BUILDING SAFETY WEEK ALCOHOL AWARENESS MONTH APPOINTMENTS APPROVE BILLS Mayor Fadey stated that the next item on the agenda, "APPROVE BILLS AND FINANCIAL REPORT" noted by an asterisk, as well as all items further listed in that manner, would be considered with one vote, as business item "IX. CONSENT AGENDA." MAYOR'S REPORT Mayor Farley presented the following proclamations: · International Building Safety Week, April 7-13, 2002 · Alcohol Awareness Month, April, 2002 APPOINTMENTS There were no Board or Commission appointments. CITIZENS TO BE HEARD COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Robert Goldwaith, Mount Prospect Jaycees Treasurer, presented a request to have the fees waived and costs shared, in conjunction with the annual Jaycees carnival, scheduled for May 22-27, 2002. Trustee Wilks, seconded by Trustee Zadel move to approve the above request on behalf of the Mount Prospect Jaycees. CONSENT AGENDA: BILLS STREET RESURFACING, AMERICAN GEO- ENGINEERING, INC. Ayes: Lohrstorfer, Skowron, Wilks, Zadel Nays: None CONSENT AGENDA Trustee Skowron, seconded by Trustee Zadel, moved to approve the following business items: Bills, dated March 27, 2002; Request for Board acceptance of proposal from American GeoEngineering, Inc. for 2002 Street Resurfacing and Reconstruction Program, not to exceed $80,000. Upon reft call: Motion carried. Ayes: Lohrstorfer, Skowron, Wilks, Zadel Nays: None PZ03-02 AMEND ORD. 3604, RANDHURS~ COSTCO ORD. NO. 5238 AMEND ORD. 3147, HOUSING REHABLOANS ORD. NO. 5239 OLD BUSINESS An ordinance was presented for second reading to amend Ordinance No. 3604, passed February 4, 1986, approving a Planned Unit Development (PUD) for the development of Randhurst (Mall) Shopping Center. The proposed ordinance would allow the construction of Costco, a one-story, 150,586 square foot wholesale store, in the space formedy occupied by Montgomery Ward. Additionally, its approval would grant a variation for outdoor storage/display of two automobiles on the parking lot. There was discussion relative to one of the conditions in the proposed ordinance which addresses the material used for the exterior of the building. It was determined that the plans, as originally submitted by the petitioner, should be approved, rather than what was suggested by the Planning and Zoning Commission and appears in the ordinance as "SECTION THREE, Condition G." Trustee Wilks, seconded by Trustee Zadel, moved for approval of Ordinance No. 5238, as revised: AN ORDINANCE AMENDING ORDINANCE NO. 3604 RELATIVE TO THE PLANNED UNIT DEVELOPMENT GOVERNING RANDHURST SHOPPING CENTER Upon roll call: Motion carded. Ayes: Fadey, Lohrstorfer, Skowron, Wilks, Zadel Nays: None An ordinance was presented for second reading to amend Ordinance No. 3147, passed October 6, 1981, which established a Housing Rehabilitation Loan Program. That ordinance stipulated that the interest-free loans administered by the Village should be repaid in 20 years, or upon sale of transfer of title. The proposed ordinance was revised after its first reading to increase the maximum loan amount for the rehab program from $15,000 to $25,000 and to defer the requirement that that the loans be paid after a 20-year term, until April 2, 2004. Trustee Zadel, seconded by Trustee Skowron, moved for approval of Ordinance No. 5239: AN ORDINANCE AMENDING ORDINANCE NO. 3147 FOR THE ESTABLISHMENT OF A HOUSING REHABILITATION LOAN PROGRAM AND STANDARDS AND PROCEDURES IN CONNECTION THEREVVITH IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS 2 LIBRARY REFERENDUM RESULTS RES. NO. 19-02 AMEND CH. 18 (TRAFFIC CODE) STOPPING, STANDING, PARKING PROSPECT AVE. ORD. NO. 5240 2-HOUR PARKING, NORTHWEST HIGHWAY ORD. NO. 5241 Upon roll call: Motion carried. Ayes: Lohrstorfer, Skowron, Wilks, Zadel Nays: None NEW BUSINESS A resolution was presented, officially stating the results of the Mount Prospect Library referendum, which was on the Mamh 19, 2002 primary election ballot. There were 5,831 YES votes, and 3,820 NO votes, determining whether the Village should issue bonds for the expansion and renovation of the Mount Prospect Library. Trustee Lohrstorfer, seconded by Trustee Zadel, moved for approval of Resolution No. 19-02: A RESOLUTION DECLARING THE RESULTS OF THE PRIMARY ELECTION OF THE VILLAGE OF MOUNT PROSPECT HELD MARCH 19, 2002 Upon roll call: Motion carried. Ayes: Lohrstorfer, Skowron, Wilks, Zadel Nays: None The following recommendations were presented by the Mount Prospect Safety Commission, with Jeff Wulbecker, Village Engineer, providing an overview of each: · 1st reading of an ordinance to amend Chapter 18 by restricting stopping, standing, and parking along a portion of Prospect Avenue, west of Route 83. Trustee Zadel, seconded by Trustee Skowron, moved to waive the rule requiring two readings of an ordinance. Upon roll call: Motion carried. Ayes: Lohrstorfer, Skowron, Wilks, Zadel Nays: None Trustee Zadei, seconded by Trustee Lohrstorfer, moved for approval of Ordinance No. 5240: AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE Upon roll call: Motion carried. RECONVENE RECONVENE The Village Board reconvened in Open Session at 7:57 p.m., with no further business being discussed.
