Illinois 60056 Phone 847/870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES FEBRUARY 3, 2004 Police Department Administrativf) Conff)rf)tJçf) Boom Present: John Arndt, Commissioner Claude Bjork, Commissioner Clyde Brooks, Commissioner Marie Cotten, Secretary Robert McKillop, Chairman Richard Eddington, Chief of Police John Malcolm, Deputy Fire Chief Chairman McKillop called the meeting to order at 5:35 p.m. Chairman McKillop asked for a motion to accept the minutes with two changes as noted by Commissioner Arndt. The time of the meeting reconvening at 6:54 p.m. should read 5:54 p.m., and the motion to adjourn 7:30 p.m. should read 6:30 p.m. The two corrections will be made. A motion was rnade by Commissioner Cotten to accept the minutes of the January 6, 2004 Open Meeting with corrections noted by Commissioner Arndt. Seconded by Commissioner Arndt. Ayes: Nays: Arndt, Bjork, Brooks, Cotten, McKillop None Motion Carried A motion was made by Commissioner Arndt to go into closed session to approve minutes. Seconded by Commissioner Bjork. Upon Roll Call: McKillop, Brooks, Cotton, Bjork, Arndt The meeting reconvened at 5:44 p.m. Fire Department Update At the last meeting the Board made a request to have representatives from NIPSTA attend a future meeting to give a presentation on the CPA T process. Deputy Chief Malcolm scheduled the presentation for the March 2nd meeting. The next BOFPC meeting will be held in the Police/Fire Training Room. The current eligibility list, which expires in December, still has six people on the list. The Fire Department has no openings at this time. Police Eliaibilitv List Chief Eddington presented the Police Eligibility Register III to the Board for their approval. Chairman McKillop read the letters that will be sent to the applicants notifying them of the result of their oral interview. The four candidates on the eligibility list will be mailed letters with a contingent offer of employment upon the Board's approval of the eligibility list. Chairman McKillop asked for a motion to approve the Police Eligibility Register III and all documents that have been presented for signatures. Commissioner Arndt made a motion to accept the documents as presented. Seconded by Commissioner Cotten. Ayes: Nays: Arndt, Bjork, Brooks, Cotten, McKillop None Motion Carried Police Department TestinQ Chief Eddington contacted Stanard and Associates regarding candidates having trouble on the grammar portion of the test. Stanard suggested using a study guide and tutorial. The study guides cost $3.50 each, and the cost of the tutorial session is $750 for approximately two hours of time from Stanard and Associates. During the tutorial, a test developer from Stanard will walk the candidates through a practice test. They will also discuss the answers, show them how they are graded and what they are looking for. The Chief would like to see these two additional efforts added in order to further enhance the pool of candidates. If the Board concurs, it would change the tirnelines of the orientation and testing. Chief Eddington would like to see a short mandatory orientation followed by the tutorial, which would be optional. Everyone will be given a study guide. The physical agility will be given to those not staying for the tutorial. Another physical agility will be held after the tutorial. Additional dates may need to be added for the written test and physical agility depending on the number of applications received. Chief Eddington asked the Board for a commitment for April 25th for the orientation and May 200 for the written test and to allow some flexibility of dates depending on the number of applications received. After a brief discussion, the Board concurred with the Chiefs recommendation. A motion was made by Commissioner Arndt to move forward with the tutorial and schedule the dates accordingly at the Chiefs discretion. Seconded by Commissioner Brooks. Ayes: Nays: Arndt, Bjork, Brooks, Cotten, McKillop None Motion Carried Chairman McKillop asked the Commissioners to be available for test dates. Police Update Chief Eddington and Commander Semkiu spent time reviewing the recruitment statistics with Commissioner Brooks during the week. He thanked the Commissioner Brooks for a very positive meeting. Commissioner Brooks also felt it was a very positive meeting and commended Commander Semkiu on his work. Chairman McKillop asked the Chief if the suggestions could be put in writing. Chairman McKillop complimented Commander Semkiu on the analysis and statistical breakdown of recruitment efforts. Other Business Chief Eddington handed out the Mount Prospect Police Department pamphlets to the Board. There was a brief discussion on the information in the pamphlets. A motion was made to adjourn the meeting at 6:50 p.m. by Commissioner Brooks. Seconded by Commissioner Bjork. Minutes transcribed by Police Executive Secretary Diane Rhode.
