the previous Mount Prospect Petco
store they had been located in. Ms. Juracek asked how many clients they served at the old location. Ms. Ernst said 15,
every other weekend. Ms. Ernst pointed out that the other store was never able to build up their business because the
Rte. 83 construction began as soon as they opened in May of 1998. She said that they are located in 25 stores in
Illinois and Indiana and many stores handle 80 pets every two weeks. She also said they do not take appointments.
Ms. Juracek reminded the petitioner that if they decided to be at the location more than two days or more than 2 hours
per day they would need to come before the Board again. The petitioner said that she understood this requirement.
Ms. Juracek closed the public hearing at 8:42.
Richard Rogers moved to recommend approval of the request for a Conditional Use to operate an itinerant veterinary
clinic for Case No. PZ-07-02. Leo Floros seconded the motion.

Motion was approved 7-0.
At 8:55 p.m., after hearing another case, Richard Rogers made a motion to adjourn, seconded by Joseph Donnelly.
The motion was approved by a voice vote and the meeting was adjourned.
