COMMITTEE OF THE WHOLE
JANUARY 9, 1996
.CALL TO ORDER
Mayor Gerald Farley called the meeting to order at 7:32 p m Present at the
meeting were Mayor Gerald L Farley, Trustees George Clowes, T~mothy
Corcoran, R~chard Hendricks, Paul Hoefert and Michaete Skowren Absent from
the meeting was Trustee Irvan~ Wilks Also present were Village Manager
M~chael Janoms, Assistant Wllage Manager David 8trahl, Commumty Development
D~rector William Cooney, Planner Kenneth Fritz, Planning Coordinator Darnel
Ungerlelder, Pubhc Works Director Glen Andler and Eng~neenng Inspector Sean

Acceptance of the M~nutes of November 28, 1995 Motion made by Trustee
Clowes and Seconded by Trustee Hoefert to approve the M~nutes Minutes were
approved
Acceptance of the M~nutes of December 12, 1995 Mot]on made by Trustee
Clowes and Seconded by Trustee Skowron Trustee Clowes requested a rews~on
on page 5 Board members approved the M~nutes w~th the revision Trustees
Hoefert and Corcoran abstained

IV PRIVATE INDUSTRY COUNCIL SCHOLARSHIP AWARD
The PIC Scholarship Award was presented to Susan Roreinsld as the third annual
Mayor's Scholarship recipient.
V. CENTRAL ROAD CORRIDOR STUDY
Mayor Farley introduced the topic and stated that the Community Development
Department has put together a draft Corridor Study for the purposes of
consideration by the Village Board m assisting m development or redevelopment
of the targeted areas This ~s the first of many Corridor Studies to follow
Community Development Director William Cooney stated that this is the first of
other Studies and what information ~s learned through this process w~ll assist in the
drafting of future Corridor Studies He stated that the staff has worked extensively
w~th the Plan Comm~ssmn to formulate the recommendatmns and documentation
whmh exists in the Study itself Once the comprehensive Corndor Study ~s
approved, it will become a component of the Comprehensive Plan Therefore,
when a development or redevelopment sltuatmn occurs, the Study would be able
to prowde general d~rectlon for staff and be utihzed as a guide These Corndor
Studies are intended to address issues prior to these ~ssues possibly becem~ng
i problems m the future
Marshall Ponzi, Chairman of the Plan Commission spoke He provided a general
~ overview of the thought process ~n which the Plan Commission went through ~n
l order to generate the Study Among the processes was a pubhc ~nformat~on
meeting to get ~nput from businesses and residents along the Corridor The Plan
Commission recommends approval of the Study by the V~llage Board
Planner Ken Fritz prowded a general summary of the report itself where he
ident~fied major problems and issues and rewewed the recommended action steps
to possibly resolve these ~ssues Among the issues ~dentlfied are (1) land use
and zoning, (2) ~ncorrectly zoned property with the current use, (3) transportation,
specifically rush hour traffic and concern of residents w~th d~rect Central Road
access, (4) pedestnan safety, (5) public right-of-way improvements The action
plan as drafted provides potential solutions in response to these Ident~fied
problems
Planning Coordinator Dan Ungertelder prowded a general overview to illustrate
how the action plan is working to assist in addressing the U S Robotics traffic
issues and proposed road ~mprovements A proposal for a five-lane cross section
from Arthur to Busse Road has been recommended w~th an addit~onal t~med hght
at the U S Robotics entrance to assist in traffic flow Funding assistance would
be coming from the State and U S Robotics itself
General comments by the V~llage Board members ~ncluded the following items
Some encouragement should be consdered for addlt,onal pedestrian ways and the
encouragement of the use of bicycles along th~s Corridor if possible There was
also some d~scussion concerning the proposed read improvements In add~bon,
there was some d~scuss~on concerning whether the Village should stimulate
redevelopment through possible purchase of properties along the Corridor. Some
Board members voiced concerns about addressing the Busse Road area prior to
the County approaching the Wllage with an ~mprovement plan which may not be
conducive to Village goals Some Board members requested that additional
cons~derabon be undertaken to address the traffic concerns at Melas Park
Community Development Director William Cooney stated that ~f the V~llage Board
approves the action plan, the Corndor Study then becomes part of the
Comprehensive Plan although th~s Corridor Plan will not be considered legally
b~ndmg but just a guide for future development and redevelopment
Village Manager Michael Janonis stated staff w~ll rewew the comments presented
by the V~llage Board and bnng back a rewsed document w~th the comments
included or addressed and will review the poss~b~hty of a five-lane cross section
from Arthur to Melas Park. The staff w~ll also revmw the action plan and determine
what the estimated costs of such actions might be
Consensus of the Village Board was to reconsider the Study for final review at an
upcoming Committee of the Whole mee0ng in February and the staff will then
provide a list of projected Corridors for the Village Board to consider In the future.

Trustee Hendricks stated that Village staff should administer Codes consistently
and is concerned that the staff has not been consistent in addressing the zoning
of the Pop Shop which is currently owned by the Mt Prospect Park D~strict
