BOARD OF FIRE AND POLICE COMMISSIONERS
MINUTES
MAY 6,2003
Present:
Robert McKillop, Chairperson

John Arndt, Commissioner (arrived at 5:48 p.m.)

Chairman McKillop called the meeting to order at 5:35 p.m.
Minutes will be held until the arrival of Commissioner Arndt.
A motion was made by Commissioner Brooks to go into executive session for the purpose of
discussing police personnel. Seconded by Commissioner Bjork.
Ayes: Bjork, Brooks, Cotten, McKillop,
Nays: None
Motion Carried
The meeting reconvened at 5:45 p.m.
Fire Department Lieutenant Promotional Test
Chief Figolah asked the Board for permission to change the testing service back to Dr. Tyler.
Dr. Tyler will design the test to include local questions. After a brief discussion the Board
agreed to the change.
A motion was made by Commissioner Brooks to go back to Dr. Tyler for the Lieutenant
Promotional Test and seconded by Commissioner Bjork.
Ayes: Bjork, Brooks, Cotten, McKillop,
Nays: None Abstain: Arndt
Motion Carried
A motion was made by Commissioner Cotten and seconded by Commissioner Bjork to have the
test consist of 1 ~_O general que~tioI1sa~d 50 local questions.

Nays: None Motion Carried
The Chief also distributed a list of dates for the 2003 Lieutenant Promotional Testing Process.
The list is good for three years and he anticipates one to three people will be leaving over the
next three years. Chief Figolah reviewed the merit and efficiency points for the newest
commISSIoner.
The Chainnan read the letter fÌ'om Mr. Fitzloff to the Board. He requested more infonnation on
the letter he received in December and his status in the interview process. The Board directed
Mr. Hill to send a letter in response to his request.
Mr. Mazur sent the Board a letter requesting to be passed over this time since he recently took a
position in another municipality. Chief Figolah filled the Board in on the necessary background.
After a brief discussion, the Board decided to deny his request.
A motion was made by Commissioner Brooks to deny Mr. Mazur's request. Seconded by
Commissioner Bjork.

Nays: None Motion Carried
There was a discussion regarding the question received fÌ'om Aldor Spann on active reserves
being eligible for college credit. Mr. Hill advised the Board that active reservists would be
eligible for college credit. After a brief discussion, the Board agreed.
A motion was made by Commissioner Brooks to grant active reservists college credit. Seconded
by Commissioner Arndt.

Nays: None Motion Carried
A motion was made by Commissioner Brooks to go into executive session for the purpose of
discussing current litigation. Seconded by Commissioner Arndt.
Ayes: Arndt, Bjork, Brooks, Cotten, McKillop,
Nays: None Motion Carried
The Board reconvened at 6:25 p.m.
Chainnan McKillop asked for any corrections to the April 1, 2003 open meeting minutes.
A motion was made by Commissioner Bjork to accept the minutes of the April 1, 2003 open
meeting. Seconded by Commissioner Arndt.
Ayes: McKillop, Bjork, Arndt
Nays: None Abstain: Cotten, Brooks
Motion Carried
Fire Department Update
Chainnan McKillop told the Fire Chief that the BOFPC would like to review the fire department
oral interview questions at a future meeting.
A new firefighter will be sworn in Thursday, May 8th, and start at the academy Monday, May
lib. Deputy Chief Malcolm thanked the Police Department and complimented them on the fine
job they are doing on the backgrounds for the fire department candidates.
Police Department Update
Chief Eddington gave an update on the department's two new officers. He also filled the Board
in on current recruitment efforts and the police department's new Website.
Police De artment Oral Interview uestions
After some discussion, changes were l11adeto the oral interview questions.
Other Business
There was a brief discussion regarding the Illinois Fire and Police Commissioners Association
Convention in Decatur, Illinois on May 2nd and 3rd, attended by Commissioners Arndt, McKillop
and Bjork.
There was no further business.
A motion was made to adjourn the meeting at 7:20 p.m. by Commissioner Bròoks. Seconded by
Commissioner Cotten.
