RESOLUTION RELATIVE TO THE PURCHASE OF SEVEN ACRES OF LAND
AT MELAS PARK FROM THE METROPOLITAN SANITARY DISTRICT
OF GREATER CHICAGO FOR THE PURPOSE OF CONSTRUCTING A
MOUNT PROSPECT PUBLIC WORKS FACILITY
WHEREAS, the Metropolitan Sanitary District of Greater Chicago, in 1975,
purchased land within the corporate limits of the VlHage of Mount Prospect, for
the purposes of constructing a retention reservoir; and
WHEREAS, the Village of Mount Prospect, the Metropolitan Sanitary District of
Greater Chicago and the Village of Arlington Heights entered into an inter-
governmental agreement in March, 1977, for the purpose of maintenance and upkeep
of said retention reservoir, pumping station and surrounding properties; and
WHEREAS, the parcel is commonly known as Melas Park and contains approximately
76.5 acres of land; and
WHEREAS, in the interest of keeping Melas Park an attractive recreational facility
for Mount Prospect and surrounding residents, the Village covenanted with the
Metropolitan Sanitary District of Greater Chicago in May, 19819 for the right to
use Melas Park for public recreational purposes including civic celebrations9
carnivals and other purposes incidental thereto; and
WHEREAS, as a result of said agreements, the Village of Mount Prospect has
maintained the parcel at its own expense and has made several improvements to
the site, including the addition of landscaping, utilities and a parking lot~ in order
to enhance the recreational use of the site; and
WHEREAS9 the Village of Mount Prospect has worked with the Mount Prospect Park
District to promote the recreational use of Melas Park including use of a portion
of the site for soccer fields; and
WHEREAS, Melas Park is currently the site of two major community festivals and
other civic and public events; and
WHEREAS, the Village of Mount Prospect has for several years studied the need
for a new Public works facility and through this study, has identified a seven-acre
parcel on the southwest corner of Melas Park as the optimum site for the
const ruction of said fadii ty; and
WHEREAS, on December ¡ 89 1986, the Mayor and several Trustees of the ViHage of
Mount Prospect appeared before the Board of Commissioners of the Metropolitan
Sani tary District of Greater Chicago to formally request, and were granted,
authority to enter into negotiations with the Metropolitan Sanitary District of
Greater Chicago staff for the purchase of said seven acres; and
WHEREAS, during the December 18 meeting, it was stated that the Village of
Mount Prospect and the Metropolitan Sanitary District of Greater Chicago have had
a long, cooperative working relationship; that sufficient acreage was available for a
Public Works facUlty on a corner of the site and also for a proposed MSD
reservoir; that the location of a Public Works facility at Melas Park would enhance
the Village's maintenance capabilities relative to the site; and that its presence
would facilitate greater development of the Park as a recreational facility.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE ViLLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
That the Mayor and Board of Trustees find that it is in the best
Village of Mount Prospect that Meias Park be preserved as a
recreational facility.
SECTION TWO: That the construction of a new Public Works facility on a
seven-acre parcel at the southwest corner of the site will enhance the maintenance,
development and security of Melas Park.
SECTION THREE: That in partial consideration for the right to purchase said
seven acres, the Village of Mount Prospect agrees to continue maintenance of
Me!as Park under the present maintenance agreement with the Metropolitan
Sanitary District of Greater Chicago and to accept the site maintenance responsi-
bilities of the proposed MSD reservoir and future MSO improvements to the site.
SECTiON FOUR: That this Resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.
