BOARD OF FIRE AND POLICE COMMISSIONERS
MINUTES
AUGUST 5, 2003

Chainnan McKillop called the meeting to order at 5:30 p.m.
A motion was made by Commissioner Cotten to go into Closed Session.

A motion was made by Commissioner Cotten to accept the minutes of the June 3, 2003 open
meeting. Seconded by Commissioner Arndt.

Fire Department Update
Deputy Chief Malcolm said there would be an informational meeting with the assessors after the
Assessment Center for the Lieutenant Promotional Exam on Thursday, August 7, 2003. At that
time they will provide the scores from the Assessment Center and discuss the strengths and
weaknesses of the candidates. Five candidates scored over 80% in the pre-screening and were
allowed to go on to the Assessment Center.
Sen!eants Written Test - Police Department
Chief Eddington contacted Stanard and Associates of Chicago regarding the written portion of
the sergeants exam. The department is currently reviewing two options. The first is a standard
test, which would run approximately $110 per candidate. The second option is a test tailored to
Mount Prospect. It would include the Mount Prospect Rules and Regulations. This test would
cost about $6500 in prep work for the exam. The Chief has asked his staff to review the two
options and submit recommendations. These responses will be presented to the BOFPC at a
future meeting.
Police Department Update
Chief Eddington will be conducting an assessment center for the position of Commander in the
next 60 to 90 days.
Deputy Chief Malcolm was excused from the meeting at 5:45 p.m.
Police Oral Interview Questions
Chainnan McKillop conveyed to the Board that Commissioners Brooks and Bjork indicated they
had no problem with the questions, as modified. Chairman McKillop recommended a change in
Question #3. After a brief discussion he asked for a motion to accept the Oral Interview
Questions, as presented with the change in Question #3 striking the word "and" from the second
sentence.
A motion was made by Commissioner Cotten to accept the Recruit Oral Interview Questions
with the correction. Seconded by Commissioner Arndt.

Motion Carried
Chainnan McKillop announced the reappointment of Commissioner Brooks and Commissioner
Cotten to the Board of Fire and Police Commissioners effective June 3, 2003.
Chainnan McKillop commended the Army/Career Page Commander Semkiu put together. He
also commended everyone working on the Chicago Law Enforcement Career Day. The program
is acquiring valuable information for the Board, and he commends the Chief and his staff for
their efforts. John Arndt complimented the Police Department's Annual Report.
There was no further business.
A motion was made to adjourn the meeting by Commissioner Arndt.
