BOARD OF FIRE AND POLICE COMMISSIONERS
MINUTES
December 2, 2003
Present:
John Arndt, Commissioner
Claude Bjork, Commissioner
Marie Cotton, Secretary
Robert McKillop, Chairman
Richard Eddington, Chief of Police
Absent:
Clyde Brooks, Commissioner
Chairman McKillop called the meeting to order at 5:35 p.m.
A motion was made by Commissioner Bjork to approve the minutes of the November 4,
2003, open meeting. Seconded by Commissioner Arndt.
Ayes: Arndt, Bjork, McKillop
Nays: None
Abstain: Cotton Motion Carried
A motion was made by Commissioner Cotten to go into closed session to approve
minutes. Seconded by Commissioner Bjork.
The meeting reconvened at 5:46 p.m.
Officer Hoskinson joined the meeting.
Officer Hoskinson and Chairman McKillop signed the documents discussed in closed
session for the Agreement for Discipline. Chief Eddington stated for the record one of
the great influences in coming to this agreement and bringing to a close an unfortunate
situation was made substantially easier by Officer Hoskinson's outstanding work record,
especially during the last year, where he worked extremely hard on the midnight shift.
The Chairman and the Board wished Officer Hoskinson well.
Police Department Update
Chief Eddington updated the Board on Officer Follmer's military status. Chief Eddington
will be finalizing the Commander selection process this month. There was a brief
discussion on traffic stops and videotaping.
Commissioner McKillop would like to see the oral interviews conducted after the
polygraph, psychological and background checks due to the inordinate costs involved. It
takes anywhere from 22 to 50 hours to do background checks depending on the
complexity of the background checks. After a brief discussion, the Board agreed to
discuss it at a future meeting.
There was also a brief discussion on videqtaping, which will be discussed at a future
meeting.
Rules and Reaulations Chanae
There was some discussion regarding the language for the rules and regulation change
before the Board for waiver of college hours. The Board agreed to table this until the
Commissioner Brooks is present.
A motion was made by Commissioner Bjork to adjourn the meeting. Seconded by
Commissioner Arndt.
