JANONIS PROJECT ENGINEER MAY 2, 2002 2002 CDBG SIDEWALK PROGRAM Sealed bids for the 2001 CDBG Sidewalk Program were publicly opened and read aloud on April 30, 2002 at 10:00 A.M. A bid notice was posted in a local newspaper as required prior to the opening. The project consists of the installation of handicap accessible sidewalk ramps at various intersections throughout the Village. Bids Results Four contractors who received Bid Proposal Packets submitted bids. The bids ranged from a Iow of $67,270.00 by G. and M., Inc. to a high of $84,460.00 by Meridian Construction Company, Inc.. The Engineer's estimate for the project is $78,825;00~ All bidders submitted Bid Bonds in the amount of 5% of their total bids as required in the Bid Proposal Packet. All bids were checked for their accuracy. All bidders correctly signed their bids and bid bonds. Below is a summary of the bids: G. and M., Inc. Schroeder and Schroeder, Inc. Globe Construction, Inc. Meridian Construction Company, Inc. $67,270.00 $81,340.00 $83,96O.OO $84,46O.0O Engineer's Estimate $78,825.00 Discussion The Iow bidder, G. and M., Inc., successfully completed the 2000 Shared Cost Sidewalk Program, the 2001 Sidewalk Improvement Programs, and the 2001 CDBG Sidewalk Program. Their work has been acceptable. The total budget for the 2002 CDBG Sidewalk Program is $80,000.00. age 2 May 2, 2002 2002 CDBG Sidewalk Program Recommendation The Contractor's Bid is based on estimated quantities. The bid in the amount of $67,270.00 is within the total budget for the 2002 CDBG Sidewalk Program. We recommend the contract for the 2002 CDBG Sidewalk Program be awarded to the bidder, G. and M., Inc., in an amount not to exceed $80,000.00 to cover the full amount budgeted for the program. JANONIS PROJECT ENGINEER MAY 2, 2002 2002 SIDEWALK IMPROVEMENT AND SHARED COST PROGRAMS Backqround Sealed bids for the 2002 Sidewalk Improvement Programs were publicly opened and read aloud on April 30, 2002 at 10:00 A.M. This project combines three programs: the Shared Cost Sidewalk Program, the Sidewalk Improvement Program, and the Sidewalk Construction Program. The Shared Cost Sidewalk Program is dependent upon resident participation and includes replacing sidewalk throughout the Village. The Sidewalk Improvement Program includes replacing uneven sidewalk and targets the northeast area of the Village this year. The Sidewalk Construction Program includes the installation of new sidewalk. Three locations are targeted. One is on the north side of Golf Road, from Elmhurst Road (Rt. 83) to Country Lane; another is on the west side of EImhurst Road, north and south of Huntington Commons Road; and the third area is on the north side of Kensington Road from Brentwood Lane to Westgate Road. Bids Results All six contractors who received Bid Proposal Packets submitted bids. The bids ranged from a low of $138,815.00 by Strada Construction Company to a high of $238;052.50 by Alliance Contractors, Inc.. The Engineer's estimate for the project is $181,600.00. All bidders submitted Bid Bonds in the amount of 5% of their total bids as required in the Bid Proposal Packet. All bids were checked for their accuracy. Alliance Contractors, Inc. $138,815.00 $148,640.00 $189,000.00 $199,457.50 $200,549.00 $238,052.50 Engineer's Estimate $181,600.00 age 2 May 2, 2002 2002 Sidewalk Improvement Programs Discussion The iow bidder, Strada Construction Company, is prequalified by the Illinois Department of Transportation for projects up to $450,000.00 This will be the first project in the Village for Strada Construction Company. We obtained three municipal references and contacted them concerning the quality of work completed by Strada Construction Company. All three references provided positive comments about Strada's work. The 2002 Sidewalk Improvement and Shared Cost Programs combines funds available in three accounts: Shared Cost Sidewalk account, Sidewalk Improvement account, and Sidewalk Construction account. The Shared Cost Sidewalk account includes reimbursements to residents for work completed by their own contractors. The available budgeted funds for the Shared Cost Sidewalk account are $95,400.00. The available budgeted funds for the Sidewalk Improvement account are $63,000.00. The available budgeted funds for the Sidewalk Construction accounts are $96,474.00. The total budget for the combined 2002 Sidewalk Improvement Programs is $254,874.00. Recommendation The