A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE
COOK COUNTY DEPARTMENT OF HIGHWAYS
RELATIVE TO THE INSTALLATION OF TRAFFIC
SIGNALS AT BUSSE ROAD AND LINCOLN STREET IN THE
VILLAGE OF MOUNT PROSPECT
WHEREAS, the Cook County Department of Highways and the Village of
Mount Prospect have agreed to cooperate in the installation of
traffic signals at the intersection of Busse Road and Lincoln
Street, in the Village of Mount Prospect; and
WHEREAS, the Village of Mount Prospect and the Cook County Highway
Department will share the cost of installation and maintenance of
the subject traffic signal, which costs are specifically set forth
in the Letter of Agreement, attached hereto and hereby made a part
hereof as Exhibit "A"~
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Mayor is hereby authorized to sign and
the Clerk authorized to attest her signature on the Letter of
Agreement
between the Village of Mount Prospect and the Cook County Department
of Highways attached hereto as Exhibit ~A" for the installation of
traffic signals at the intersection of Busse Road and Lincoln Street
in the Village of Mount Prospecto
SECTION TWO: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by laws

LEfTER OF AGREEMRrfT
This Letter of Agreement is to bind the party represented or described above
(hereinafter called "Applicant") and The County of Cook (hereinafter called
County) to the traffic signals installation described as follows:
~p installation of volume-density controlled traffic-actuated traffic
signals at Busse Road and Lincoln Street, within the Villa~e of Mt.
Prospect, as requested by letter captioned from Village ~anager;
including Opticom preemption controls for emergency vehicles,
hereinafter called the Project. The Project's preliminary cost es~imate is
$ 89,000 including $4,000 for preemption controls.
County policy, at intersections of County highways and municipal streets, is
that municipalities are to bear a share of the Project installation and operating
costs. The municipal share is represented by the relative number of approaches to
the intersection for which that municipality is responsible with respect to the
total number of intersection approaches. Accordingly~
l~ Co~~ty will'design and install the Project, cause i~ ~o be rnaintai~ed and
energized. and be responsible for settings and tim~~gs.
2. Applicant will pay its share of the project contract costs, estimated at $46,500,
being comprised of 50% of $85,000, or $42,500, plus $4,000, the preemption control
costs. County wi~~ send the Applicant a statement tor OAe half tþe Appliéant
share ot the contract amount for the signal system and preemption control following
contract award. This amount will be due and payable prior to December 1,1986.
The County will send a second statement for the balance due following contract
completion. The municipality will pay this amount prior to December 1, 1987. Also,
following placing of the system into operation after acceptance, Applicant will:
a. Pay County one half (50%) of the maintenance charges for the traffic signal system
and 100% of the maintenance charges on the preemption control system (Opticom),
within thirty (30) days of County's quarterly (3 month) statements for same,

electrical energy chargesf payable to Commonwealth Edison Company in
accordance with an electrical services contract to be entered into with
that Company and County.
3. ApplicantSs payments to County of its share of the contract and maintenance
charges shall be by check, payable "to the Treasurer for Cook County for
deposit in County's Motor Fuel Tax Account 600-570, and sent (or delivered)
to the County Superintendent of Highways.

If Applicant concurs in the above, thêoriginal and copy of this Letter"of
Agreement should be returned to this Department, each with the attested signature
of Applicant's Chief executive below, and each with an enabling resolution or
official minutes of Applicant's executive board attached, authorizing that
signature and Applicant's assuming its' obligations herein. This Department will
present this Letter of Agreement to the Board of County Commissioners with a
Resolution to be attached and made pa~hereof, which will authorize and bind the
County of Cook and Applicant, their respective successors and assigns, to their
respective obligations herein. The Resolution date will be the effective date
of this Letter of Agreement. This Letter of Agreement shall be voidable in event
County does not award a contract for the Project within four years of the
Resolution data.
