Northwest Highway Mount Prospect, Illinois 60056 Phone 847/870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES NOVEMBER 4,2003 Present: Robert McKillop, Chairman John Arndt, Commissioner Claude Bjork, Commissioner Clyde Brooks, Commissioner Richard Eddington, Chief of Police John Malcolm, Deputy Fire Chief Excused: Marie Cotten, Secretary Chairman McKillop called the meeting to order at 5:35 p.m. A motion was made by Commissioner Brooks to accept the minutes of the October 7, 2003 open meeting. Seconded by Commissioner Arndt. Ayes: Arndt, Brooks, McKillop Nays: None Abstain: Bjork Motion Carried A motion was made by Commissioner Brooks to go into Closed Session. Seconded by Commissioner Arndt. Ayes: Arndt, Bjork, Brooks, McKillop Nays: None Motion Carried The meeti~g reconvened at 5:45 p.m. Fire Department Update Deputy Fire Chief Malcolm asked the Board for direction regarding Jason Morrow, a candidate on the eligibility list who has taken a position with the Oak Park Fire Department. When Jason Morrow advised Deputy Chief Malcolm of taking a position with another department, he was informed a letter would be sent for him to sign requesting his name be removed from the eligibility list. He has not responded to the two certified letters or any phone calls since July 9th. The Board concurred no further action needs to be taken. The Fire Department is currently at full staff. The current eligibility list expires December 4, 2004. Thomas Wang is scheduled to graduate from the academy on December 5, 2003. Police Department Update Brian Moise is attending the Police Training Institute in Champaign. Chief Eddington complimented both police and fire on a job well done in apprehending the offenders responsible for the Randhurst fire and the two recent events at the village hall construction site. He commended Investigators Behun and Brogan for the work involved in getting the confessions from the offenders. Recruiting Memorandum distributed. Chief Eddington expressed how pleased he is with the ongoing efforts of the recruiters. Commissioner Brooks asked if it is possible to create a database with the information the recruiters collect at these career fairs. The police department is collecting enough information to contact these candidates regarding a test date. The eligibility list expires in March of 2004. A brief discussion was held on interviewing the next group of candidates, if necessary. There are still candidates on the current list. Entrv level ReQuirements- Police Department Distributed the proposed language change to Chapter 2, Section 8: G Everette Hill, BOFPC Attorney, made changes to the proposed language in Chapter 2, Section 8: G of the BOFPC Rules and Regulations based on the Board's comments at the October meeting and Chief Eddington's recommendation. This was passed out to the Commissioners. Commissioner Bjork asked how it would be determined that the candidate has the ability to read, write and speak fluently. Chief Eddington responded that people from District 214 would be called in to determine this. Commissioner McKillop agrees with using District 214 because they are State Certified. Commissioner Brooks has a concern with the phrase "prevalent in the Chicagoland area." What if it is prevalent in the Chicago metropolitan area, but not Mount Prospect? The Board directed Chief Eddington to ask Mr. Hill to review and comment. . Other Business Commissioner McKillop gave a brief summary on a seminar he attended at the Illinois Fire and Police Commissioner's Association (IFPCA) Conference. It dealt with civil litigation that occurred in the Village of Oak Park. He suggested requesting a tape from the IFPCA when it is available. Commissioner McKillop brought to the Board's attention that Carol Stream BOFPC and other suburban departments videotape all entry-level oral interviews. These tapes would have to be maintained for seven years according to the statute of limitations. The Board discussed the possibility and would like to look into this for the next set of interviews. Commissioner McKillop would like the Board to think about the possibility of conducting the oral interviews after the polygraph and psychological tests are conducted. The reason is the inordinate amount of time and expenditure that is put in to the cost of background checks by the Police Department. An average of 24 to 26 hours of time is spent on background checks. The topic of civil liability was brought up, and a discussion regarding the relationship between the BOFPC, the Village, and Mr. Hill followed. The Board would like Mr. Hill to attend a future meeting to discuss this topic. There was no further business to bring before the Board. A motion was made to adjourn the meeting by Commissioner Arndt. Commissioner Bjork.