Contractor's bid is based on estimated quantities. The lowest bid, in the amount of $138,815.00, is within the total budget for the 2002 Sidewalk Improvement and Shared Cost Programs. We recommend the contract for the 2002 Sidewalk Improvement and Shared Cost Programs to be awarded to the Iow bidder, Strada Construction Company in an amount not to exceed $254,874.00 to cover the full amount budgeted for the three programs. JANONIS PROJECT ENGINEER MAY 2, 2002 2002 POND REHABILITATION PROJECT KENSINGTON BUSINESS PARK- POND #4a ENGINEERING DESIGN RECOMMENDATION Background During the development of the Kensington Business Park in the 1980's, the Village of Mount Prospect agreed to assist the park's management company in maintaining the 11 retention basins within the park. The Village would be responsible for any future dredging work so that the water depth of the ponds conformed to the design requirements. In addition, the Village would maintain and repair the inflow and outflow structures in each of the ponds. The park's management company would be responsible for weed control, chemical treatment and maintenance of the wells and aerators in the ponds themselves. The care of the lawn around the ponds would also be the responsibility of the park. According to the plats of the park, the ponds are owned by the adjoining property owners. The Village only has access easements t6 the ponds for dredging purposes. In 1998, a report was completed that evaluated the condition of each of the retention basins ~vithin the park. The report included a hydrologic and hydraulic analysis as ~vell as a sediment depth survey of the ponds. Based on this survey, pond ff4a shows a significant amount of sediment has accumulated resulting in an average depth of only three feet. To improve water quality and return the pond to its designed depth, the rep0?t recommended that a dredging and bank stabilization project occur at pond #4a (map attached). In March 2002, the Public Works Staff sent a Request for Proposal for design services to six engineering firms. The scope of the project includes excavation and disposal of the sediment as well as regrading pond #4a to achieve a greater depth. Also, stabilization of the bank is to be incorporated into the project as well as any repairs or adjustments that may need to be made to the inflow and outflow structures. Finally, numerous local, state and federal agencies are to be contacted and permits obtained from those agencies that regulate such work. Proposal Results Three firms returned proposals on April 5, 2002. The proposals supplied references of past work and qualifications of the personnel who would be involved in the design. Stanley Consultants, Inc. $32,128.00 $42,232.00 $69,689.00 age two... 2002 Pond Rehabilitation Project May 2, 2002 Discussion Upon review of the proposals, the cost differential between the three firms can be primarily attributed to the number of hours expected to be spent on the design as well as the soil testing to determine the appropriate method to dispose of the sediment. Stanley Consultants, while having experience in stormwater management as like the other firms, appear to have allocated a significant amount more time than necessary to complete a quality project. Smith Engineering, the low bidder on the proposal, identifies additional costs (not quantified) that the Village may be responsible for during the design. Time and materials for some permitting and any resubmittals to various agencies will be charged to the Village. Also, the cost of soil testing is for classification only. Analytical testing, which is critical to determine how the sediment is to be disposed, was omitted from the proposal and indicated it would be performed under a separate contract. Given some of the unknown costs from Smith Engineering's proposal, Ciorba Group's cost is actually comparable. Ciorba Group's proposal included complete soil testing as well as a fixed price to obtain all necessary permits. They have performed many stormwater management projects in Cook County and are, therefore, familiar with the process of obtaining permits in our area. Ciorba Group also has previous dredging experience including recently providing engineering services for th~ Village of Schaumburg Municipal Pond Project. They have also provided engineering services for the Village of Mount Prospect on projects such as the Central Road Street Light Project and Algonquin/Busse/Dempster