Illinois 60056 Phone 847/870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES OCTOBER 7,2003 Present: Robert McKillop, Chairperson Marie Cotten, Secretary John Arndt, Commissioner Clyde Brooks, Commissioner Richard Eddington, Chief of Police Excused: Claude Bjork, Commissioner Chairman McKillop called the meeting to order at 5:40 p.m. A motion was made by Commissioner Brooks to accept the minutes of the June 3, 2003 open meeting. Seconded by Commissioner Cotten. Ayes: Brooks, Cotten, McKillop Nays: None Abstain: Arndt Motion Carried A motion was made by Commissioner Arndt to accept the minutes of the August 11, 2003 open meeting. Seconded by Commissioner Cotten. Ayes: Arndt, Cotten, McKillop Nays: None Abstain: Brooks Motion Carried A motion was made by Commissioner Arndt to go into Closed Session. Commissioner Brooks. Seconded by Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion Carried The meeting reconvened. Fire Department Update Chairman McKillop passed out a flyer from the Mount Prospect Fire Department announcing the swearing in ceremony for Firefighter/Paramedic Thomas Wang on October 13, 2003 at 4:30 p.m. Peter Fetzer is attending the academy and doing well. Police Department Update Chief Eddington reported Probationary Officer Brian Moise is attending the Police Training Institute in Champaign. Good reports have been received. Deputy Chief Dahlberg and Officer Frank Raus attended an IDOT luncheon for the "Click It or Ticket" campaign. A raffle was held during the luncheon for equipment and the Department received a Laser Radar Gun worth approximately $3500. L.,," Entry Level Requirements and Entry Level Exam - Police Department Discussion was held regarding a memorandum the Commissioners received from the Chief in which he is requesting an adjustment in the college hours versus a language requirement. If an applicant can demonstrate fluency in a foreign language, the college requirement would be reduced by 30 hours. His goal is to widen the pool of applicants and also deal with the language barrier the department is experiencing. . Commissioner Brooks asked the Chief to clarify his request regarding the entrance exam. Chief Eddington said the statistics from the last written test. showed a significant impact on the minority candidates in the grammar portion of the test. The Chief is requesting permission to enter into negotiations with Stanard and Associates to revise this portion of the test. There was a brief discussion. A motion was made by Commissioner Brooks to authorize negotiations with Stanard and Associates to study the impact of what we are now doing and what changes should be made. Seconded by Commissioner Arndt. . Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion Carried A motion was made by Commissioner Brooks to approve the Chief s recommendation in terms of the 30 hours where the appropriate language fluency has been demonstrated. Seconded by Commissioner Cotten. Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion Carried There was no further business to bring before the Board. A motion was made to adjourn the meeting by Commissioner Cotten. Commissioner Arndt.