Street Light Project. With each of these projects in the Village, their work has been acceptable. Finally, their approach to our project included creative options such as bioengineering methods for bank stabilization and settling basins in the pond to prolong having to rehabilitate the pond again in the near future. They provided us a complete proposal to which the Public Works Staff is confident Ciorba Group can do a quality j ob. Recommendation Therefore, it is the Public Works Staff's recommendation that the proposal submitted by Ciorba Group, Inc. for engineering design of the 2002 Pond Rehabilitation Project be accepted at the May 7, 2002 Village Board meeting with a not to exceed amount of $42,232.00. There are funds appropriated in the 2002 Annual Budget for this proposed expenditure (page 293). Public Works Staff will be in attendance at the Village Board meeting to answer any questions. JANONIS PROJECT ENGINEER MAY 2, 2002 2002 BRIDGE REHABILITATION PROJECT ENGINEERING DESIGN RECOMMENDATION Background In 2001, the Village of Mount Prospect delivered a Request for Proposal to five engineering firms to inspect and provide rehabilitation recommendations for twelve bridges under the Village's jurisdiction. Based on Public Works Staff's recommendation, the Village Board of Trustees agreed to retain the services of Ciorba Group, Inc. of Chicago, Illinois to complete thc report. Their report included a list of necessary repairs and estimate of cost for the repairs of each of the twelve bridges as well as a multi-year repair schedule. Ciorba Group's staff and workmanship met the expectations of Public Works Staff and, ultimately, they provided thc Village a quality report. En~ineeriml Design Proposal Based on their familiarity with the bridges, the Public Works Staff.peked Ciorba Group to submit a proposal to design the repair work of those bridges that were identified to be rehabilitated in 2002. A proposal was submitted on April 16, 2002 for the engineering design of the following bridges (map attached): 1. William Street Bridge 2. See-Gm Avenue Bridge 3. Wolf Road Bridge 4. Burning Bush Lane Bridge 5. Business Center Drive Bridge 6. Feehanville Drive Bridge Major work will include removal and replacement of the William Street Bridge superstructure and installing a new deck surface to the See-Gm Avenue Bridge. Other work to the bridges includes channel improvements, bank stabilization and minor concrete patching of the structures. The design schedule describes collecting data in May, letting the project in August, starting construction in September and completing construction the end of October. Ciorba Group's proposal included a total fee of $24,847.00 for providing engineering design services. Tasks that were identified to be performed by Ciorba Group included: 1. Data collection 2. Preliminary design 3. Final plan preparation 4. Bidding assistance 5. Attending meetings 002 Bridge Rehabilitation Project May 2, 2002 In addition, permits will need to be obtained from the Illinois Department of Transportation Bridge Office Bureau of Local Roads. Ciorba Group's proposal includes the responsibility for submitting and obtaining the necessary permits from IDOT. Discussion Based on their qualifications, Ciorba Group appears to be capable of completing the project at hand. Recently, Ciorba Group provided structural engineering services to the City of Chicago, City of Evanston and Village of Palatine for replacement of various bridges. Ciorba Group has also provided engineering services for the Village of Mount Prospect on projects such as the Central Road Street Light Project and Algonquin/Busse/Dempster Street Light Project. With each of these projects in the Village, their work has been acceptable. Because of the size of the project, number of tasks involved in order to reach the construction phase, and the complexity of the engineering involved in the design, Ciorba Group's total fee is reasonable. Recommendation Therefore, it is the Public Works Staff's recommendation that the proposal submitted by Ciorba Group, Inc. for engineering design of the 2002 Bridge Rehabilitation Project be accepted at the May 7, 2002 Village Board meeting with a not to exceed amount of $24,847.00. There are funds appropriated in the 2002 Annual Budget for this proposed expenditure (page 294). Public Works Staff will be in attendance at the Village Board meeting to answer any questions.
